This White Paper, commissioned by Champ P3, LLC reviews the opportunities for and obstacles to delivering rail service at a rural scale appropriate for a rural state. Champ P3 is a mission driven public-private partnership modeled on the Eagle P3 which built Denver’s new commuter rail network. Vermont’s two railroads, Vermont Rail System and Genesee & Wyoming, have experience hosting and operating commuter rail service utilizing Budd cars. -

July 3, 1941 Mr. | |, President Little Schuylkill Navigation Railroad and Coal Compar Dear Sir: There has been presented for my consideration the question whether the Little Schuylkill Navigation Railroad and Coal Company is an employer under the Railroad Retirement and Railroad Unemployment Insurance Acts. It appears from information submitted by Mr. I, secretary-treasurer of your company, and from information secured from other sources, that the Little Schuylkill Navigation Rail road and Coal Company was incorporated September 14, 1829, under an act of the Commonwealth of Pennsylvania, for the purpose of making a lock navigation on the East Branch of the Schuylkill River. By special act of April 23, 1831, and supplementary acts, however, the company was authorized to build and operate a railroad instead of a canal. It constructed a railroad, as authorized, and opened it for operation on November IS, 1831. The road was operated directly by the company from that date to April 1, 1863, when the entire road was leased by the company to the Philadelphia and Reading Railroad Company. On December 1, 1896, this lease was terminated and the property was as of that date leased to the Philadelphia and Reading Railway Company, successor to the Philadelphia and Reading Railroad Company, for a period of 999 years. On January 1, 1924, the lease was assumed by the Reading Company, suc cessor to the Philadelphia and Reading Railway Company, and the Reading Company has continued since that date to operate the line of railroad of the Little Schuylkill Navigation Railroad and Coal Company in inter state commerce, as lessee under that lease. -

Death Knell on the Hamilton & North Western Railway By H. David Vuckson In the 19th Century, railways were the last word in transportation on land when there was nothing faster to compare them to. The few roads that existed were often impassable during winter and spring because of deep snow or mud and ruts but a railway meant year-round convenience and progress for the communities it passed through and decline or, at the very least, inconvenience for those it bypassed. The Hamilton & North Western Railway which, at its peak, connected Lake Erie (at Port Dover), Lake Ontario (at Hamilton), Lake Simcoe (at Barrie-on the main line) and Georgian Bay (at Collingwood-on the branch line from Beeton [Allimil] Junction on the main line), was, in the minds of the citizens of Simcoe County, supposed to be a grand alternative to the monopoly held by the Northern Railway of Canada. The Northern which had linked Toronto and Collingwood since 1855 was not universally praised or admired by those it served because it was the only game in town and could charge whatever rates it wanted and offer whatever level of service it cared to give. The concept of another railway linking Toronto’s great rival, Hamilton, with Lake Simcoe and Georgian Bay in the 1870’s persuaded Simcoe County and 1 of 11 the townships the line would pass through to give financial bonuses for the construction of the H&NW in the hope of having another option to the rates and service dictated by the Northern. As history has recorded, within a few months after the railway from Hamilton arrived in Collingwood in 1879 it merged, mainly for financial reasons, with its rival to whom it was intended to offer stiff competition. -

Passing Through: The Allure of the White Mountains The White Mountains presented nineteenth- century travelers with an American landscape: tamed and welcoming areas surrounded by raw and often terrifying wilderness. Drawn by the natural beauty of the area as well as geologic, botanical, and cultural curiosities, the wealthy began touring the area, seeking the sublime and inspiring. By the 1830s, many small-town tav- erns and rural farmers began lodging the new travelers as a way to make ends meet. Gradually, profit-minded entrepreneurs opened larger hotels with better facilities. The White Moun- tains became a mecca for the elite. The less well-to-do were able to join the elite after midcentury, thanks to the arrival of the railroad and an increase in the number of more affordable accommodations. The White Moun- tains, close to large East Coast populations, were alluringly beautiful. After the Civil War, a cascade of tourists from the lower-middle class to the upper class began choosing the moun- tains as their destination. A new style of travel developed as the middle-class tourists sought amusement and recreation in a packaged form. This group of travelers was used to working and commuting by the clock. Travel became more time-oriented, space-specific, and democratic. The speed of train travel, the increased numbers of guests, and a widening variety of accommodations opened the White Moun- tains to larger groups of people. As the nation turned its collective eyes west or focused on Passing Through: the benefits of industrialization, the White Mountains provided a nearby and increasingly accessible escape from the multiplying pressures The Allure of the White Mountains of modern life, but with urban comforts and amenities. -

Carlos and Frank Lewis 14.1 Introduction It was not until the middle of the nineteenth century that Canada moved into the railroad era. Although railroads had been built in the United States some twenty years earlier, it was during the decade of the 1850s that Canadian construction began in earnest. With only sixty-six miles of track in 1850, Central Canada had, within ten years, nearly 2,000 miles of track, or three quarters of a mile per thousand inhabitants.’ But far from bringing the share- holders the 11 to 15 percent rates of return anticipated, these early railroads teetered on the brink of bankruptcy for most of their lives and were national- ized in 1917. Yet when it comes to discussions of Canadian railroads, economists have shown far greater interest in the transcontinental or post-Confederation (1867) phase.2 This is not to say the earlier railroad boom went unnoticed. -

Dozens of short local lines were initially chartered, construction began on some, and a few even operated, only to be bought out by a larger line whose directors had ambitions to develop a system. Strategies for connect ing key shipping nodes drove most company development. By 1882, the Grand Trunk Railway (GTR) had bought up most of the smaller lines and competing systems in Ontario, leaving the Canadian Pacific Railway (CPR) and the Canada Southern as its chief com petitors. The urge to build to the Pacific resulted in three trans-national lines operat ing by the First World War: the CPR, the Grand Trunk Pacific (GTP), and the Canadian Northern (CNoR). Overextension and the huge costs of building and operating railways through the Rockies caused the bankruptcy of the CNoR in 1918, followed by the GTP in 1920 and the Grand Trunk, its parent, in 1923.
