02-16 MINUTES of the Meeting of 16 February 2012, from 09:00 To EUROPEAN PARLIAMENT 2009 - 2014 Delegation for relations with the Korean Peninsula DKOR_PV(2012)02-16 MINUTES of the meeting of 16 February 2012, from 09:00 to 10:00 Strasbourg The meeting opened at 09:00 on Thursday, 16 February 2012, with Mr Christian Ehler (Member provisionally holding the chair) in the chair. 1. Opening of meeting chaired by the member provisionally holding the chair Mr Ehler points out that the main purpose of this meeting is to elect a new Chairman. Mr Ehler expresses his appreciation for the excellent co-operation among Members of this delegation in the past two years. Important developments have taken place in relations with both South Korea and North Korea and Members of this delegation have played an important role in strengthening relations with both. As regards the Republic of Korea, this delegation has been able to contribute in a very constructive manner to the deliberations in the relevant Committee on the EU-Korea FTA, and it has followed the negotiations on the revision of the EU-Korea Framework Agreement in a very active manner. It has also been a priority over the past two years to maintain channels of communication open with the DPRK, but this has not hindered the European Parliament and this delegation, in particular, to strongly condemn the various incidents that have taken place in inter-Korean relations. Last but not least, a number of initiatives were launched under the leadership of Mr Ehler to further strengthen relations with the Republic of Korea and provide added value to the strategic partnership between the EU and the Republic of Korea, such as the launch of the EU-Korea Leadership Forum, and preparations for an internship programme for Korean students and graduates at the European Parliament. Election of Chairman The Member provisionally holding the chair proceeds to the election of the new Chairman. Members are informed that the chair has received two candidacies: Mr Herbert Reul (EPP, Germany), and Mr Lucas Hartong (NI, the Netherlands). Mr Herbert Reul is elected Chairman in a secret ballot. 3. Chairman's announcements The new Chairman thanks Mr Ehler for his leadership as former Chairman of this delegation and notes that the two past years have been very challenging ones in relations with both South and North Korea. The Chairman also thanks Members of this delegation for their contribution over the past two years and underlines that he wishes to provide a certain continuity in the activities of this delegation. 4. Exchange of views of the draft programme of activities for 2012 The Chairman invites Members to express their priorities for the 2012 working programme, pointing out, however, that the parliamentary and presidential elections in South Korea provide some uncertainty about the timing for the next inter-parliamentary meeting. Members would be informed as soon as the South Korean National Assembly delegation indicates its availability to pay an official visit. As regards the DPRK, the Chairman refers to the special character of the year 2012 and to the situation that arises from the transition in leadership. The following Members participate in the subsequent exchange of views: Simon, Häfner, Rosbach, Engel and the Chairman. It is agreed to take a decision on further activities in 2012 at a subsequent meeting. 5. Any other business The Chairman informs Members that contacts have been made with the new Ambassador of the DPRK in London with a view to having an exchange of views with this delegation in the close future. 6.     Europe's Resource Grab Vested interests at work in the European Parliament Corporate Europe Observatory, 27 June 2011 On 30 June, the European Parliament’s industry, energy and research committee (ITRE) is due to vote on the EU’s Raw Materials Initiative, establishing guidelines for Europe's future policy on natural resource use. The Parliament’s report could effectively give the green light to mining in protected European nature reserves as well as a resource grab in Asia, Africa, the Americas and the Arctic. The vote follows fierce calls from a number of MEPs with close links to industry for European big business to be allowed to exploit other countries’ raw materials without any restrictions – via trade, development and even military policies. MEPs have also tried to block strong language in the report on the need to stop corporate abuse in the extraction sector and to reduce Europe’s over- consumption of raw materials. Several of the MEPs pushing this aggressive agenda are from the European People’s Party (EPP) and have close links to industry sectors which have a vested interest in the raw materials debate (Bendt Bendtsen – Denmark; Herbert Reul and Daniel Caspary – Germany). Others such as Paul Rübig MEP (EPP, Austria) seem to have clear conflicts of interest1. Rübig profits from companies which depend heavily on the access to cheap raw materials. He also has close connections with industry lobby groups which have tried to shape the EU’s Raw Materials Initiative. Nonetheless, Rübig is one of the lead persons in the debate in Parliament and has set up a cross-party group of MEPs, the European Raw Materials Group, which will follow the issue, working closely with a parallel industry group.

Europäischen Parlament gewonnen CDU und CSU haben im Mai gemeinsam die Europawahl in Deutschland gewonnen. Mit 34 von insgesamt 96 deutschen Europaabgeordneten bilden wir trotz Einbußen die stärkste nationale Delegation im Europäischen Parlament. Die Kolleginnen und Kollegen haben mich erneut zum Vorsitzenden der CDU/CSU-Gruppe gewählt. Dr. Angelika Niebler von der CSU ist unsere neue Co-Vorsitzende. Die Union nimmt wieder besonders viele Schlüsselfunktionen in Fraktion und Parlament ein. Besonders hervorzuheben sind unsere Freunde Manfred Weber (CSU), der fast einstimmig zum Vorsitzenden der Fraktion der Europäischen Volkspartei (EVP) gewählt wurde, und Rainer Wieland (CDU), der erneut Vizepräsident des Europäischen Parlaments ist. Außerdem sitzt Elmar Brok (CDU) dem Auswärtigen Ausschuss und Dr. Inge Gräßle (CDU) dem Haushaltskontrollausschuss vor. Stellvertretende Ausschussvorsitze bekleiden Markus Ferber (CSU) im Wirtschafts- und Währungsausschuss, Dr. Dieter-Lebrecht Koch (CDU) im Verkehrsausschuss, Axel Voss (CDU) im Rechtsausschuss, Joachim Zeller (CDU) im Regionalausschuss, Werner Kuhn (CDU) im Fischereiausschuss sowie Dr. Christian Ehler (CDU) im Sicherheits- und Verteidigungsausschuss. Zu EVP-Fraktionssprechern bzw. „Koordinatoren“ in den Ausschüssen wurden gewählt Albert Deß (CSU, Landwirtschaft), Burkhard Balz (CDU, Wirtschaft und Währung), Daniel Caspary (CDU, Außenhandel), Dr. Peter Liese (CDU, Umwelt und Gesundheit), Dr. Andreas Schwab (CDU, Binnenmarkt und Verbraucherschutz), Monika Hohlmeier (CSU, Inneres und Bürgerrechte), Michael Gahler (CDU, Sicherheit und Verteidigung), Sabine Verheyen (CDU, Kultur und Bildung) sowie Dr. Peter Jahr (CDU, Petitionen). Herbert Reul MdEP: Das Vorschlagsrecht hatten und behielten die EU-Mitgliedstaaten. Ein formelles Recht abzulehnen hat Juncker nicht, aber er hat da schon Einfluss. Dass er z.B. die Anzahl Frauen von anfangs drei auf neun erhöht hat, ist seiner Beharrlichkeit ge- genüber den Mitgliedstaaten zu verdanken. ContraSalon: Parlamentspräsident Martin Schulz (SPD/S&D) hat früh gedroht: "Wenn Juncker zu wenige Frauen gewinnt und das Team unausgewogen ist, lassen wir (!) ihn durchfallen". Im Fall Slowenien hat Juncker die Kandidatin Bratusek ausdrücklich mit der Bemerkung hingenommen, die sei halt "sowohl Frau wie Liberale". Inzwischen steht eine Parlamentsmehrheit quer zu Bratusek. War dies unvermeidbar? Herbert Reul MdEP: Rückblickend kann man sagen, dass Frau Bratusek das schwächste Glied ihm möglichen Team war.
