This article examines the early years of Transocean, a news agency owned and run by the German government, and its use of wire- less telegraphy from 1914 to 1922. This investigation of the infancy of wireless technology demonstrates that technology plays a constitutive role in defining news. The German government used the new possibilities innate in the medium of wireless to carve out their own sphere of operation in the seas and on conti- nents where German telegraph news had never played a major role, in particu- lar East Asia. Wireless telegraphy enabled the German government to circum- vent the British communications blockade in World War I. Afterwards, Transocean’s wireless transmissions to East Asia and ships en route caused an uproar in Britain disproportionate to its circulation. -

Heinrich Hertz, ein Schüler von Hermann von Helmholtz, bestätigte die Annahme von James Clerk Maxwell, dass die Ausbreitung von elektromagnetischen Wellen denselben Charakter wie Lichtwellen haben müssten. Seine Erkenntnisse führten später zur Entwicklung des Radars und der Funktechnik. Die Einheit der Frequenz, eine Schwingung pro Sekunde = 1 Hertz (Hz), ist nach ihm benannt und seit 1933 im internationalen metrischen System verankert. Hertz wurde nach seinem Studium in Berlin bereits 1883 Privatdozent für theoretische Physik in Kiel. Von 1885 bis 1889 lehrte er in Karlsruhe und danach in Bonn. Auch der äußere Photoeffekt wurde 1886 von ihm entdeckt. Sein Assistent Wilhelm Hallwachs führte 1887 die Untersuchung weiter (Hallwachseffekt). Dieser Effekt spielte eine besondere Rolle bei der Formulierung der Lichtquantenhypothese durch Albert Einstein 1905. Gustav Kirchhoff 1824 – 1887 … entwickelte die nach ihm benannten Gesetze zur Berechnung elektrischer Stromkreise. Even the television professionals find it hard to believe. However the statistics prove it to be true; according to official figures from the International Telecommunication Union there were 565 million telephones in 1983, and 600 million television sets. Other figures are just as impressive: in Belgium, from 1967 to 1982, the average time spent watching television by children from 10 to 13 years, increased from 82 to 146 minutes per day. Stupefying in every sense of the word. Our senses are assailed every day by the attraction of the visual message. Its all-pervasiveness and instantaneity are finely tuned to our way of thinking, whether we be hard-pressed or lazy. We expect from it effortless pleasure and hot news. A Chinese proverb tells us a picture is worth ten thousand words. But the stupefaction takes its toll and we thirst for more. Images pour over us in a never-ending torrent. Television has already modified our social behaviour. It fosters, for example, our taste for things visual the impact of the picture and its colours. It encourages in us a yearning for the big spectacle the razzmatazz and the forthright declaration. The effect can be seen in the way we react one to another and in the world of advertising. -

VON RECKLINGHAUSEN Arlington, MA The search for amplification and control of recorded and transmitted music over the last 100 years has progressed from mechanical amplifiers to tube amplifiers to solid-state equipment. The AM radio, the record player, the FM receiver, and the tape recorder have supplemented the acoustical phonograph and the telephone. An incomplete summary of important developments in the past is presented along with challenges for the future. Home music reproduction began when Bell invented the tromechanical repeater caused it to be used for 20 years telephone in 1876 and Edison invented the phonograph in more as a hearing-aid amplifier [5, pp. 64-69]. 1877. Instruments were manufactured soon thereafter and C.A. Parsons of London, England, inventor of the leased or sold to the public. Yet the listener had very little Auxetophone, marketed in 1907 a phonograph where the control over the reproduction and the volume of sound, the playback stylus vibration caused a valve to modulate a tone quality being predetermined by the manufacturer of stream of compressed air which was fed to a reproducing the phonograph and record or by the telephone company horn [6]. -

ELECTRICITY AS THE MEDIUM OF PSYCHIC LIFE PSYCHOTECHNICS, THE RADIO, AND THE ELECTROENCEPHALOGRAM IN WEIMAR GERMANY Cornelius Borck Argument The commodification of electricity since 1900 furnished the 'civilized' world with new attractions and revolutionized everyday-life with all forms of tools and gadgets; it also opened up – technically and intellectually – a new space for investigating psycho-physical interaction, reviving ideas of a close linkage between psychic life and electricity. The paper traces the emergence of this electro-psychological framework beyond 'electroencephalography,' the recording of electrical brain waves, to 'diagnoscopy,' a personality profiling by an electric phrenology. Diagnoscopy opens up a window on to the scientific and public cultures of electricity and psychical processes in Weimar Germany. It garnered enormous attention in the press and was quickly taken up by several institutions for vocational guidance, because it offered a rapid and technological alternative to laborious psychological testing or 'subjective' interviewing. Academic psychology and leading figures in brain research reacted with horror; forging counter measures which finally resulted in this technique being denounced as quackery. A few years later, the press celebrated electroencephalography as a mind reading device, whereas Berger's colleagues remained skeptical of its significance and the very possibility of an 'electroencephalogram,' before they adapted electroencephalography as a tool for representing various neuro-psychiatric conditions in patterns of recorded signals. The blending of holistic psychophysiology and electrical engineering marks the formation of an electric epistemology in the scientific as well as public understanding of the psyche. The transformations of electrodiagnosis, from Bissky and popular electric psychophysiology to Berger, are indicative of a larger cultural shift in which electricity changed its role from being the power source for experimental apparatuses to becoming the medium of psychic processes.
