The world’s dependence on political, economic, and cultural changes leads the media playing an active role in the change order. It is not uncommon that the media has always been considered as an effective means to control changes or the process of social transformation. In the current era of reformation, the press, especially television industry has been experiencing rapid development. This is triggered by the opportunities opened for capital owners to invest their money into media business of television. Furthermore, the entrepreneurs or the capital owners capitalize the benefits by establishing several media subsidiaries. They try to seize the freely opened opportunity to create journalistic works. The law stipulates that press freedom is a form of popular sovereignty based on the principles of democracy, justice, and legal sovereignty. The mandate of this law indicates that press freedom should reflect people’s sovereignty. The sovereign people are the people in power and have the power to potentially develop their life-force as much as possible. At present, Indonesia has over 15 national television stations, 12 of which are networked televisions, and no less than 250 local television stations. This number is projected to be increasing based on data on the number of lined up permit applicants registered at the Ministry of Communications and Information office (Kemenkominfo) or at the Indonesian Broadcasting Commission (KPI) office both at the central and regional levels.

Because in 2016 it was the first time by broadcasting institutions to carry out the permit process for broadcast broadcasters conducted by 10 private television stations. This process was viral reported in various other private television stations and caused very warm conversations among academics, media observers and civil society. Where media coverage is regarded as representing the media ideology that preaches it. That is why this research is entitled Framing of News Permit for 10 Years Broadcast Extension of Television Stations on TV TRANS7. This study uses qualitative methods with perspectives on Gamson’s and Modigliani's Framing. To analyze the news framing on television media which includes the news of the permit to extend the 10-year broadcasting television station published in TRANS7. Having a research focus on the reporting frame entitled Private Broadcasting Permit Will Soon Run Out Near the End of This Year which aired on TV TRANS7. The results of this study indicate that the same events can be constructed by the media by highlighting different information.

  • Bab I Pendahuluan
    BAB I PENDAHULUAN 1.1 LATAR BELAKANG Pada awalnya media massa yaitu surat kabar bertujuan sebagai pergerakan Indonesia (dalam masa penjajahan Belanda). Ada beberapa tahap perkembangan sejarah diantaranya sekitar tahun 1902, Pelopor Pers Nasional yaitu R.M Tirto Adisoerjo mendirikan Medan Priaji, hingga pada tahun 1960-an muncul beberapa media massa berbentuk cetak seperti surat kabar Indonesia Raya yang didirikan oleh Mochtar Lubis dan surat kabar milik P.K Ojong dan Jakob Oetama bernama Harian Kompas. Seiring berjalannya waktu, semakin berkembangnya media massa, di bawah kepemimpinan Presiden Ir. Soekarno berdiri stasiun televisi pertama milik Negara Indonesia bernama Televisi Republik Indonesia (TVRI), yang mengudara pada tanggal 24 Agustus 1962 untuk pertama kalinya dengan acara siaran langsung upacara pembukaan Asian Games IV dari Stadion Utama Gelora Bung Karno. Selanjutnya pada tanggal 20 Oktober 1963, dikeluarkan Keppres No. 215/1963 Tentang pembentukan Yayasan TVRI dengan Pimpinan Umum Presiden RI. Pada Bab I Pasal 3 Keppres tersebut dikatakan bahwa Yayasan TVRI merupakan pengelola tunggal pertelevisian di seluruh Indonesia. Sementara Pasal 4 dan 5 menjelaskan bahwa “Keberadaan TVRI ditujukan sebagai alat hubung 1 masyarakat dalam melaksanakan pembangunan mental, khususnya manusia sosialis Indonesia”.1 Pada akhir tahun 1988, televisi swasta pertama di Indonesia hadir dalam bentuk televisi berlangganan (Lembaga Penyiaran Berlangganan) 2 , walaupun tidak mengudara selama 24 jam. Sebenarnya, komersialisasi3 media telah muncul sejak pemerintahan Presiden Soeharto. Berawal dari stasiun televisi swasta pertama bernama Rajawali Citra Televisi Indonesia (RCTI) milik anak ketiga dari Presiden Soeharto yaitu Bambang Trihatmodjo. Pada Agustus 1990, stasiun televisi ini mendapatkan izin menyiarkan acara tanpa dipungut biaya. Setelah itu, muncul beberapa stasiun televisi lainnya diantaranya Surya Citra Televisi (SCTV) dan Televisi Pendidikan Indonesia (TPI)yang dimiliki oleh Siti Hardiyanti Rukmana yang tidak lain adalah anak pertama dari Presiden Soeharto.

It is celebrated in com- memoration of Soekarno’s presentation on 1 June 1954 of Pancasila, the philo- sophical foundation of the unity of the Indonesian state, embodying ideals of its society and citizenry.1 The day, generally, has dignitaries delivering speeches on the state of Indonesia and the nature of Pancasila. Speaking at a meeting at the People’s Constitutive Assembly (mpr) on Pancasila Day 2012, Vice- President Boediono reminded his audience that, for the continued existence of Indonesia as a nation, creating unity in diversity and finding ways to live together harmoniously were crucial. Ethnic and religious differences should not stand in the way of Indonesian unity as exemplified, Boediono suggested, by the friendship of Soekarno – a Muslim – with Catholic priests during his exile in Flores in 1938. Religious fanaticism, Boediono warned, is a threat to the nation and to the peace of religious minorities (Aritonang, 1 and 2 June 2012). Pancasila’s emphasis on unity is Indonesia’s ultimate ideological source of authority and, as such, is supposed to guide and pervade all legislation. Before 1998, the autocratic government fi rmly monitored media content for decades. With the current broadcast liberalization, Indonesian televisions can produce almost any kind of program contents. However, a question arises, who actually controls television content in the era of liberalization? How do political and economic factors infl uence television workers in shaping content? This empirical research intends to focus on the infl uence politicians have on television program content in four elections in post-authoritarian Indonesia. The research question is: how do politicians infl uence television workers in shaping their content? The question needs a qualitative descriptive answer from various sources, including interviews with around 100 television workers in the 10 largest TV stations, participant observations, documents, television reports, and other data sources. Research fi ndings reveal that the relationship between politicians and television intensifi ed ahead and during political campaigns. Most television stations had conducted a relatively fair and nonpartisan coverage of the 2004 and 2009 election, but unfair and partisan in the 1999 and 2014 elections.     KONVERGENSI MEDIA (ANALISIS INSTITUSIONAL KOMUNIKASI BISNIS PADA TRANSMEDIA GROUP) WORO HARKANDI KENCANA ABSTRAK Penelitian ini bertujuan untuk mengetahui, mengkaji, dan menjelaskan Kebijakan Trans Mediagroup dalam melakukkan konvergensi media, bentuk dan tahapan konvergensi media dalam memproduksi dan mendistribusikan pesan pada Trans Media Group dan komunikasi bisnis pada Trans Media Group (Trans TV,Trans7 dan Detik.com dalam menghadapi persaingan industri media.Pendekatan penelitian ini adalah kualitatif dengan sifat deskriptif, yakni penelitian yang menggambarkan konvergensi yang terjadi di TransMedia Group. Teknik pengumpulan data melalui wawancara dan observasi dengan pemimpin dan karyawan TransMedia Group. Kemudian data dianalisis dengan triangulasi. Hasil penelitian ini mengungkapkan bahwa melalui kebijakan institusionalnya TransMedia Group melakukan konvergensi media dalam menghadapi persaingan industri media yang semakin ketat. Persaingan media ini tidak dapat dihindari di tengah pasar bebas yang bersaingan memperoleh pasar, pemasukan iklan, dan investor.Konvergensi media merupakan kebijakan yang tepat untuk mengintegrasikan sistem di dalam institusi dari segi teknologi maupun manajemen yang profesional. bentuk konvergensi yang terjadi di TransMedia Group adalah konvergensi teknologi, konvergensi ekonomi, dan konvergensi konten.Sedangkan tahapan konvergensi yang telah dilaksanakan promosi silang (cross promotion), penggandaan konten (cloning), kompetisi (coopetition) dan berbagi konten (content sharing) pada tahapan konvergensi

    49 BAB III WACANA DALAM PEMBERITAAN CNN INDONESIA DALAM PROGRAM CNN WORLD NOW TENTANG “PENYIAR BERITA PEREMPUAN SAUDI PERTAMA” Bab ini merupakan pemaparan analisa wacana kritis terhadap pemberitaan CNN Indonesia tentang “Penyiar Perempuan Saudi Pertama”. Secara spesifik, analisis wacana kritis dalam paparan berikut mengacu pada AWK Norman Fairclough. Analisa dilakukan dalam tiga tahap (1)analisis teks, (2)analisia discourse practice, dan (3)analisa sociocultural practice. Analisa teks bertujuan untuk menemukan makna dominan dalam teks. Upaya untuk menemukan makna ini dilakukan analisa terhadap sistem tata bahasa terhadap narasi berita yang bersangkutan. Analisa discourse practice melihat bagaimana produsen melakukan konstruksi makna, serta melihat bagaimana konsumen melakukan menafsiran terhadap teks. Sedangkan analisa sociocultural practice berupaya mencari penjelasan bagaimana makan teks tersebut dapat dikonstruksi dan diinterpretasikan sedemikian rupa. 3. 1. Analisis Teks Berita Dalam sub bab ini akan dibahas representasi, relasi, dan identitas yang ditampilkan dalam beria CNN Indonesia tentang “Penyiar Berita Perempuan Saudi Pertama”. Teks berita ini diambil dari akun Youtube CNN Indonesia yang diunggah pada tanggal 23 September 2018, telah dilihat sebanayak 6.585 kali oleh pengguna youtube, dan mendapat 40 komentar. Secara spesifik berita ini masuk dalam 50 program World Now yang tayang setiap hari Senin – Minggu pukul 13.00 – 14.00 WIB (cnnindonesia.com). Analisis terhadap teks merupakan tahap awal penelitian ini. Dalam tahap ini peneliti menganalisis hubungan antara satu kata dengan kata-kata lainnya, juga antar frasa dengan frasa yang terelasi dalam narasi berita tersebut. Peneliti juga melihat bagaimana tanda-tanda yang muncul dalam berita untuk menemukan juga makna terkait didalamnya. 3.1.1. Winters Introduction Of all political power resources in Indonesia, material power is by far the most concentrated, versatile, durable, and least constrained. The gap in material power across the population is among the largest in the world. Data from 2010 show that the average net worth of Indonesia's forty richest oligarchs is over 630,000 times the country's GDP per capita (in Thailand and South Korea the gap is 190,000 and 69,000 times, respectively). Although these oligarchs constitute less than 2/l,000,000ths of the population, their combined assets equal 10 percent of GDP.1 Even if we widen the lens to include the 43,000 Indonesians with liquid financial assets of at least US$1 million, the result is still an extraordinary concentration of material power resources in very few hands.2 Although these individuals represent barely 2/10,000ths of the population, on average they have at their disposal financial assets that are 1,220 times the annual income of the median Indonesian. Their combined assets equal fully 25 percent of GDP.
