Abstract As of 1 December 2009 the Treaty of Lisbon came into force. The Treaty brings along several changes for the physical structure of the EU. There are no changes aimed direct- ly towards procurement, however the Treaty of Lisbon might prove to include changes of major impact. Article 3 (3) NEU includes a change to how the inner market shall be achieved. The Treaty text has gone from an inner market based on competition to in- clude a “social economic market”, however there is no indication of what this means from a procurement perspective. The inner market and procurement had difficulties al- ready before the entry of the Lisbon Treaty. There was arguments as regards to how fair a state could intervene trough public procurement to achieve positive social effects. The CJEU has persistently held that the inner market shall be built by the help of the inner market and competition. The Commission has during the last years started to express a different opinion than the CJEU with regards to low value procurements. The legislators has also shown a great interest for the SME‟s and ensured more leeway for these com- panies to receive help form the member states. -

They long to know what the decision-makers are thinking, so they can plan ahead. They yearn to be in the loop, to have the drop on things. It is the genius of the lobbyists and the consultants to understand this need, and to satisfy it in the most imaginative way. Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters. They provide an opportunity to get Members of the European Parliament and other decision-makers from the European institutions together with various business sectors. -

In order to do so, it examines how the European Parliament (EP), the European Commission, the Court of Justice, and earlier European institutions responded to whistleblowing, between 1957 and 2002. In 2019, the EP agreed to encourage and pro- tect whistleblowers. However, whistleblowing is far from a recent phenomenon. Historical examples include Louis Worms (1957), Stanley Adams (1973), and Paul van Buitenen (1998). Based on policy documents and parliamentary debates, this article studies the attitudes and reactions within European institutions towards whistleblowing. Their responses to unau- thorized disclosures show how their views on openness developed from the beginning of European integration. Such cases sparked debate on whether whistleblowers deserved praise for revealing misconduct, or criticism for breaching corporate and political secrecy. In addition, whistleblowing cases urged politicians and officials to discuss how valuable transparency was, and whether the public deserved to be informed. This article adds a historical perspective to the multidisciplinary literature on whistleblowing. Both its focus on the European Coal and Steel Community, European Economic Community, and EU and its focus on changing attitudes towards transparency provide an important contribution to this multidisci- plinary field. -

TOBACCO CONTROL POLICY IN THE NETHERLANDS Between Economy, Public Health, and Ideology Marc C. The field has moved on from a hygiene perspective and infectious and occupational disease base (where it was born in the 19th century) to a concern for unhealthy life- styles post-WWII, and more recently to the uneven distribution of health and its (re)sources. It is of course interesting that these ‘paradigms’ in many places around the world live right next to each other. Hygiene, life- styles, and health equity form the complex (indeed, wicked) policy agen- das for health and social/sustainable development. All of these, it is now recognized, are part of the ‘social determinants of health’. The broad new public health agenda, with its multitude of competing issues, professions, and perspectives requires a much more sophisticated understanding of government and the policy process. In effect, there is a growing recognition of the extent to which the public health community writ large needs to better understand government and move beyond what has traditionally been a certain naiveté about politics and the process of policy making. Public health scholars and practitioners have embraced this need to understand, and influence, how governments at all levels make policy choices and decisions. Political scientists and international relations scholars and practitioners are engaging in the growing public health agenda as it forms an interesting expanse of glocal policy development and implementation. -

In order to shed light on different pathways towards achieving these goals a number of energy scenarios for the EU27 have been developed within this project. The focus of the scenario building procedure is on the overall energy system, showing how the different elements of the European energy systems interact with each other, and how different combinations of technology choices and policies lead to different overall results. The project explores two essentially different developments of the European energy systems through a so-called Small-tech scenario and a Big-tech scenario. Both scenarios aim at achieving two concrete goals for 2030: reducing CO2 emissions by 50 per cent compared to the 1990 level, and reducing oil consumption by 50 per cent compared to the present level. Among the project recommendations are saving energy (as being less expensive than producing energy), stimulate the development of district heating and district cooling grids to facilitate the utilization of waste heat, large-scale integration of variable renewable energy sources, strengthening and coordinating the European electricity infrastructure, three levels of transformation needed in the transport sector (fuel efficiency, introduction of electric vehicles and modal-change, new resources (the sustainable European biomass for energy purposes, municipal waste). -
