Nowadays most of the formal and informal group communications are maintained with online communicative techniques. The religious field is no exception. The Synod of the Syro-Malabar Church is convened in two Sessions in a year since 1992 when the Syro-Malabar Church was elevated as the Major Archiepiscopal Church. This was the Second session of the XXVIII Synod that went online for the first time in the history of the Syro-Malabar Church due to Covid-19 protocol. The Congregation for the Eastern Churches in Rome gave norms and directives on conducting Bishops’ Synod using the electronic platform in the context of the existing restrictions of Covid-19 pandemic. Message of hope is what we see before us at this time of the pandemic! The month of August is special to us as we celebrate the Indepence day of Mother India and the feast of the Assumption of the Blessed Virgin Mary. Unlike last year a ‘homely Onam’ is celebrated under Covid-19 restrictions. Migrations are on the increase day by day for reasons of better livelihood, or for other demands of life like jobs, strenuous conditions in one’s own country, religious persecution and so on. It is a matter of serious concern for all nations and people. There are many advantages along with it, like good job opportunities, peaceful life, higher salaries, wide range of living standards, etc. But it is a fact that migrants who have had to give up their homeland, possessions and relations inevitably carry with them the characteristics and memories of their own people as an indelible identity which cannot be renounced or denied. Experience has shown that the inability of expression in other than the mother language and loss of cultural and spiritual patrimonies not only damage the conscience but also cancel religious convictions and practices. As far as the Church is concerned, migration has a great missionary dimension. Pope Paul VI in Evangelii Nuntiandi notes: “It is the result of their living presence and witness in the midst of new people that forms new Churches. So they are the real seeds and the evangelizers” (n.21). Migration always involves uprooting, detachment from one’s people, culture and place. At the same time it is for insertion and integration into a new society and place. In the Old Testament God brought the Israelites to the promised land to make them a chosen race and wanted them to keep up their identity in the new land.

History: St. Thomas the Apostle according to the Indian tradition landed at Kodungalloor (Cranganore), the capital of the Chera empire in the year 52 A.D. Persians, Greeks and Romans found Kodungalloor an important centre for their trade. St. Thomas preached the Gospel wherever he went and founded Churches. The apostolate of St. Thomas was fruitful among the people of Kerala. According to Malabar tradition seven Christian communities were formed in seven different places before he was martyred in 72 A.D. His body was brought to Mylapore and was buried in holy shrine. From the 4th century, St. Thomas Christians established relationships with the Church of Persia. Bishops who came to India from that Church also had their residence at Kodungalloor while they held the title of the “Metropolitan and gate of all India”. The ‘Metropolitan’ changed his residence from Kodungalloor to Angamaly in the sixteenth century due to certain political reasons. After the death of Mar Abraham in 1577, St. Thomas Christians were subjected to the Latin bishop from 1699 and continued to be so until 1887.

The new status of the Syro- Malabar Church necessitated a revised system of administration of its temporal goods. Previously the administration of ecclesiastical goods of the Syro-Malabar Church was ruled predominantly by the motu proprios Postquam apostolicis litteris, Cleri sanctitati, and customary law both at the eparchial and parish levels. In the present situation a new ecclesiastical office, that of the finance officer of the major archiepiscopal Church, was created. The thesis presents the office of finance officer and examines critically the canonical aspects of his/her status and duties. It analyzes the canons contained in CCEO related to temporal goods, as well as other universal and particular ecclesiastical norms. In particular, the sources include various synodal decrees, eparchial/diocesan statutes of the Syro-Malabar Church, and relevant particular laws of the respective major archiepiscopal Churches. Pertinent Indian civil laws are also considered in the context of the functions of the finance officer. The thesis provides a historical perspective of the financial administration of the Syro-Malabar Church, and then continues to situate the office of the finance officer in the organizational structure of the financial administration of the Syro-Malabar Church.

    I. THE OFFICIAL TEACHINGS OF THE CHURCH ON THE PASTORAL CARE OF THE MIGRANTS he history of humankind is a history of migration. Migrations are on Tthe increase day by day for reasons of better livelihood, or for other demands of life like jobs, strenuous conditions in one’s own country, reli- gious persecution and so on. It is a matter of serious concern for all na- tions and people. There are many advantages along with it, like good job opportunities, peaceful life, higher salaries, wide range of living standards, etc. But it is a fact that migrants who have had to give up their homeland, possessions and relations inevitably carry with them the characteristics and memories of their own people as an indelible identity which cannot be renounced or denied. Experience has shown that the inability of expres- sion in other than the mother language and loss of cultural and spiritual patrimonies not only damage the conscience but also cancel religious convictions and practices. As far as the Church is concerned, migration has a great missionary dimension. Pope Paul VI in Evangelii Nuntiandi notes: “It is the result of their living presence and witness in the midst of new people that forms new Churches. So they are the real seeds and the evangelizers” (n.21). Migration always involves uprooting, detachment from one’s people, cul- ture and place. At the same time it is for insertion and integration into a new society and place. In the Old Testament God brought the Israelites to the promised land to make them a chosen race and wanted them to keep up their identity in the new land.
