This research uses a qualitative descriptive method with a case study approach to explore the issues and problems that exist around the digitalization of broadcasting in Indonesia. The practice of broadcasting digitalization in Indonesia does not have clear regulations after Ministerial Regulation 22/2011 has been revoked. So that policies and regulations in managing broadcast digitalization are unclear. Simulcast Public Broadcasting Institutions (LPPs) and Private Broadcasting Institutions (LPS) have conducted trials in the field of broadcast digitalization. TVRI as a Public Broadcasting Institution (LPP) already has TVRI Digital Broadcasting Channel -1, TVRI Digital Broadcast -2, TVRI Digital Broadcast -3, TVRI Digital Broadcast -4 and TVRI Digital-HD Broadcasting. Private Broadcasting Institutions (LPS) that conduct trials are Nusantara TV, Inspira TV, Kompas TV, Gramedia TV, Tempo TV, Net TV, CNN TV, Muhammadiyah TV, Merahputih TV, Badar TV, and Persada TV. -

Selain sebagai penyalur informasi dan pendidikan, media massa juga menjadi andalan pusat hiburan yang mudah untuk dijangkau. Kemudahan tersebut yang kemudian membuat kebutuhan audien akan informasi meningkat, dan membuat pelaku media madda memenuhi kebutuhan audien, terutama bagi media massa yang paling populer yakni televisi. Saat ini, terdapat 10 stasiun televisi swasta yang telah mewarnai peretelvisian Indonesia. SCTV, RCTI dan Indosiar lah yang merupakan stasiun televisi dengan rating and share tertinggi. Penelitian ini menggunakan metode analisis isi isi dalam menganalisis program-program yang terdapat pada tiga stasiun televisi tersebut berdasarkan unsur edutaiment yakni untuk meningkatkan pengetahuan, mengambil sikap yang positif, menyesuaikan norma sosial, dan mengubah perilaku. Edutainment merupakan salah satu bentuk media pembelajaran yang dikemas dengan nuansa menghibur dan mendidik serta mudah dicerna oleh masyarakat. Dari total 276 program di SCTV, RCTI dan Indosiar, ternyata program yang dapat mengubah perilaku adalah program yang paling banyak jumlahnya persentase nya yaitu (87,02%) diikuti dengan program pengetahuan (3,4%), sikap positif (8,6%) dan norma sosial (0,93%). -

The Indonesia Policy on Television Broadcasting: A Politics and Economics Perspective Rendra Widyatamaab* and Habil Polereczki Zsoltb aDepartment of Communication, Ahmad Dahlan University, Yogyakarta, Indonesia b Károly Ihrig Doctoral School of Management And Business, University of Debrecen, Hungary *corresponding author Abstract: All around the world, the TV broadcasting business has had an enormous impact on the social, political and economic fields. Therefore, in general, most of the countries regulate TV business well to produce an optimal impact on the nation. In Indonesia, the TV broadcasting business is growing very significantly. After implementing Broadcasting Act number 32 of 2002, the number of TV broadcasting companies increased to 1,251 compared to before 2002, which only had 11 channels, and were dominated by the private TV stations. However, the economic contribution of the TV broadcasting business in Indonesia is still small. Even in 2017, the number of TV companies decreased by 14.23% to 1,073. This situation raises a serious question: how exactly does Indonesian government policy regulate the TV industry? This article is the result of qualitative research that uses interviews and document analysis as a method of collecting data. The results showed that the TV broadcasting industry in Indonesia can not develop properly because the government do not apply fair rules to the private TV industry. The world’s dependence on political, economic, and cultural changes leads the media playing an active role in the change order. It is not uncommon that the media has always been considered as an effective means to control changes or the process of social transformation. In the current era of reformation, the press, especially television industry has been experiencing rapid development. This is triggered by the opportunities opened for capital owners to invest their money into media business of television. Furthermore, the entrepreneurs or the capital owners capitalize the benefits by establishing several media subsidiaries. They try to seize the freely opened opportunity to create journalistic works. The law stipulates that press freedom is a form of popular sovereignty based on the principles of democracy, justice, and legal sovereignty. The mandate of this law indicates that press freedom should reflect people’s sovereignty. The sovereign people are the people in power and have the power to potentially develop their life-force as much as possible. At present, Indonesia has over 15 national television stations, 12 of which are networked televisions, and no less than 250 local television stations. This number is projected to be increasing based on data on the number of lined up permit applicants registered at the Ministry of Communications and Information office (Kemenkominfo) or at the Indonesian Broadcasting Commission (KPI) office both at the central and regional levels. -

OLYGOPOLI, KEPEMILIKAN MEDIA DAN KEBIJAKAN NEGARA Oleh: Arsam Dosen Tetap STAIN Purwokerto Abstrak Salah satu dari ciri ciri persaingan pasar oligopoly adalah hanya ada beberapa pengusaha yang membuat barang atau jasa yang pada dasarnya hampir sama, kemudian para pengusaha yang hanya sedikit itu sangat tergantung antara satu dengan yang lain jika yang satu terlalu maju, yang lain akan tergeser. Inilah yang terjadi di Indonesia dimana media massa hanya dikuasai oleh empat kelompok besar yaitui PT. Bimantara Citra Tbk, Kompas Gramedia Group, Media Group dan Jawa Pos Group, sehingga pemerintah Indonesia mengambil keputusan dengan membuat peraturan berkaitan dengan kepemilikan media, yakni pemerintah membatasi kepemilikan media serta membatasi kepemilikannya terhadap media massa, agar media tidak dikuasai oleh segelintir orang saja. Sejak era Reformasi meluncur di Indonesia, media bermunculan secara amat tinggi. Namun demikian, media massa tetap dikuasai oleh segelintir orang saja seperti PT. Bimantara Citra Tbk, Kompas Gramedia Group, Media Group dan Jawa Pos Group. Kata Kunci : Kepemilikan, Oligopoly, dan Negara A. Pendahuluan. Kepemilikan media massa di Indonesia cendrung kerah pada praktik oligopoly dan monopoli. Salah satu indikasi bahwa praktik oligopoly dan monopoli terhadap media massa di Indonesia dapat dilihat dari kepemilikan media yang hanya dimiliki oleh mereka yang memiliki banyak modal dan dikuasai oleh segelintir orang, serta mereka yang memiliki media lebih dari satu atau dua keatas. The presence of television will always be awaited by the public to convey all information, especially when natural disasters occur in an area. This article tries to provide an analysis of the news program produced by the TVRI Public Broadcasting Institutions. This study uses the framing analysis method, with a four-dimensional structural approach to the news text as a framing device from Zhongdang Pan and Gerald M. Kosicki. This analysis aims to understand and then describe how reality is constructed by TVRI broadcasting institutions in the frame of television news programs on natural disasters, earthquakes and sunbaths in Central Sulawesi. The results of the analysis with framing showed that TVRI's reporting through the special program of natural disaster recovery "Sulteng Bangkit" showed prominence on the government's role in the process of handling and restoring conditions after the earthquake and tsunami natural disaster in Central Sulawesi. In Indonesia, all television broadcasting is supervised by the Komisi Penyiaran Indonesia/KPI (Indonesian Broadcasting Commission). This commission oversees broadcast television, to ensure all TV broadcasts in Indonesia comply with government regulations. Often the KPI imposes sanctions, but frequent violations still occur. This article describes the results of research on the contradiction between business interests and ethics in the television industry in Indonesia. This study uses the method of evaluation research, where researchers analyze data, here in the form of sanctions documents released by broadcasting commissions. The results reveal that all national private television stations often violate regulations. They prioritize their business interests rather than follow broadcasting guidelines, especially since KPI does not have the full authority to grant and revoke a broadcasting license. Commercial it self is an implication of the media revolution that encourages media with an economic vision. The party that determines the communication process, from information coverage, information packaging, to information marketing is the owner of capital, where this condition affects the vision of a media. It can be said that the idealism of the media really depends on the owners of capital, because the form of journalism that is packaged is focused on dealing with market opportunities. Seeing this background, this research focuses on how the efforts of an Indosiar television station in increasing ratings. This study uses a descriptive qualitative method by observing the Indosiar television station. In this study, it was explained that one of the efforts of Indosiar television station in increasing its rating was from the rising artist performance factor. Keywords: Media Commercialization, Rating, Indosiar INTRODUCTION In the reform era like today, press freedom provides space for the growth of mass media in Indonesia. This creates a new atmosphere in the field of print and electronic journalism and television is no exception. One of them is the emergence of a variety of private TV. And currently there are 17 national television stations in Indonesia. With the large number of TV industries, each television station is required to be able to develop its programs so as not to be eroded by the existing competition, without exception the entertainment programs that are presented.
