According to Johnson, refunding of this nature never existed on campus. before in California and has created an expenditure of much time and work for county employees. The refunds were mandated under Senate Bill 17, a new bill designed to correct “ inequities” resulting from implementation of Proposition 13. Property assessed in 1975 which was based on ap praisals made in the fall of 1974, created the inequality. Thus, assessments based on appraisals made several months apart were included. SB 17 also required assessors to decrease values placed on many properties assessed since last March. However, the values on properties reassessed for the 1975 tax year remained unchanged. SB 17 attempted to equalize the decreasing values of properties. As a result the assessor was required to roll back the March 1975 assessments even further, to fall 1974 levels. ' Unnecessarily collected taxes compose the refund checks already mailed. For many, receiving large or small checks from the government is a rare occurance. Unfortunately, such a pleasant happening remains short-lived. Next week, this year’s property tax bills arrive. Payable Nov. 1, half the bills become delinquent Dec. 10.
