The two periods were characterized by normal to above- average amounts of snow accumulation during winter, and moderate to substantial melt rates in summer. The results presented in this report reflect the weather conditions in the measurement periods as well as the effects of ongoing global warming over the past decades.

NORTH SEA] BASIC SYSTEM ' • HIS is the only Basic System whose watershed does not penetrate beyond the Alps, so it is immaterial whether it be traced·from W. to E. as [Adriatic .w. North Sea], or from E. toW. as [North Sea . w. Adriatic]. The Basic Watershed, which also answers to the title [Po ~ w. Rhine], is short arid for purposes of practical convenience scarcely requires subdivision, but the distinction between the Aar basin (actually Reuss, and Limmat) and that of the Rhine itself, is of too great significance to be overlooked, to say nothing of the magnitude and importance of the Major Branch System involved. This gives two Basic Sections of very unequal dimensions, but the ., Alps being of natural origin cannot be expected to fall into more or less equal com­ partments. Two rather less unbalanced sections could be obtained by differentiating Ticino.- and Adda-drainage on the Po-side, but this would exhibit both hydrographic and Alpine inferiority. (1) BASIC SECTION SYSTEM (Po .W. AAR]. This System happens to be synonymous with (Po .w. Reuss] and with [Ticino .w.     Price, Martin Francis (Ph.D., Geography) Mountain forests as common-property resources: management policies and their outcomes in the Colorado Rockies and the Swiss Alps. Thesis directed by Professor Jack D. Ives This is a historical, comparative study of the development, implementation, and results of policies for managing the forests of the Colorado Rockies and the Swiss Alps, with emphasis on two study areas in each region. The Pikes Peak (Colorado) and Davos (Switzerland) areas have been adjacent to regional urban centers since the late 19th century. The Summit (Colorado) and Aletsch (Switzerland) areas have experienced a rapid change from a resource-based to a tourism-based economy since the 1950s. The study's theoretical basis is that of common-property resources. Three primary outputs of the forests are considered: wood, recreation, and protection. The latter includes both the protection of watersheds and the protection of infrastructure and settlements from natural hazards. Forest management policies date back to the 13th century in Switzerland and the late 19th century in Colorado, but were generally unsuccessful in achieving their objectives. In the late 19th century, the early foresters in each region succeeded in placing the protection of mountain forests on regional, and then national, political agendas. In consequence, by the beginning of the 20th century, federal policies were in place to ensure the continued provision of the primary functions of the forests recognized at that time: protection and timber supply. During the 20th century, these policies have been expanded, with increasing emphasis on the provision of public goods. However, most policies have been reactive, not proactive.

Jahresbericht des Präsidenten Liebe Mitglieder vom Tourismusverein Landschaftspark Binntal Das Geschäftsjahr 2018/19 vom Tourismusverein Landschaftspark Binntal war von einigen Veränderungen und Neuerungen geprägt. So wurde im Winter 2018/19 im Tourismusbüro Binn versucht, mit dem Gastwirt eine Kooperation einzugehen. Er betreute während drei Tagen am Vormittag jeweils den Tourismus- und Post- schalter. Im Mai gab es in der Geschäftsführung einen Wechsel. Irene Clausen en- gagierte sich während vielen Jahren für den Tourismus im Goms und zuletzt für den Tourismusverein Landschaftspark Binntal. Per Mai 2019 entschied sie sich, in vorzeitigen Ruhestand zu gehen. Ich danke ihr an dieser Stelle herzlich für ihr langjähriges Engagement und wünsche ihr für die Zukuft alles Gute. Irene Clausens Nachfolge trat die gebürtige Baslerin Siona Lang an.

In seinem Urteil definiert das Bundesgericht pro Gemeinde Richtwerte für die durchschnitt- liche Belegung und hält fest, dass «mit Blick auf die Dunkelziffer eine massvolle Aufrundung allenfalls noch haltbar sein dürfte». Die Gemeinden Goms und Obergoms haben, in Zusammenarbeit mit der Obergoms Tourismus AG und Vertretern der Hotellerie und der IG Zweitwohnungen, einen durch- schnittlichen Übernachtungssatz von 31 Nächten ermittelt.

A gentle walk up hill takes us to the cable car, bringing us to the Maegisalp, and the high pastures above Meiringen, which offes one of the most spectacular panoramic views in the Bernese Oberland. Accommodation: Hotel***, double room (B, D, LG) DAY 03: MEIRINGEN ‐ ROSENLAUI Setting off through town, we cross the Aare river, heading due south, climbing through meadows and small hamlets past the Reichenball Falls, where Sherlock Holmes staged his own death, presumably falling from the top platform. Following the Reichenbach river, our trail takes us through forested sections above the gorge to the Rosenlaui hotel. First accepting guests nearly 240 years ago, this is a classic Swiss hotel, not to be missed. Accommodation: Mountain Inn, double room (B, D, LG) DAY 04: ROSENLAUI ‐ GRINDELWALD Soaring above the Rosenlaui hotel are the cliffs of the Wellhorn and the Wetterhorn. Our trail takes us through meadows and fields of wildflowers, before reaching the obvious pass at the Grosse Scheidegg, with spectacular views out to the Eiger North Face. From Grosse Scheidegg, we descend steeply, criss‐crossing the hairpins of the road, making our way to the Grindelwald valley and our hotel, located just above town.
