Jorge Quiroga President of Bolivia (2001-2002) Jorge Fernando “Tuto” Quiroga Ramírez was President of Bolivia from August 7, 2001 to August 6, 2002. Jorge is a 1981 graduate of Texas A&M University, with a degree in industrial engineering, becoming the rst head of state from that university. He went on to be a self-declared "corporate yuppie” working for I.B.M. in Austin, Texas while earning a master's degree in business administration from St. Edward's University. He then moved back to Bolivia, like many other Bolivian Presidents he is of European descent of Spanish blood. In 1997 he was elected as Vice President of Bolivia. At 41, he was the youngest vice president in Bolivia's history. He became President when Hugo Banzer resigned because of aggravated health problems. Jorge assumed oce as acting president on July 1, 2001 and was sworn-in on August 7, to complete Banzer's ve-year mandate. Jorge ran for President in his own right in the 2005 election, as the candidate for a new right-of-center coalition known as Social and Democratic Power (PODEMOS), which included the bulk of Banzer's former ADN organisation. His main opponent was the leftist Evo Morales of the Movement Towards Socialism. Morales won the election and Jorge nished a distant second place, receiving 28.6% of the vote. Quiroga has received the World Leader of Tomorrow Award from the World Economic Forum in Davos, Switzerland. He has also worked as a consultant for the World Bank and the International Monetary Fund. Han transcurrido más de cuarenta años de esa primera visita. Invitado a participar en un Congreso de Profesionales cristianos del Cono Sur americano que se realizó en La Paz en agosto de 1969, concurrí gustoso, pero con muchos prejuicios. Dichos prejuicios, que creo que son los que predominan en muchos de los habitantes de las ciudades del centro de mi país, se me cayeron como por encanto. A modo de breve referencia, considero que muchos chilenos hemos estimado, en algún momento de nuestras vidas, que Bolivia es un país pobre y hemos considerado a sus habitantes como ignorantes, cobardes y flojos. Resumen En este trabajo se trata de describir el impacto de la Guerra del Pacífico (1879-1883) en el imaginario de los países involucrados y se hacen apreciaciones sobre las principales negociaciones que tuvieron Chile y Bolivia hasta la demanda interpuesta ante el Tribunal Internacional de Justicia de La Haya. Es difícil sostener que Bolivia haya sido un “país marítimo” antes de la Guerra del Pacífico. A pesar de ello, no se debe olvidar que los países sin acceso al mar enfrentan una seria desventaja. Chile argumenta que los datos sobre la mediterraneidad corren para Bolivia, porque tendría salida al mar asegurada sin soberanía. Sin embargo, al argumentar eso, elude la construcción identitaria boliviana. Finalmente, se rescatan algunas posiciones que han privilegiado el acercamiento antes que la confrontación entre ambos países y se expone la necesidad de separar la historia de la contingencia política. Such events—like Bolivia’s 2003 Gas War protests—can be both pinnacle moments in the life of social movements and the crime scenes for severe human rights violations. Over six weeks in September and October 2003, the country experienced both an unprecedented scale of political participation and the deadliest period out of four decades of democratic rule. One in seven Bolivians joined protests demanding the end of neoliberal economic policies, the nationalization of gas resources, a new constitution, and political inclusion of the country’s indigenous majority. However, President Gonzalo Sánchez de Lozada moved to criminalize longstanding forms of protest, and orchestrated a military response that killed at least 59 civilians.
