Jarausch) In the decades following World War II, German Protestants worked to transform their religious tradition. While this tradition had been previously characterized by rigidly hierarchical institutional structures, strong nationalist leanings, and authoritarian political tendencies, the experiences of dictatorship and defeat caused many Protestants to question their earlier beliefs. Motivated by the desire to overcome the burden of the Nazi past and by the opportunity to play a major role in postwar rebuilding efforts, several groups within the churches worked to reform Protestant social and political attitudes. As a result of their efforts, the churches came to play an important role in the ultimate success and stability of West German democracy. This study examines this transformation at the meetings of the German Protestant Kirchentag, one of the largest and most diverse postwar gatherings of Protestant laity. After situating the Kirchentag within the theological and political debates of the immediate postwar years, it focuses on changing understandings of the role of the church in society, the pluralization of Protestant political attitudes, and the shift from national to international self-understandings within the churches. It closes with the challenges posed to this new consensus by the youth revolt and the rise of New Left politics in the late 1960s. iii By examining the important role of the Kirchentag and of the Protestant churches in the democratization and political transformation of West Germany, this study asserts the continued relevance of religious categories of analysis in the Federal Republic. Focusing on the churches’ landmark contributions—including the promotion of democratic political activity, work toward East-West reconciliation, and the peace movement—it also argues for a broader, more complex conceptualization of postwar political transformations. In particular, rather than focusing on the work of any one faction or movement within the churches, it highlights the constructive roles played by different groups with different priorities and motivations. iv ACKNOWLEDGMENTS This dissertation could not have been completed without the support, help, and encouragement of numerous individuals and organizations.     Central Europe West Germany FOREIGN POLICY wTHEN CHANCELLOR Ludwig Erhard's coalition government sud- denly collapsed in October 1966, none of the Federal Republic's major for- eign policy goals, such as the reunification of Germany and the improvement of relations with its Eastern neighbors, with France, NATO, the Arab coun- tries, and with the new African nations had as yet been achieved. Relations with the United States What actually brought the political and economic crisis into the open and hastened Erhard's downfall was that he returned empty-handed from his Sep- tember visit to President Lyndon B. Johnson. Erhard appealed to Johnson for an extension of the date when payment of $3 billion was due for military equipment which West Germany had bought from the United States to bal- ance dollar expenses for keeping American troops in West Germany. (By the end of 1966, Germany paid DM2.9 billion of the total DM5.4 billion, provided in the agreements between the United States government and the Germans late in 1965. The remaining DM2.5 billion were to be paid in 1967.) During these talks Erhard also expressed his government's wish that American troops in West Germany remain at their present strength. Al- though Erhard's reception in Washington and Texas was friendly, he gained no major concessions. Late in October the United States and the United Kingdom began talks with the Federal Republic on major economic and military problems. Relations with France When Erhard visited France in February, President Charles de Gaulle gave reassurances that France would not recognize the East German regime, that he would advocate the cause of Germany in Moscow, and that he would 349 350 / AMERICAN JEWISH YEAR BOOK, 1967 approve intensified political and cultural cooperation between the six Com- mon Market powers—France, Germany, Italy, Belgium, the Netherlands, and Luxembourg.

    BEYOND SOCIAL DEMOCRACY IN WEST GERMANY? William Graf I The theme of transcending, bypassing, revising, reinvigorating or otherwise raising German Social Democracy to a higher level recurs throughout the party's century-and-a-quarter history. Figures such as Luxemburg, Hilferding, Liebknecht-as well as Lassalle, Kautsky and Bernstein-recall prolonged, intensive intra-party debates about the desirable relationship between the party and the capitalist state, the sources of its mass support, and the strategy and tactics best suited to accomplishing socialism. Although the post-1945 SPD has in many ways replicated these controversies surrounding the limits and prospects of Social Democracy, it has not reproduced the Left-Right dimension, the fundamental lines of political discourse that characterised the party before 1933 and indeed, in exile or underground during the Third Reich. The crucial difference between then and now is that during the Second Reich and Weimar Republic, any significant shift to the right on the part of the SPD leader- ship,' such as the parliamentary party's approval of war credits in 1914, its truck under Ebert with the reactionary forces, its periodic lapses into 'parliamentary opportunism' or the right rump's acceptance of Hitler's Enabling Law in 1933, would be countered and challenged at every step by the Left. The success of the USPD, the rise of the Spartacus move- ment, and the consistent increase in the KPD's mass following throughout the Weimar era were all concrete and determined reactions to deficiences or revisions in Social Democratic praxis. Since 1945, however, the dynamics of Social Democracy have changed considerably.

Groß geworden in einem liberalen, demokratischen Haushalt. Dennoch wurde ihr Wunsch, später als Theater- und Kunstkritikerin zu arbeiten von ihrem Vater abgelehnt. Stattdessen besuchte sie ein Lehrerinnenseminar und beginnt anschließend ein Jura Studium. Nach dem zweiten juristischen Staatsexamen fängt sie als Gerichtsassessorin in einer Rechtsberatung für Frauen an. E. Schwarzhaupt beschäftigt sich mit den Lektüren „Mein Kampf“ und „Mythos des 20. Jahrhunderts“ und bezieht 1932 öffentlich Stellung gegen das nationalsozialistische Frauenbild in „Die Stellung der Frau im Nationalsozialismus“. Ihr Verlobter, ein jüdischer Arzt verliert 1933 die Zulassung und emigriert in die Schweiz. Schwarzhaupt bemüht sich um eine berufliche Perspektive in der Schweiz. Nachdem sie 1936 immer noch nicht fündig wurde, beschließt sie in Deutschland zu bleiben und das Paar geht getrennte Wege. Hier wird schon eine feministische Ausrichtung in ihrem Leben sichtbar: Unabhängigkeit und Selbstständigkeit steht vor dem Liebesglück. Der Nationalsozialismus trifft auch Schwarzhaupts Karriere. 1933 wird auch sie Opfer einer frauenverachtenden Politik, welche es ihr verbietet weiterhin im Justizdienst tätig zu sein. So folgt eine Phase der Umorientierung, in der sie eine Promotion zum Thema „Fremdwährungsklauseln im deutschen Schuldrecht“ 1935 abschließt. Sie beginnt anschließend bei der Kirchenkanzlei der Deutschen Evangelischen Kirche in Berlin zu arbeiten und wird 1939 als erste Frau zur Konsistorialrätin und 1944 sogar zur Oberkonsistoralrätin ernannt.

The well-known statement from Brandt is often wrongly attributed to the speech he gave one day after the fall of the Berlin Wall at the West Berlin City Hall, Rathaus Schöneberg. This error is understandable since it was added later to the publicized version of the speech with the consent of Brandt himself (Rother, 2001, p. 43). By that time it was already a well known phrase since it featured prominently on a SPD poster with a picture of Brandt in front of the partying masses at the Berlin Wall. The original statement was made by Brandt during a radio interview on 10 November for SFP-Mittagecho where he stated: ‘Jetzt sind wir in einer Situation, in der wieder zusammenwächst, was zusammengehört’ (‘Now we are in a situation in which again will grow together what belongs together’). 3. The Treaty of Prague with Czechoslovakia, signed 11 December 1973, finalized the Eastern Treaties. 4. By doing this, I aim to contribute to both theory formation concerning inter- national politics and foreign policy and add to the historiography of the German question and reunification policy. Not only is it important to com- pare theoretical assumptions against empirical data, by making the theoretical assumptions that guide the historical research explicit, other scholars are enabled to better judge the quality of the research. In the words of King et al. (1994, p. 8): ‘If the method and logic of a researcher’s observations and infer- ences are left implicit, the scholarly community has no way of judging the validity of what was done.’ This does not mean that the historical research itself only serves theory formation.

    Central Europe West Germany FOREIGN POLICY AND STATUS OF BERLIN OUBJECTS discussed during British Premier Harold Wilson's offi- cial visit to Bonn from March 7 to 9 included the maintenance of the British Rhine Army in Germany, the continuation of German currency aid for the United Kingdom, and a new approach to German reunification. When East German authorities tried to interfere with the meeting of the Bundestag in Berlin on April 7 by disrupting traffic to and from the former capital, the Western Allies protested sharply. In his opening speech Eugen Gerstenmaier, president of the Bundestag, emphasized the right of the Fed- eral parliament to meet in West Berlin and denied that the session was an act of provocation. During the Easter holidays 300,000 West Berliners were permitted to visit relatives in the Eastern zone of the divided city. About a million Berliners crossed the Berlin Wall and spent Christmas with their relatives, after the renewal of an agreement in November. Queen Elizabeth II of England and her consort the Duke of Edinburgh made an official visit to West Germany and West Berlin in May, and were cheered by the population. Attempts by Foreign Minister Gerhard Schroder to bring about an improvement in relations with the United Kingdom during this visit were viewed skeptically by Franz-Josef Strauss, chairman of the Christian Social Union (CSU), representing the pro-French wing of the coalition. French President Charles de Gaulle's talks with Chancellor Ludwig Erhard in Bonn in June were described as "positive," but did not lead to an agree- ment on a conference to discuss the reorganization of the Common Market and other matters pertaining to the European community.

    Introduction Th e Nuclear Crisis, NATO’s Double-Track Decision, and the Peace Movement of the 1980s Christoph Becker-Schaum, Philipp Gassert, Martin Klimke, Wilfried Mausbach, and Marianne Zepp In the fall of 1983 more than a million people all across West Germany gathered under the motto “No to Nuclear Armament” to protest the imple- mentation of NATO’s Double-Track Decision of 12 December 1979 and the resulting deployment of Pershing II and cruise missiles in West Germany and other European countries.1 Th e media overfl owed with photos of human chains, sit-in blockades, and enormous protest rallies. Th e impressive range of protest events included street theater performances, protest marches, and blockades of missile depots. During the fi nal days of the campaign there were huge mass protests with several hundred thousand participants, such as the “Fall Action Week 1983” in Bonn on 22 October and a human chain stretching about 108 km from Ulm to Stuttgart. It seemed as if “peace” was the dominant theme all over Germany.2 Despite these protests, the West German Bundestag approved the missile deployment with the votes of the governing conservative coalition, thereby concluding one of the longest debates in German parliamentary history.3 A few days later the fi rst of the so-called Euromissiles were installed in Mut- langen, near Stuttgart, and in Sigonella, on the island of Sicily.4 Th e peace movement had failed to attain its short-term political aim. However, after a brief period of refl ection, the movement continued to mobilize masses of people for its political peace agenda.
