INSIDE THE GAMES MARCA 30/01/2021 El dopaje, a contrarreloj: el anteproyecto de Ley, pendiente del Congreso Polideportivo El anteproyecto refleja el cambio del TAD por un comité sancionador de expertos o Gerardo Riquelme Jose Luis Terreros, director de la Agencia Española de Protección de la Salud del Deporte. Con cierta urgencia porque ya acumula un mes de retraso, las Cortes tendrán que tramitar a lo largo de febrero el anteproyecto de Ley Orgánica en la lucha contra el dopaje, que moderniza el marco normativo existente. Además de sintonizar con el nuevo Código Mundial Antidopaje que entró en vigor el 1 de enero, España introducirá una serie de cambios, trasladando la materia de deporte-salud de nuevo al CSD, lo que provocará un cambio en la nomenclatura de la Agencia que pasa a denominarse Agencia Estatal y Comisión Española para la Lucha Antidopaje en el Deporte. Se crea dentro de ella, como novedad, un comité sancionador, independiente y de expertos, que ejercerá la función sancionadora -y de recursos- y que suplirá la función que cumplía el TAD. Será la última instancia nacional en vía administrativa. UNA DISTINCIÓN Con el objetivo de la proporcionalidad a la hora de sancionar, se reformulará la categorización de los deportistas federados que adaptará las sanciones a la realidad. Se distinguirán 3 niveles de deportistas: internacional, nacional y aficionado, que tendrán un castigo inferior al del deporte profesional. LA COCAINA, TRES MESES El escrito definirá un nuevo tipo de sustancias prohibidas, las sustancias de abuso en el deporte como cannabis, cocaína, heroína, y éxtasis. La aparición de estas sustancias fuera de competición, y sin el propósito de incrementar el rendimiento, se sanciona con una suspensión de tres meses. NUEVAS INFRACCIONES En el anteproyecto, además, se definen nuevas infracciones y se actualizan las existentes, de acuerdo con el código mundial. Como nuevos tipos de conductas a sancionar, destacan la ayuda, incitación, contribución, instigación, conspiración, encubrimiento o cualquier otro tipo de colaboración en la comisión de cualquier infracción, así como el endurecimiento en la manipulación de cualquier parte del proceso de control de dopaje por parte de un deportista u otra persona sujeta al ámbito de aplicación de la norma. Además, se elimina la necesidad de realizar un primer aviso antes de sancionar cualquier relación profesional, en el ámbito deportivo, con un médico o entrenador suspendido por alguna infracción en materia de lucha contra el dopaje. PASAPORTE BIOLÓGICO El pasaporte biológico, que ya se habia introducido a través de un Real Decreto en 2017, aunque en este tiempo ha sembrado dudas su regulación, quedará, a priori, reforzado como herramienta sancionadora válida, como reconoce el Código Mundial Antidopaje. https://www.marca.com/otros-deportes/2021/01/30/6015434446163fab378b45b9.html SPORT 30/01/2021 Iannone vuelve a subirse a una moto Iannone ha vuelto a pilotar | instagram Andrea Iannone cumple cuatro años de sanción por dopaje, pero no se ha olvidado de ir en moto. Desde que el TAS le impuso el castigo en noviembre pasado, el italiano no había vuelto a pilotar, pero esta semana ha aceptado la invitación de sus amigos Matteo Baiocco, Dennis Foggia y Romano Fenati para participar en un entrenamiento con una moto de cross en el Circuito Internacional de Abruzzo. Un forma de entretenerse y olvidar los 'fantasmas' que le atormentan. Luciendo su dorsal '29' y su mono de Aprilia, su último equipo, Iannone publicó imágenes del test y envió un mensaje a los aficionados: "Hola chicos, hoy me he subido a la moto y ha sido genial. Todavía puedo cambiar de marcha. No he olvidado cómo hacerlo y eso es lo bueno. Estuve con Foggia, Fenati y Baiocco, los chicos se están entrenando y vine a dar unas vueltas después de mucho tiempo y fue muy bonito. Envío un saludo y un abrazo a todos los aficionados a las motos", dijo Iannone en su cuenta oficial de Instagram. Furioso con la AMA Según las nuevas reglas por la AMA (Agencia Mundial Antidopaje), los deportistas que den positivo por cocaína y marihuana serán condenados a un máximo de tres meses, en el caso de que el caso detectado pueda demostrar que las ha consumido fuera de la competición. Incluso estas sanciones podrían reducirse a sólo un mes si el deportista acepta someterse a un programa de rehabilitación. It is rare to have such an insight of the inner workings of an International Federation, especially when a report is dealing with issues such as corruption and unethical conduct. This is indeed what ERC chairman Jonathan Taylor found during his two-year investigation of the behaviour of Anders Besseberg and Nicole Resch, former IBU President and secretary general, respectively. According to the report, published earlier this week, Besseberg had "no regard for ethical values and no real interest in protecting the sport from cheating" and "consistently preferred and protected Russian interests in virtually everything that he did". His partiality to Russia seemed to be the result of an extensive grooming exercise. Besseberg is thought to have received up to $300,000 (£219,000/€247,000) - possibly more - in cash from Russian officials, gifted flash watches, and taken on expensive hunting trips by his Russian hosts. In a more sordid detail, the report found the Norwegian was often given the services of a young female "interpreter" when he visited Russia. As a result, Besseberg remained on Russia’s side both publicly and privately, no matter what. According to the report, he allowed ex-Russian Biathlon Union President Alexander Tikhonov to remain IBU first vice-president even after he was charged with conspiracy to commit murder in 2007. The report from the ERC was damning about Anders Besseberg's conduct during his time as IBU President ©Getty Images Among other misdemeanours, Besseberg then sought to downplay the Russian doping scandal that broke in late 2014 and 2015. In the ERC’s view, "the pattern of corrupt and unethical decision-making was apparent long before evidence of an institutionalised doping conspiracy in Russia started to emerge in 2014 and 2015, but it was clearly exposed by Mr Besseberg's woeful response to that evidence, even as it turned inexorably from a trickle to a stream to a torrent". Indeed, biathlon was not immune to the prevalence of doping in Russian sport. According to the McLaren Report, Russia covered up 10 positive tests between the period of 2011 and 2015, with Olympic biathlon medallists such as Evgeny Ustyugov, Svetlana Sleptsova, Olga Vilukhina and Olga Zaitseva all implicated in doping. Former Russian biathlon coach Anatoli Khovantsev has even admitted doping had been widespread at one point. "Between 2002 and 2014, you could count clean biathletes on the fingers of one hand,” he told sports.ru in June. The ERC report also found Resch to have breached a number of IBU rules. The German was said to have been "worried about Mr Besseberg’s clear pro-Russia stance", but there is evidence she still placed Russian interests ahead of the IBU’s zero tolerance policy towards doping. Resch was deemed to have "failed to react" to highly abnormal values in the blood parameters of Russian biathlete Evgeny Ustyugov at the Sochi 2014 Winter Olympics, for example. She could also face disciplinary action over allegedly colluding with Besseberg to stifle an investigation into the discovery of a used EPO syringe on the track at the 2015 IBU World Cup event in Antholz-Anterselva. Nicole Resch was found to have place Russian interests before the IBU's doping policy while she was secretary general ©Getty Images The report claimed Resch’s pro-Russian stance was most evident when she offered three biathletes from the country strategic advice on how to appeal their doping bans. For the ERC, this was "clear evidence" that Resch had crossed a line. It is interesting to read the ERC report with the recent sanctions imposed on Russia by the World Anti-Doping Agency (WADA) in mind. WADA had imposed a four-year package of punishments on Russia in 2019 after it found data from the Moscow Laboratory had been tampered with and manipulated. This was halved to a period of two years by the Court of Arbitration for Sport in December. Although Russia will be unable to host major events until the end of 2022 or have its flag and anthem feature at the Tokyo 2020 and Beijing 2022 Olympics, the concessions made by CAS meant the eventual sanctions were widely criticised. At the time I spoke to United States Anti-Doping Agency (USADA) chief executive Travis Tygart, a long-time critic of WADA. He described the Russian doping scandal as "the most egregious sporting crime that we’ve seen", but claimed "the punishment is almost non-existent." This opinion is likely to be intensified by the details in the ERC report.

    Verksamhetsberättelse 2008‐2009 Ekonomisk redovisning 2008‐2009 Vision 2014 ___________________________________________________________________________________ Verksamhetsberättelse för Svenska Skidskytteförbundet Sidan 1 Verksamhetsberättelse 2008‐2009 Det gångna verksamhetsåret har lindrigt sagt varit omtumlande och framgångsrikt. Det som framför allt fastnat på näthinnan är de exempellösa sportsliga framgångarna. Sett över hela vår elitverksamhet torde det handla om det kanske bästa året någonsin. Helena Jonsson blev totalsegrere i världscupen och vann av bara farten sprint‐ och masstartcupen. Hon erövrade guld, silver och brons på VM. Anna Carin Olofsson Zidek gjorde stark comeback efter mammaledighet och de övriga damerna tog också steg framåt och det förde upp Sverige till andra plats i nationstävlingen. Herrarna saknade de absoluta toppnoteringarna men visade bra jämnhet. Carl Johan Bergman kom stabilt tillbaka efter en ögonoperation, Björn Ferry hade inget lyckat VM p.g.a av sjukdom men men noterade WC‐seger i Anterselva. David Ekholm, VM‐femma och starkt bidrag till VM‐silvret i mixstafett, Jörgen Brink, WC‐femma i Kanada samt unge Fredrik Lindströms fina debut, betydde att herrarna avancerade till fjärde plats i nationstävlingen. Mycket glädjande var även Ingela Anderssons seger i ungdoms‐OS. Alla framgångar har inte kommit av sig själva. Mycket arbete har nedlagts av de klubbar som fostrat dessa elitåkare och landslagsledningen har vidareutvecklat talangerna till internationell toppklass. Östersund genomförde en världscuptävling i december 2008 som arrangörsmässigt blev en stor framgång. Goda betyg fick också den IBU‐cup som genomfördes i Idre i november 2008 och de svenska mästerskapstävlingarna i Östersund i april 2009. Säsongens SWE‐cuptävlingar har arrangerats på ett i huvudsak bra sätt. För att ytterligare höja kvalitén på de nationella tävlingarna genomförs en arrangörsutbildning i anslutning till skidskytteting och årsmöte.
