General information for investment Vashkivtsi united village territorial community is united territorial community in Sokyriany district Chernivtsi region. First elections : October 25, 2015 United communities: 2 Community center – the village of Vashkivtsi Square of united territorial community: 5,867 km2 Starosta (community leader) districts: 1 Population – 5 273 people the village of Vashkivtsi – 3 354 people; the village of Nova Sloboda – 180 people; the village of Shyshkivtsi – 1 150 people; the village of Strumok – 189 people. Distance: to regional center of Chernivtsi – 121 km; to district centre of Sokyriany – 30 km. Vashkivtsi village territorial community Investment passport 2. Geographical and climate conditions The community is situated in the east of Chernivtsi region within forest- steppe, and occupies southeast part of Prut-Dnister interfluve. Vashkivtsi borders on the state of Moldova. Border checkpoint “Vashkivtsi- Grimancauti” is situated near the village. Type of checkpoint – motor vehicle. Status of checkpoint – interstate. Sort of transportation – passenger, cargo. Except of radiological, custom and border control motor vehicle checkpoint “Kelmentsi” can provide phytosanitation and ecological control. Checkpoint “Vashkivtsi” is a part of “Kelmentsi” custom office of Chernivtsi regional custom. The climate is temperate continental. Average temperature of January is - 4.0°С, of July – +18.9°С. The +10°С period continues for 165 days. Precipitation level is at 500-575 mm per year, maximum humidity months are usually May-July. Snow cover up to 15 cm. Snow cover is unstable. The community is situated in a not enough humid, temperately warm agroclimatic zone. The administration center of Vashkivtsi united territorial community is the village of Vashkivtsi. Unique soil mixture with a big part of sand, soft climate and nearness of underground water give a possibility to grow high quality rathe-ripes, which are known in a whole Ukraine and abroad and develop agriculture generally. Relief is mainly plain. Mineral resources: clay and gravel. Soils – soddy- podzolic, light grey and grey podzolic, podzolic chernozem (black soil). Education, healthcare, culture and leisure time activities On the territory of Vashkivtsi united territorial community there are: - 2 pre-school educational institution, where 195 children are studying; - 2 general educational institutions, where 644 children are studying; - 4 healthcare institutions where 2 doctors and 17 of nursing staff are working; - 2 libraries with 2 people working; - 2 houses of culture with 4 people working; 4. Workforce The population of Vashkivtsi united territorial community is 5 273 people, among those 2 360 of working age. Structure of the economy On the territory of Vashkivtsi united territorial community 60 legal entities and 72 individuals are carrying out their business activities and paying taxes. Community has 8 agroindustrial firms, 32 shops, which are selling goods of mixed type, auto shop, furniture shop, construction base, 6 food outlets, drugstore, petrol station and 2 village markets. The biggest wealth and potential of Vashkivtsi united territorial community is land, developed network of roads and nearness of transport corridors, availability of objects and land plot with engineering communications (electricity, water, gas). Community’s achievements Community’s project activity began in 2009-2010 due to the village council participation in UN and EU projects “Community Based Approach to Local Development”. That helped the community to get medical service of better quality in general and family practice ambulatory building and carry into effect in pre- school educational institution energy-saving actions. In 2010 pupils of Vashkivtsi general education school with support of village council actively participated in international project “Open School of Funny Football” that was realized under the aegis of FIFA. Participation in this project helped school to get sports equipment, footballs, youth football gear. In 2016 Vashkivtsi united territorial community carried into effect 8 project entries funded by united territorial community infrastructure subvention and rebuilt building of House of Culture in the village of Shyshkivtsi, made the roof on Vashkivtsi and Shyshkivtsi general education schools, changed windows on metal-plastic ones, bought own school bus. Due to local budget resources 5 systems of street lighting in the villages of Vashkivtsi and Shyshkivtsi were mounted, new beds for children institutions and 11 furniture sets (school desks and chairs) for classrooms Vashkivtsi village territorial community Investment passport were bought. In 2017 Vashkivtsi united territorial community carried into effect 3 project entries funded by infrastructure subvention. Due to this funding the building of dining-room of pre-school educational institution “Veseli karuseli” in the village of Vashkivtsi was rebuilt, roof of administrative building of village council was made, foreside and roof of House of Culture in the village of Vashkivtsi were rebuilt with the usage of energy-saving technologies. Multimedia facilities for community’s educational institution and equipment for pre-school educational institution of the villages were bought with community’s own resources. Due to participation in joint project with СІ7 educational project “Usage of innovative technologies in chemistry classes in the system of self-oriented education as a method of effectiveness upgrading of educational process, development of intellectual abilities and creative potential of the pupils” was realized, specifically modern chemistry class with educational equipment, chemical utensils and solutions were bought. During I-III quarter of 2017 with the participation of community villages 12 streets in the village of Vashkivtsi, 8 streets in the village of Shyshkivtsi, 4 streets in the village of Strumok were lighten. Since Romania holds a rich tourism heritage and a great tourism potential, the tourism division into zones was drawn up as “a possibility toward a superior and complex development of the tourism resources, in a unified vision…” (Erdeli, Gheorghilaş, 2006, p. 264), this representing a permanent concern of the specialists from all fields that are related to the tourism management. Although the criteria for selection and ranking of the tourist attractions have been the subject of some controversies, regarding the types of tourism that can be practiced in these areas, there were arrived almost unanimous conclusions. In order to ensure the representativeness and considering that all historical regions of the contemporary Romania are to the same extent micro- destinations with a substantial “tourism heritage”, the regions of Moldavia (including Bukovina) and Maramureş were merged into one for the elaboration of the research that presents, in essence, the main types of tourism and a part of the treasury of Romanian age-old heritage.     REPORT: Flooding Relief in Western Ukraine – Summer 2020 Amount received: CA $63,629 Amount used: CA $63,629 Country, Diocese & Location: areas affected by flooding in the Chernivtsi and Ivano-Frankivsk oblasts, Ukraine Timeline, start date/ end date: July 2020 – May 2021 Type of project: emergency Donors: individuals, UCWLC, UGCC eparchies of Saskatoon, Edmonton, archeparchy of Winnipeg Project Summary This report describes the joint effort of Caritas Chernivtsi, Kolomyya and Ivano-Frankivsk to support people who suffered from devastating flooding in the Ukrainian Carpathian Mountains in June 2020. Distribution of Funds (financial details and receipts can be provided upon request) Distribution Expense Amount, CAD Caritas Kolomyya food, furniture, renovation supplies, household appliances, staff salaries, gas $21,527 Caritas Chernivtsi food, bed linen, renovation supplies, household appliances, staff salaries, gas $33,921 Caritas Ivano-Frankivsk drinking water, food, hygiene products, staff salaries, gas $5,000 disbursements, tax receipts, postage, printing, bank fees, reporting, CNEWA admin fee (5%) $3,181 coordination, public relations, etc. TOTAL: $63,629 Overview All Caritas branches reported to CNEWA about successful completion of their projects. Flooding relief was provided in two stages: 1. Early stage – July-September 2020 - emergency right after the flood – delivery of humanitarian aid, including fresh water, food and essentials 2. Later stage – September 2020-May 2021– restoration and getting ready for winter – providing furniture, renovation supplies, household appliances and helping to restore homesteads All Caritas branches managed to address people’s needs in the early stage. Caritas Kolomyya used funds for later stage by the end of 2020. Caritas Chernivtsi provided bed linen in 2020 and resumed their relief efforts in 2021.

The Congress and the President were prompted to establish the Commission because of the special problem faced by Jewish sites in the region: The communities that had once cared for the properties were annihilated during the Holocaust.

    IMPLEMENTATION OF ROMANIAN AGRARIAN REFORM REGULATIONS IN BESSARABIA AND BUCOVINA DURING BETWEEN-WAR PERIOD Oleksandr Rusnak Yuriy Fed’kovych Chernivtsi National University, Ukraine Rezumat: Articolul vorbeşte despre realizarea condiţiilor reformei agrare din anii 1920-1921 în Bucovina şi Basarabia. O bună parte din materialele periodice şi documente de arhivă, care se referă la această problemă încă nu sunt folosite pe deplin în literatura ştiinţifică. Cercetarea întreprinsă de autor permite oglindirea unor realităţi concrete în unele judeţe ale Bucovinei şi Basarabiei. Materialul colecţionat mărturiseşte, că în general în regiunea cercetată condiţiile reformei se îndeplineau. Suprapopularea agrară n-a permis împroprietărirea ţăranilor cu pământ. Rezolvarea acestei probleme în condiţiile de atunci a fost imposibilă, deoarece în ţinut nu erau destule terenuri agricole. Trebuie menţionat şi aspectul pozitiv al reformei agrare: după înfăptuirea ei, corelaţia între moşieri şi micii proprietari de pământ se schimbă – zeci de mii de ţărani au fost împroprietăriţi cu pământ. Abstract: The article talks about achieving conditions of agrarian reform in the years 1920-1921, in Bukovina and Bessarabia. The journals and archival documents, which refer to this problem, are not fully used in the scientific literature. The research proposed by the author allows a reflection of agrarian realities in some counties of Bukovina and Bessarabia. It is an attempt to review the basic stages of this process. The collected material proved that in the region, the conditions for a reform were fulfilled. The agrarian overcrowding did not allow authorities to give land to all peasants. Solving this problem, at that time, was impossible, because of the lack of arable land in a specific region.

    Missed Opportunities: Early Attempts to Obtain Bukovynian Orthodox Clergy for the Ukrainian Pioneers of Alberta Jars Balan Canadian Institute of Ukrainian Studies, University of Alberta Abstract: Immigration from the Austro-Hungarian crown land of Bukovyna to the Canadian West was initiated in 1897-98, continuing thereafter until the outbreak of the First World War. Comprised mostly of ethnic Ukrainians, but including a small number of Romanians and families of mixed marriages, the peasant farmers from Bukovyna took out homesteads alongside the fledgling colony established northeast of Edmonton a few years earlier by Ukrainians from Galicia. An immediate concern of the settlers was the lack of any priests to serve their pastoral needs and to provide leadership for the communities that they were struggling to establish in challenging circumstances in the New World. Although itinerant priests dispatched by the Russian Orthodox mission based in San Francisco began visiting the Ukrainian settlers in Alberta beginning in July 1897 at the request of Russophiles among the first Galician homesteaders, the new arrivals from Bukovyna found them to be less than satisfactory because of linguistic and cultural differences. Almost immediately, the Bukovynians began appealing to the Orthodox Church in Bukovyna for clergy who could speak the Bukovynian Ukrainian dialect and “Wallachian,” so that they would not be dependent on priests from the Russian Mission. Despite numerous requests sent to the Metropolitanate of Bukovyna over the course of the next decade and a half—not only from Alberta, but also from other Bukovynian colonies in Canada—no Ukrainian clergy were ever assigned by church officials in Chernivtsi to serve the Orthodox faithful overseas.
