The Role of Infrastructure in Google’s Network Neutrality Strategy in the 2000s John Harris Stevenson Doctor of Philosophy Faculty of Information University of Toronto 2017 Abstract During most of the decade of the 2000s, global Internet company Google Inc. was one of the most prominent public champions of the notion of network neutrality, the network design principle conceived by Tim Wu that all Internet traffic should be treated equally by network operators. However, in 2010, following a series of joint policy statements on network neutrality with telecommunications giant Verizon, Google fell nearly silent on the issue, despite Wu arguing that a neutral Internet was vital to Google’s survival. During this period, Google engaged in a massive expansion of its services and technical infrastructure. My research examines the influence of Google’s systems and service offerings on the company’s approach to network neutrality policy making. Drawing on documentary evidence and network analysis data, I identify Google’s global proprietary networks and server locations worldwide, including over 1500 Google edge caching servers located at Internet service providers. ii I argue that the affordances provided by its systems allowed Google to mitigate potential retail and transit ISP gatekeeping. Drawing on the work of Latour and Callon in Actor– network theory, I posit the existence of at least one actor-network formed among Google and ISPs, centred on an interest in the utility of Google’s edge caching servers and the success of the Android operating system. -

Response to the CMA's Issues Statement TalkTalk submission Redacted version August 2015 1 Introduction 1.1 This submission responds to the CMA's Issues Statement in the BT/ EE merger. TalkTalk is pleased to have the opportunity to respond in this way. The points that we make in this letter should be taken alongside those that we have made in our earlier submissions, our questionnaire responses, and our oral hearing with the CMA. It deals with the various areas considered by the Issues Statement in the order in which the CMA makes them. 1.2 Where TalkTalk has not commented on a particular issue in this submission, this should not be taken as implying that TalkTalk holds any particular view on the issue. Where we have previously commented on such an issue, our previous comments on that topic should be taken to stand. TalkTalk would be happy to expand further on any of the points made in this submission if the CMA would find it helpful. 2 Market definition 2.1 TalkTalk considers that business and domestic customers should be considered to be in different markets. This is reflected in the organisational structure both of TalkTalk (which has separate TalkTalk Business and TalkTalk Consumer divisions) and of BT (which has split BT Consumer from BT Business). Moreover the competitor set and market structure differs radically between business and consumer markets– notably, Sky are not active in business markets, while BT holds a much higher market share, one which could be consistent with a dominant position, in business markets. 2.2 With regard to quadplay, TalkTalk considers that the market is currently in a dynamic state in which market definitions are changing over time.1 At present, the market definition is probably best seen as being one where there are individual markets for TV and mobile, along with one or more markets in fixed line. -

Interconnection 101 As cloud usage takes off, data production grows exponentially, content pushes closer to the edge, and end users demand data and applications at all hours from all locations, the ability to connect with a wide variety of players becomes ever more important. This report introduces interconnection, its key players and busi- ness models, and trends that could affect interconnection going forward. KEY FINDINGS Network-dense, interconnection-oriented facilities are not easy to replicate and are typically able to charge higher prices for colocation, as well as charging for cross-connects and, in some cases, access to public Internet exchange platforms and cloud platforms. Competition is increasing, however, and competitors are starting the long process of creating network-dense sites. At the same time, these sites are valuable and are being acquired, so the sector is consolidating. Having facili- ties in multiple markets does seem to provide some competitive advantage, particularly if the facilities are similar in look and feel and customers can monitor them all from a single portal and have them on the same contract. Mobility, the Internet of Things, services such as SaaS and IaaS (cloud), and content delivery all depend on net- work performance. In many cases, a key way to improve network performance is to push content, processing and peering closer to the edge of the Internet. This is likely to drive demand for facilities in smaller markets that offer interconnection options. ITW Global Leaders’ Forum demonstrates how blockchain can transform inter-carrier settlement The successful Proof of Concept shows how blockchain-enabled settlement between multiple carriers can revolutionize wholesale telecoms sector by streamlining complex transactions HKT (SEHK:6823) – HONG KONG / LONDON, October 23, 2018 – ITW Global Leaders’ Forum (GLF) has announced the successful completion of a multi-lateral blockchain Proof of Concept (PoC) involving several of its members. The PoC, led by PCCW Global and Colt Technology Services, in collaboration with BT, Orange, Telefonica and Telstra, has demonstrated the viability of a platform that can settle voice transactions between multiple carriers in minutes rather than hours. The breakthrough is the latest in a series of blockchain PoCs carried out by GLF members and supported by technology partner and blockchain specialist Clear. The trial just completed is the first to involve a multi-lateral series of relationships among the wholesale telecommunications industry, and points to a future of secure and frictionless settlement across the sector. The GLF is now reviewing options around a potential governance structure to develop the technology further and implement a solution for the industry that replaces existing and cumbersome processes for settlement of voice as well as other types of transactions, examples such as mobile roaming or data on demand. SOUTH WOODHAM FERRERS NEIGHBOURHOOD PLAN SUMMARY OF REGULATION 14 CONSULTATION APRIL 2020 SWF REG14 CONSULTATION SUMMARY REPORT 1. OVERVIEW The Regulation 14 consultation stage of the South Woodham Ferrers Neighbourhood Plan took place for a six-week period running from 14 February 2020 – 27 March 2020. Notice of the Regulation 14 consultation was sent direct to: • 46 organisations, representing statutory consultees, and including utility and service providers, and neighbouring local authorities. A full list is presented in Appendix A1a of this consultation summary report. • The seven parish council’s neighbouring South Woodham Ferrers (see Appendix A1b). • 190 residents who had registered for updates during earlier consultation events (See Appendix A1c). • XXXX local groups and organisations in South Woodham Ferrers (see Appendix A1d). TOWN COUNCIL TO CONFIRM • Nine other organisations who has expressed an interest in the progress of the Neighbourhood Plan (see Appendix A1e). The Regulation 14 version of the Plan and supporting documentation were available to view electronically via the Town Council website during this period. Screenshots of the Town Council website homepage and neighbourhood planning pages, as they appeared during the Regulation 14 period, are included in the appendix to this consultation summary document (see Appendix E). The last week of the consultation period coincided with the COVID-19 pandemic and instructions from the Government for people to stay at and work at home. Some of the organisations invited to submit consultation responses to the draft Neighbourhood Plan contacted the Town Council to request an extension of time. This was granted. Instead of maintaining servers in-house, at a private data center, or in offices, enterprises can elect to co-locate their infrastructure by renting space in a colocation center. Unlike other types of hosting where clients can rent server space owned by a hosting vendor, with colocation, the client owns the server and rents the physical space needed to house it in a data center. The colocation service rents out data center space where clients can install their equipment.
