August 2018. 4/39 SPORTS DEPARTMENT - AUGUST 2018 2019 INSTRUCTIONS FOR UCI CONTINENTAL AND WOMEN’S TEAMS PREAMBLE D ear National Federation, One of the key moments of the season is receiving the instructions for registration, which is a tradition that serves as a prelude for the upcoming season. This year, it is even more notable. After many years of dedicated service, the registration procedure has been significantly updated and improved. In substance, the requested in- formation remains the same. However, the submission method has been nearly fully auto- mated into dedicated software. The UCI DataRide platform you will be using is the same software that you are already using for the UCI licensee management. The advantage of using such a platform is the continua- tion of the inputted data from one year to the next, as long as the information has not been amended. To introduce you to the UCI DataRide - Teams platform, a training session is planned on 28 September, during the UCI Road World Championships in Innsbruck (AUT). On 24 August you received an invitation for this training session, for which we highly recom- mend the person in charge of the registration to attend in person. Finally, further to the automated procedure, we also committed to make the procedure streamlined and clearer to alleviate some administrative constraints. We sincerely hope you will welcome positively this new procedure. As always, we remain available anytime to facilitate its implementation and use. We wish you a pleasant review of this new version of the instructions for registration and are confident that the registration process will run smoothly. The Road Team CONTENTS 6/39 SPORTS DEPARTMENT - AUGUST 2018 2019 INSTRUCTIONS FOR UCI CONTINENTAL AND WOMEN’S TEAMS INTRODUCTION D ear President, Dear Federation, The Union Cycliste Internationale (UCI) has the pleasure of sending you the new registration handbook for UCI Continental Teams and UCI Women’s Teams for the 2019 season. This handbook contains the information you will need to properly register teams with the UCI. Please note that regulation changes have passed into force for the 2019 season, with special provisions pertaining to insurances. We would like to remind you that the UCI regulatory requirements are the minimum requi- rements to be respected. Nevertheless, the National Federations (NF) remain the sole bo- dies responsible for their teams and for the registration criteria throughout the registration year, provided that the UCI criteria are respected. The UCI will check that the documents of the registered teams conforms to the 2019 regulations. Consequently, the UCI reserves the right to check the complete registration files in your possession during the season, as pro- vided for by the regulations. With regard to UCI Women’s Teams, they play an important role in the structure of women’s road cycling. The professionalisation of UCI Women’s Teams has been a paramount concern since the formation of the UCI Women’s WorldTour in 2016. In order to progress and achieve longer term objective goals; from the 2018 Team Registration process forth, National Federa- tions responsible for the registration of UCI Women’s Teams have to submit to the UCI some additional documents for the registration of a team. These new requirements are marked by orange coloured shadings in the page margin where applicable. UCI Women’s Teams who will take part in the UCI Women’s WorldTour calendar must commit to respect the teams’ specifications and the UCI regulations during all UCI Women’s WorldTour events. The teams’ specifications are a complement of the UCI regulations and must be respected in the same way. The specifications will detail the requirements for certain regulations, for visual guide- lines for UCI logos, and the rights and obligations of the series leaders’ for the overall and best young rider classifications. These details will be sent to teams in October. The teams’ specifications and the UCI regulations provide riders the structured environment to develop their cycling careers and women’s cycling. For teams it allows them to be recognised as UCI Women’s Teams and to have access to the UCI Women’s WorldTour calendar. Finally, we kindly remind you that a new UCI Women’s Teams category shall be created for the 2020 season: the UCI Women’s WorldTeam. Teams who would like to learn more on this subject can contact the UCI. With regard to UCI Continental Teams, known as third division teams, they remain the crucial platform for the development of men’s cycling and we encourage you to register them for the 2019 season. The UCI Continental Team label offers a guarantee of a mini- mum quality standard for your riders, a defined sporting structure and provides access to international competitions in accordance with the participation rules of article 2.1.005 of the UCI Regulations. CONTENTS 7/39 SPORTS DEPARTMENT - AUGUST 2018 2019 INSTRUCTIONS FOR UCI CONTINENTAL AND WOMEN’S TEAMS INTRODUCTION Furthermore, we insist on the fact that the registration deadlines be duly respected. Indeed, it is essential that their registration is approved within the deadline, namely by 12 November 2018 at the latest in order for your UCI Continental and/or Women’s Teams to be considered in the 2019 provisional ranking used to draw up invitations, as per UCI Regu- lations 2.1.007bis and 2.13.004. I would also take this opportunity to mention the development teams affiliated with a UCI WorldTeam or UCI Professional Continental Team cannot enter the same event in accor- dance with article 2.2.001. This regulation also applies to teams with the same main partner or paying agent/team representative. In this respect, we kindly invite you to provide us with all the information you may have, as it is now required by the regulations (see art. 2.2.001), at the beginning of the 2019 season. We look forward to welcoming you to the various Continental Circuit events for UCI Conti- nental Teams, as well as the events of the UCI Women’s Team world calendar, and we would like to thank you in advance for your cooperation with the development of cycling through the registration of these teams. The UCI administration would be very happy to assist if you require any further information regarding this handbook and its application. Finally, getting back on UCI DataRide and its implementation, please note the system will constantly be improved and we already thank you for your feedback and collaboration on this matter. ALLOCATION OF TASKS AND OBLIGATIONS UCI Regulations specify the powers, obligations and rights of the various parties involved in the registration procedure for UCI Teams. UNION CYCLISTE INTERNATIONALE (UCI) The registration procedure detailed in Title 2, Chapter 17, sets the minimum requirements the National Federations need to apply for their checks and controls for the registration of UCI Continental Teams and UCI Women’s Teams. The UCI Regulations also set a registra- tion file submission deadline for National Federations, which is 12 November 2018 (see art. 2.17.033). We kindly remind you that any delay will be subject to additional costs (see art. 2.17.040). NATIONAL FEDERATION The registration of UCI Continental Teams and UCI Women’s Teams at the UCI is based on the rigorous checks performed by the concerned National Federations.

L’étape périgourdine, la seconde de cette édition du Tour du Limousin – Périgord - Nouvelle- Aquitaine, partira d’Agonac le mercredi 18 août. Au terme de 172 km, l’arrivée sera jugée à Payzac. L’étape, dont le départ sera donné à 12h35 (fictif), fera d’abord un périple autour de Périgueux, en passant par Trélissac et Excideuil, avant de passer une première fois sur la ligne d’arrivée à Payzac et d’entamer une boucle finale de 75,2 kilomètres. L’arrivée sera jugée vers 16h30 rue de la Croix Blanche, à l’extrémité d’une ligne droite finale de 800 m en faux plat montant.     Press Release 24 December 2015 Launch of a new UCI World Ranking The Union Cycliste Internationale (UCI) is pleased to announce the launch of a new UCI World Ranking (for men’s professional road cycling, reflecting a similar ranking in place already for women’s professional road cycling). The UCI World Ranking – individual and nations – will be published in parallel with the UCI WorldTour Ranking (individual, teams and nations). The new UCI World Ranking will be published once a week, each Monday, from January 11th 2016. It will take into account the results of the 52 previous weeks (a rolling system, similar to that of the ATP in tennis). This means it will only come fully into effect one year after its introduction. Its calculation will not be based on a specific series, as is the case with the UCI WorldTour Ranking, but on the entire UCI International Road Calendar (UCI WorldTour, UCI Continental Circuits, UCI World Championships, National and Continental Championships, Olympic Games and Continental Games). All riders who mark points in the races concerned will be part of the UCI World Ranking, including riders who are not members of UCI WorldTeams. The new UCI World Ranking was the subject of a thorough consultation process which took into account the interests and wishes of riders, teams, organisers and National Federations as well as media and fans. In addition, it reflects the most recent discussions of the UCI Road Commission and Professional Cycling Council. These modifications will not affect the UCI Continental Rankings, which will remain just as important on the continents and will continue to be calculated.

    Consejero de Cultura y Turismo de la Junta de Castilla y León La crisis sanitaria provocada por la Covid-19 ha condicionado nuestras vidas y nuestra actividad diaria. El deporte no ha sido ajeno a esta situación pero, poco a poco, hemos sabido adaptarnos, hemos podido practicarlo y hemos logrado realizar eventos deportivos, con más o menos restricciones, pero intentando siempre no paralizar nuestro deporte. A partir de marzo de 2020, la pandemia provocó la suspensión de muchos eventos cuya preparación estaba en marcha. Uno de ellos fue la Vuelta Ciclista a Castilla y León para ciclistas internacionales. La previsión era dar la salida en el mes de abril, pero, ante la evolución de la situación sanitaria, se decidió no celebrar la prueba a lo largo de 2020. Sin embargo, desde hace meses, se ha venido trabajando en retomar su celebración en 2021, tomando la decisión de realizar una prueba de una etapa, que recorrerá la provincia de León el 29 de julio, con salida en León capital Javier Ortega Álvarez y llegada en Ponferrada. Su recorrido por tierras del Camino de Santiago en este Año Jacobeo, lleno de belleza paisajística y monumental, no dejará indiferentes a los aficionados y, sin duda, animará a visitar esta tierra y a probar la rica y variada gastronomía leonesa y berciana. Este año, la edición será ya la número XXXV y una vez más, contaremos con una prueba de gran nivel deportivo, con varios equipos World Tour y numerosos equipos internacionales, así como con la perfecta organización a la que nos tiene acostumbrados el Club Ciclista Cadalsa.

Le grand prix cycliste d’Isbergues est créé en 1945, par le secrétaire général de la mairie avec l’aide de quelques commerçants pour donner une animation supplémentaire à l’occasion du raccroc de la ducasse du Pont-à-Balques. Devant le succès populaire rencontré, il est décidé de l’organiser tous les ans le 2e lundi de septembre jusqu’en 1954, où il prend sa place définitive au calendrier le 38e dimanche de l’année. Il devient officiel en 1947 avec l’appui technique du Vélo Club de Lillers, club affilié à la FFC, puis de l’US Saint-Omer en 1948 et 1949. 1950 marque un virage important : le Club Cycliste Isbergues Molinghem est créé quelques mois plus tôt, et devient l’organisateur jusqu’en 1988 où l’Association pour l’Organisation du GPI voit le jour et prend la relève. Appelé Grand Prix des commercants du Pont-à-Balques les 2 premières années, puis successivement Grand Prix de la ville d’Isbergues, Grand Prix cycliste international d’Isbergues, il devient en 2006 le Grand Prix international d’Isbergues-Pas•de•Calais. Les premières éditions sont disputées par des coureurs amateurs et indépendants. En 1949, placé sous l’égide de la FFC, il est ouvert à toutes les catégories en individuel y compris professionnelles.

CALENDARIO Y PARTICIPACIÓN Calendario internacional 2.1.001 Las pruebas en carretera serán inscritas en el calendario internacional según la clasificación establecida en el artículo 2.1.005. Las pruebas UCI WorldTour serán inscritas en el calendario mundial por el consejo de ciclismo profesional. El comité directivo inscribirá las demás pruebas del calendario internacional en una u otra clase siguiendo los criterios establecidos. Por regla general, el calendario internacional comenzará el día siguiente de la última prueba del UCI WorldTour o a la conclusión de los campeonatos del mundo UCI del año anterior, finalizando a la conclusión del UCI WorldTour o campeonatos del mundo del año en cuestión. Las fechas del calendario internacional se establecerán anualmente por el comité directivo de la UCI, teniendo en cuenta los principios anteriores y las particularidades de los eventos registrados.     UCI CYCLING REGULATIONS ROAD RACES The first road event in Olympic history took place in 1896 at the first Games of the modern era in Athens. Olympic cycling was added to the women’s programme in Los Angeles in 1984, with an individual road event. Later, in 1996, the individual time trial was included in women’s Olympic cycling. 1. INDIVIDUAL TIME TRIALS Distances The distances shall be the following: Maximum distance Category World championships and Men Elite 40 -50 km Under 23 30-40 km Junior 20-30 km Women Elite 20-30 km Junior 10-15 km Course The course shall be safe and perfectly signposted.From the start of the race, the circuit may be used only by the riders in the race and the vehicles following such riders. The distances remaining to be ridden shall be indicated clearly every 5 km at least. For uphill races, each kilometer shall be indicated.(N) The organiser shall provide a warm-up circuit of at least 800 metresin the vicinity of the start. Starting order The starting order shall be determined by the organiser of the event in accordance with objective criteria that are to be resumed in the programme - technical guide of the race.Riders shall set off at identical intervals. Nevertheless this interval may be increased between riders starting last. The starting order of time trial stages during stage races shall be governed by article 2.6.023. Start All riders must present themselves for checks on their bicycles no later than 15 minutes before their start time.Before the start, an additional check can be done.
