E-mail:[email protected]____________________ 18. Pen-picture on Service Experience: Capt Kutubuddin joined Bangladesh Naval Academy as an Officer Cadet on 27 January 1985. After joining navy he was sent to BMA to attend joint basic military training with 15 BMA Long Course. In the 10 weeks course, he secured 08th position out of 120 Officer Cadets of the batch. On returning to BNA, he continued to excel and secured second position in his batch and selected to attend Basic Naval Training in Officers' Training School of Royal Malaysian Navy for three years. On successful completion of training, he was commissioned in the Executive Branch on 01 July 1987. At that period, he was commissioned as the Best Midshipman and received award for outstanding performance. He could also successfully obtain Ocean Navigation Certificate and attain huge practical experience to navigate in Malacca and Singapore Straits as well as circumnavigating Australia. The officer completed his post commission training after attaining Bridge Watch Keeping certificate in 09 months 22 days from BNS ALI HAIDER. Capt Kutubuddin was promoted to the present rank on 13 December 2013. He was in command of BNS SOMUDRA JOY from 26 December 2013 to 31 January 2015. He was the Executive Officer of the ship before assuming the Command. He was also the Deputy Project Officer for the transfer case of USCGC JERVIS to Bangladesh Navy, which was later named as BNS SOMUDRA JOY. Before that the officer was the Chief Staff Officer to Commodore Commanding Khulna. During his career in the Navy, he has commanded various other sea going ships that includes Offshore Patrol Vessel, Fleet Tanker, Mine Sweeper, Fast Patrol Boats including Missile and Torpedo Boats. As Staff Officer, He had served as Deputy Director of Naval Plans, Deputy Director of Naval Intelligence, Staff Officer (Operations) to Commodore Commanding Bangladesh Navy Flotilla. As a specialized Navigator, he has navigated ships to Maldives, Saudi Arabia and India. He also served for the ‘United Nations’ during the period of 2008-2009 as ‘Military Observer’ in United Nations Assistance Mission to Afghanistan. He has also served as Directing Staff in Defence Services Command and Staff College (DSCSC), Mirpur, Dhaka, Bangladesh. He was an instructor in Bangladesh Naval Academy as well as Navigation and Direction School of Bangladesh Navy. He has served as Senior Instructor (Navy) in DSCSC in 2015 and completed National Defence Course in 2016. He was commanding BNS ULKA, a shore base of Bangladesh Navy, before joining Blue Economy Cell. Capt Kutubuddin is married to Mrs Samina Akter and is a proud father of one daughter and two sons. Bangladesh’s Submarines from China: Implications for Bay of Bengal Security By Nilanthi Samaranayake Synopsis Bangladesh’s acquisition of two submarines from China should not be narrowly viewed through the prism of India-China geopolitics. Rather, it should be understood in a wider context as a milestone by a modernising naval power in the Bay of Bengal. Commentary THE IMPENDING arrival of two Chinese-origin submarines to Bangladesh together with China’s planned construction of submarines for Pakistan, has contributed to the perception among some observers that China is attempting to encircle India and reinforced concerns about a Chinese “string of pearls”. Yet Bangladesh’s acquisition of two Ming-class submarines should not be narrowly viewed through this geopolitical prism. Rather, it should be seen in the broader context of the country’s force modernisation, which has important implications for Bay of Bengal security. In fact, Bangladesh’s development of its naval capabilities may contribute as a force multiplier to Indian security initiatives in the Bay of Bengal rather than being a potential threat to regional stability.

Jack: Here is a Jarvis story: We were out in Guam on a West Pac. The Captain and about 15 to 20 of the crew had to go to Honolulu for a drug trial, for a drug bust we made on our previous patrol. (Another interesting story). The last thing the Captain told the XO get the ship underway tomorrow and take the Jarvis to Midway and we will meet you there. Simple enough order. Shortly after getting underway, the Exxon Valdez ran aground. The cutter (forgot which one) that was doing a North Pac fishing law enforcement patrol was diverted to be On-Seen-Commander. Meanwhile Jarvis was diverted to finish the fishery patrol leaving the Captain and others Stranded in Honolulu. Luckily they did not head to Midway before the diversion. The QM's scrambled to get our Alaskan charts up to date, as well as the rest of the ship getting ready for cold Alaska not the warm waters of the tropical Pacific. Ten days later, the Captain and crew met up with the ship in Adak, The Captain said to the XO "Can I have my ship back." An interesting highlight was the Jewish personnel prepared A Passover Seder.
