SHEARER-NGUYEN: Good evening. 5 How is everybody tonight? We are going to begin 6 the scoping meeting. Thank you for attending and welcome 7 to the scoping meeting for the environmental impact report 8 for the Balboa Park Plaza de Panama project. 9 I'm Elizabeth Shearer-Nguyen with the City of 10 San Diego Development Services Department. I am the 11 departmental analyst. And also in attendance with me is 12 Ms. Gallardo. She's our assistant deputy director. 13 This meeting is referred to as an environmental 14 impact report scoping meeting. And the purpose is to give 15 the public and interested parties an opportunity to submit 16 comments regarding the potential impact -- environmental 17 impact for the proposed project. 18 The information that is gathered tonight along 19 with submitted comments provided during the 30-day -- um, 20 review period, will be also used to develop the scope and 21 content of the EIR. 22 One of the things I ask is that you fill out the 23 comment forms that are in the back. Also, please include 24 your name and address. It is important that we keep all 25 this information. Comments can all be provided via e-mail Toll Free: 800.300.1214 Facsimile: 619.239.4117 Suite 1600 402 West Broadway San Diego, CA 92101 www.esquiresolutions.com MEETING April 14, 2011 3 1 or regular mail. 2 As previously mentioned, this meeting has been 3 scheduled to gather public information and input and 4 require the department review staff, required by the 5 city's municipal code, to provide the public and the 6 decision-makers with an independently prepared 7 environmental document which discloses impacts to the 8 environment. 9 This information is used by the city 10 decision-makers as part of the deliberating process in 11 approving or denying a project. 12 The environmental document itself does not 13 recommend approval or denial of a project. 14 A few comments on how this meeting is going to be 15 conducted tonight. First, there is going to be a brief 16 discussion about the project. And then we will open the 17 meeting for public comment. The meeting, again, is 18 designed to get as much public input as possible on areas 19 that need to be addressed in the EIR in the time allocated 20 for the meeting. So we're going to be giving everybody 21 two minutes to speak. But I just want to let you know 22 that we have the room until 9:00. So if it gets closer to 23 that time, we will -- we may be limiting the time to a 24 minute and a half depending on how quickly we get through 25 the process. So, therefore, each speaker 4 will be asked to come up, state their name and state their 5 address and then complete their comments within the 6 allotted time. 7 I would ask -- or please refrain from trying to 8 conduct a debate on the merits of the project because 9 that's not the purpose of tonight's meeting. 10 I would also need to emphasize that the focus of 11 the comments need to stay on the environmental 12 documents or impacts that you believe need to be 13 thoroughly analyzed in the project EIR. 14 Bobbi Herdes with Recon will be acting as the 15 moderator and timekeeper for the duration of the meeting. 16 I respectfully request that you enter comments when 17 notified. 18 Lance, from Recon, will also be calling people's 19 names. And then it will turn red to say that your 2 time is up. 3 We'll now begin. I would like to introduce to 4 you Scott Jordan, who will provide you with a brief 5 description of the project. 6 MR. JORDAN: Thank you for coming out tonight. 7 I'll just quickly take you through the components of the 8 project. 9 I guess to begin with, the actual client on this 10 is the Plaza de Panama Committee. It is a sole-purpose 11 entity devoted to developing and implementing this 12 project. It is a nonprofit 501 C3 governed by a board of 13 directors and will end at the completion of this project. 14 It is not intended to be around forever. 15 Project funding, there will be a self-sustaining 16 bond to fund the parking structure and the maintenance and 17 the operation of the parking structure, the tram, and with 18 the remainder of the project being funded through private 19 donations. 20 Overall, the project vision and goal for the 21 project is to rehabilitate the plaza, eliminate vehicle 22 traffic from the plaza, increase parkland, limit 23 pedestrian-vehicular conflict, to improve the 24 transportation system, to build on previous park planning 25 experiences and to complete the project hopefully by Toll Free: 800.300.1214 Facsimile: 619.239.4117 Suite 1600 402 West Broadway San Diego, CA 92101 www.esquiresolutions.com MEETING April 14, 2011 6 1 December 31st, 2014 to help celebrate the centennial 2 celebration. 3 I guess that the basis of the project is really 4 trying to take what exists today and turn it into what you 5 see on the screen here. This is the Del Prado. It is 6 probably one of the best pedestrian areas in the park. 7 And we're looking at trying to convert these other areas 8 to reflect that same sort of condition. 9 You all know the existing conditions. I'll 10 quickly take you through the major components of the 11 project. As part of this project, we're looking at 12 creating pedestrian-only areas of the Plaza de California, 13 El Prado West, Plaza de Panama, Esplanade, as well as the 14 proposed pedestrian tram adjacent to a proposed 15 underground parking garage with a rooftop park on it. And 16 in order to accommodate that, the proposed construction of 17 a bypass road that reconfigures off of our lot will be a 18 vehicular drop-off, 80 accessible spaces as well as a 19 valet staging area, coming around through a great separate 20 crossing coming underneath the proposed Promenade 21 connection, around and be connecting into this underground 22 garage. 23 Very quickly, the Plaza de California originally 24 was intended as a pedestrian space, it was piazza-like in 25 its configuration. What we are proposing to do 2 is to essentially return it back to pedestrians, improve 3 the paving, add some tables and chairs, return to the 4 trees and pots around the perimeter of it and take it back 5 to what it was back in 1915. 6 Del Prado, again, was another great space back in 7 1915, where people could walk up and down the center of it 8 and enjoy the weather here in San Diego. Today, it is 9 taken over by cars. And what we're proposing to do is 10 trade the bypass roads, bring pedestrians back into this 11 space, and make it an environment they can enjoy and visit 12 without having to worry about cars.

    4.5 Cultural and Paleontological Resources 4.5 CULTURAL AND PALEONTOLOGICAL RESOURCES This section evaluates the cultural and paleontological resources impacts of the proposed Plan. The information presented was compiled from multiple sources as noted throughout the section. 4.5.1 EXISTING CONDITIONS 4.5.1.1 CULTURAL SETTING Prehistoric Setting The discussion below briefly summarizes the major cultural developments in the region before the arrival of Spanish colonists in 1769. It draws mainly from several decades of archaeological research, which generally recognizes three major periods (Paleoindian, or Paleoamerican; Archaic; and Late Prehistoric), each marked by certain changes in the archaeological record. These archaeological changes appear to reflect a variety of shifts in technology, settlement, and land use. Of the 109 federally recognized Indian tribes in California, 18 are located in San Diego County. The tribal members of today's bands represent four Indian cultural/linguistic groups who have populated this entire region for more than 10,000 years, taking advantage of its abundant natural resources and diverse ecological system for their livelihoods. As described in proposed Plan Appendix G, the four nations are: the Luiseno, Cahuilla, Cupeno, and Kumeyaay. Paleoamerican Period (12,000 to 7,000 Years Before Present [B.P.]) Despite decades of research, the early prehistory of coastal southern California remains poorly understood. The archaeological record does reveal that humans had appeared by about 13,000 years ago on the Channel Islands, where they lived primarily by fishing and shellfishing. These early island components are of interest in that they seem to reflect fully developed maritime economies that were distinct from, but roughly contemporaneous with, the Clovis tradition represented throughout much of interior North America.

    · BALBOA PARK· CENTRAL MESA PRECISE PLAN Precise Plan • Architecture ARCIIlTECTURE The goal of this section is to rehabilitate and modify the architecture of the Central Mesa ina manner which preserves its historic and aesthetic significance while providing for functional needs. The existing structures built for the 1915 and the 1935 Expositions are both historically and architecturally significant and should be reconstructed or rehabilitated. Not only should the individual structures be preserved, but the entire ensemble in its original composition should be preserved and restored wherever possible. It is the historic relationship between the built and the outdoor environment that is the hallmark of the two Expositions. Because each structure affects its site context to such a great degree, it is vital to the preservation of the historic district that every effort be made to preserve and restore original Exposition building footprints and elevations wherever possible. For this reason, emphasis has been placed on minimizing architectural additions unless they are reconstructions of significant historical features. Five major types of architectural modifications are recommended for the Central Mesa and are briefly described below. 1. Preservation and maintenance of existing structures. In the case of historically significant architecture, this involves preserving the historical significance of the structure and restoring lost historical features wherever possible. Buildings which are not historically significant should be preserved and maintained in good condition. 2. Reconstructions . This type of modification involves the reconstruction of historic buildings that have deteriorated to a point that prevents rehabilitation of the existing structure. This type of modification also includes the reconstruction of historically significant architectural features that have been lost.

    Alcázar Garden - Balboa Park Richard Smith Requa 1881 - 1941 Seventy years later, the Moorish tiles were beginning to show their age. Tiles were cracked, chipped, and had chunks missing. In 2008, the garden was reconstructed to replicate the 1935 design by San Diego architect Richard Requa. During the restoration they found that moisture had seeped through, as tiles are porous and grout isn't perfect. With $50,000 in donations, the Committee of One Hundred, a nonprofit group dedicated to the park's Spanish Colonial architecture, replaced the damaged tiles and renovated the water fountains to their original grace and glory. The group commissioned 1,800 tiles that replicate the originals.     Response to Comments Final Environmental Impact Report for the Balboa Park Plaza de Panama Project Project No. 233958 SCH No. 2011031074 May 3, 2012 The City of San Diego BALBOA PARK PLAZA DE PANAMA PROJECT Response to Comments The Draft Environmental Impact Report (EIR) public review period was January 23, 2012 to March 8, 2012. Several requests to extend the public review were received, and the public review period was extended to March 22, 2012. During this period, 197 comment letters were received from agencies, organizations, and individuals. A copy of each comment letter is included in the Final EIR along with corresponding responses. Letters are arranged by commenter type, with agency comments first, organization comments second, and individual comments third. Within those groups, comment letters are arranged alphabetically. Each comment letter is assigned an alphabetic letter and each comment is assigned a number. As part of the Notice of Preparation (NOP) process, the City solicited alternatives for inclusion in the EIR. Based on this public input, the EIR fully addressed 13 alternatives and considered but rejected an additional 8 alternatives. Thus, the City provided consideration of a reasonable range of alternatives, including those suggested by the public. In some instances, the alternatives suggested by the public did not contain detailed descriptions or certain aspects were ambiguous; therefore, certain assumptions were made and identified in the alternatives analysis. In other instances, modifications were made to alternatives suggested by the public in order to ensure that the EIR included a reasonable range of alternatives. During public review of the Draft EIR, several commenters suggested additional alternatives or modifications to alternatives.

    Oral History Collection on the Performing Arts in America Southern Methodist University The Southern Methodist University Oral History Program was begun in 1972 and is part of the University’s DeGolyer Institute for American Studies. The goal is to gather primary source material for future writers and cultural historians on all branches of the performing arts- opera, ballet, the concert stage, theatre, films, radio, television, burlesque, vaudeville, popular music, jazz, the circus, and miscellaneous amateur and local productions. The Collection is particularly strong, however, in the areas of motion pictures and popular music and includes interviews with celebrated performers as well as a wide variety of behind-the-scenes personnel, several of whom are now deceased. Most interviews are biographical in nature although some are focused exclusively on a single topic of historical importance. The Program aims at balancing national developments with examples from local history. Interviews with members of the Dallas Little Theatre, therefore, serve to illustrate a nation-wide movement, while film exhibition across the country is exemplified by the Interstate Theater Circuit of Texas. The interviews have all been conducted by trained historians, who attempt to view artistic achievements against a broad social and cultural backdrop. Many of the persons interviewed, because of educational limitations or various extenuating circumstances, would never write down their experiences, and therefore valuable information on our nation’s cultural heritage would be lost if it were not for the S.M.U. Oral History Program. Interviewees are selected on the strength of (1) their contribution to the performing arts in America, (2) their unique position in a given art form, and (3) availability.

    1935 California Pacific International Exposition Excerpts from San Diego’s Balboa Park by David Marshall, AIA February 17, 2009 ■ Summary Still feeling the effects from the Great Depression in 1933, San Diego’s civic boosters be lieved that another expo sition in Balboa Park would help the economy and promote the city as a business and tourist destination. The 1935 California Pacific International Exposition, also known as America’s Exposition, was born. The new buildings were paid for in part by the first WPA funds allocated to an American city. Balboa Park was re-configured by San Diego architect Richard S. Requa who also oversaw the design and construction of many new buildings. The second exposition left behind a legacy of colorful stories with its odd and controversial exhibits and sideshow entertainment. America’s Exposition also provided visitors with early glimpses of a walking silver robo t and a strange electrical device known as a “television.” Only two years after it was first conceived, the 1935 California Pacific International Exposition opened on May 29, 1935. Like the first exposition, the 1935 fair was so successful it was extended for a second year. Opening ceremonies for the second season began when President Franklin D. Roosevelt pressed a gold t elegraph ke y in the White House to turn on the exposition’s lights. When the final numbers were tallied, the 1935-1936 event counted 6.7 million visitors – almost double the total of the 1915-1916 exposition. ■ Buildings Constructed for the 1935 Exposition House of Hospitality Courtyard.
