PROJECT MANAGEMENT 1.1 Introduction The purpose of the following Project Management tasks is to insure that scheduling, coordination, oversight, and communication is effectively accomplished for all project work produced under the Request for Proposal (RFP) and this Exhibit Program Specification (E/P Spec). 1.2 General Requirements The Consultant shall assign a Project Manager (CPM) to oversee the Exhibit Program Exhibit Planning and Design requirements of the RFP and the E/P Spec. 1.3 Specific Requirements for Base Contract Project Management The CPM shall be the primary point of contact for the project work and shall perform the following work: A. Notify the M-NCPPC of any changes to the Consultant’s business operations that affect work under the RFP or E/P Spec, including but not limited to: (1) Changes to Consultant’s address, phone and other contact information. (2) Proposed changes to key personnel. (3) Workload or capacity issues affecting the ability of the Consultant to accept additional work. B. Communicate with the M-NCPPC Park Project Manager (PPM) regarding major or broad issues affecting work under the RFP or E/P Spec, including but not limited to: (1) Clarification of work processes that are acceptable or unacceptable to the M-NCPPC under this specification. (2) Informing the PPM of misunderstandings, inconsistencies, or conflicting instructions encountered when working with the M-NCPPC’s staff team, customers, consultants, contractors, regulatory agencies, or advisors. 1.4 Specific Requirements for Exhibits Program Planning and Design Project Management A. The CPM shall have full authority to act on all matters relating to this specification. The CPM shall maintain contact with the M-NCPPC Park Project Manager as necessary, and shall: (1) Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (9:00 am - 6:00 pm local time). (2) Establish procedures to ensure that important messages are received or relayed to the PPM when out of the office or because of time zone differences. (3) Respond to emergency messages from the PPM on the same day they are received. All non-urgent messages from the PPM shall be responded to in no less than two days. _____________________________________________________________________________ M-NCPPC, Montgomery Parks - Exhibit Program Design Specifications Updated April 2016 3 B. Provide quality control to ensure that all elements of project work meet the requirements of the specifications as follows: (1) Provide routine inspections of ongoing work. (2) Inform the PPM of any issues that could affect work quality or schedule. (3) Ensure that all work not acceptable or compliant with the specifications is corrected prior to review by the M-NCPPC. C. Track work progress to ensure that the project is completed according to the schedule. Coordinate and confirm the dates for all submittals and meetings with the PPM. D. Meet with the M-NCPPC in accordance with Section 4, Site Visits, Tours, Meetings, Presentations. E. Receive, inspect, and inventory all M-NCPPC-furnished materials and ensure that the material is forwarded to the appropriate unit or person within the Consultant's organization for use in the project. The CPM shall notify the PPM within seven days after receipt if M-NCPPC-furnished materials are not satisfactory for their intended purpose. The CPM shall notify the PPM as soon as possible if M-NCPPC-furnished materials are lost or damaged while in the Consultant’s possession. F. The CPM shall coordinate and ensure that all specifications for submittals are in accordance with Section 5, Submittals and Reviews, and other requirements of the Request for Proposal. _____________________________________________________________________________ M-NCPPC, Montgomery Parks - Exhibit Program Design Specifications Updated April 2016 4 Section 2. DEFINITIONS ADA: The M-NCPPC is required to provide services, activities, and facilities without discrimination on the basis of disability under the Americans with Disabilities Act (ADA). The 2010 ADA Standards for Accessible Design are issued by the Department of Justice and can be found at www.ada.gov A/E Consultant: The architectural/engineering consultant hired by the M-NCPPC to complete related base building and sitework for the Josiah Henson Park project. Artifacts: Cataloged items from M-NCPPC resources or loan items from other museums, historical associations, libraries, etc, requiring the highest level of preservation criteria. AV Treatments: A narrative overview of the proposed production’s creative approach and storyline, a description of the actors and/or participants, their roles and general dialogue or narration, and a general description of the scenes, locations, graphics, artwork, and animation to be used in the production with sufficient detail to provide a sense of the proposed production; the basis of the production plan and script. Bubble Diagrams: Diagrams that use labeled shapes (bubbles) identifying exhibit themes and concepts to show how they relate to each other and/or to their location on the exhibit floor plan. Charette: A meeting to brainstorm and fully explore all possible design directions for communicating the content of the exhibition, generally occurring during Pre-design. This differs from the Exhibit Planning Workshop in that it is more focused on design solutions. Class A Production Cost Estimate: Detailed cost estimate based on specifications for all exhibit elements found in the Production Documents. Class B Production Cost Estimate: An intermediate level cost estimate based on the overall cost for each exhibit area identified in the exhibition plan, including allowances for high-cost exhibit elements, contingency, shipping and installation. Class C Production Cost Estimate: An initial cost estimate based on the cost of the exhibition per square foot. Not used for this project. Consultant’s Project Manager (CPM): The member of the Consultant team with full responsibility and authority for all requirements pertaining to the Request for Proposal and Contract with the M-NCPPC. The Key Personnel team member that reports to the M-NCPPC Park Project Manager. The individual assigned with the responsibility and authority to oversee the Interpretive Program Exhibit Planning and Design requirements of the RFP and the E/P Spec Comprehensive Exhibit Plan: A database report consisting of a narrative compilation of all elements in an exhibition, arranged in order according to the element ID numbers. Content Management: A system to organize and track all media elements to be featured in the exhibition, organized by unique exhibit element number. _____________________________________________________________________________ M-NCPPC, Montgomery Parks - Exhibit Program Design Specifications Updated April 2016 5 Custom Interpretive Element: Any exhibit element that requires creative design, and/or artistic development and execution by an artist, illustrator, photographer, sculptor, craftsman, or other creative or technical specialist, such as original illustrations, artwork, maps, sculptures, models, dioramas, scrims, and life-sized figures. Design Alternatives: Distinct approaches to the exhibit content, its organization and presentation in the given exhibit space provided in the Schematic I phase for use in selecting and developing a preferred design
