Consejero de Cultura y Turismo de la Junta de Castilla y León La crisis sanitaria provocada por la Covid-19 ha condicionado nuestras vidas y nuestra actividad diaria. El deporte no ha sido ajeno a esta situación pero, poco a poco, hemos sabido adaptarnos, hemos podido practicarlo y hemos logrado realizar eventos deportivos, con más o menos restricciones, pero intentando siempre no paralizar nuestro deporte. A partir de marzo de 2020, la pandemia provocó la suspensión de muchos eventos cuya preparación estaba en marcha. Uno de ellos fue la Vuelta Ciclista a Castilla y León para ciclistas internacionales. La previsión era dar la salida en el mes de abril, pero, ante la evolución de la situación sanitaria, se decidió no celebrar la prueba a lo largo de 2020. Sin embargo, desde hace meses, se ha venido trabajando en retomar su celebración en 2021, tomando la decisión de realizar una prueba de una etapa, que recorrerá la provincia de León el 29 de julio, con salida en León capital Javier Ortega Álvarez y llegada en Ponferrada. Su recorrido por tierras del Camino de Santiago en este Año Jacobeo, lleno de belleza paisajística y monumental, no dejará indiferentes a los aficionados y, sin duda, animará a visitar esta tierra y a probar la rica y variada gastronomía leonesa y berciana. Este año, la edición será ya la número XXXV y una vez más, contaremos con una prueba de gran nivel deportivo, con varios equipos World Tour y numerosos equipos internacionales, así como con la perfecta organización a la que nos tiene acostumbrados el Club Ciclista Cadalsa. Además, la Vuelta se celebrará en unas fechas en las que se disputarán otras pruebas muy señaladas del calendario ciclista de primer nivel, lo que asegurará poder disfrutar al máximo de este deporte en nuestra tierra. Mi agradecimiento al Club Ciclista Cadalsa, a los Ayuntamientos de León y Ponferrada y al resto de entidades colaboradoras y patrocinadoras, por seguir apostando por este evento deportivo un año más. Sigamos disfrutando del deporte. 3 Presidente Real Federación Española de Ciclismo Tras un año en el que por culpa de la pandemia no pudo tener lugar, la Vuelta a Castilla y León vuelve al calendario nacional y para la Real Federación Española de Ciclismo es todo un orgullo darle de nuevo la bienvenida. Con una nueva fecha en el calendario y disponiendo en esta ocasión de un día de competición en lugar de los tres que venían siendo habituales, la Vuelta a Castilla y León volverá a acoger a los mejores equipos nacionales y a un gran número de conjuntos internacionales, entre los que destaca la presencia de cuatro equipos World Tour que, a buen seguro, volverán a ofrecer un sensacional espectáculo por las carreteras castellano-leonesas. De nuevo, y más en los tiempos que corren, quiero agradecer el esfuerzo que cada año lleva a cabo el Club Ciclista Cadalsa junto con la Junta de Castilla y León y la Federación de Ciclismo de Castilla y León para que esta carrera siga siendo parte indispensable de nuestro José Luis López Cerrón calendario. La Vuelta a Castilla y León volverá a ser el mejor escaparate para mostrar las bondades de una tierra de una riqueza natural, patrimonial y cultural envidiable. Con salida en León y llegada en Ponferrada, y coincidiendo con el Camino de Santiago y este año Xacobeo, la prueba será el mejor escenario para dotar de visibilidad a la región. Alberto Contador, Alejandro Valverde o Miguel Induráin son solo algunos de los grandes nombres que ya unieron su historia a la de esta prueba que aguarda nuevo campeón en un terreno duro, pero en el que habrá oportunidad para todo tipo de perfiles. En definitiva, una nueva fecha, un día de competición en lugar de tres, pero la misma pasión y todos los ingredientes necesarios para asegurar el rotundo éxito de esta edición 2021. And yet the accusations keep coming. How much scrutiny can the two-time Tour de France winner stand? by Michael Hall In May of last year, Lance Armstrong was riding in the Pyrenees, preparing for the upcoming Tour de France. He had just completed the seven-and-a-half-mile ride up Hautacam, a treacherous mountain that rises 4,978 feet above the French countryside. It was 36 degrees and raining, and his team's director, Johan Bruyneel, was waiting with a jacket and a ride back to the training camp. But Lance wasn't ready to go. "It was one of those moments in my life I'll never forget," he told me. "Just the two of us. I said, 'You know what, I don't think I got it. I don't understand it.1 Johan said, 'What do you mean? Of course you got it. Let's go.' I said, 'No, I'm gonna ride all the way down, and I'm gonna do it again.' He was speechless. And I did it again."     PRAVIDLÁ SZC ZMENA PRAVIDIEL s PLATNOSŤOU od 1.1.2017 ČASŤ 2 CESTA Kapitola I KALENDÁR a ÚČASŤ NA PRETEKOCH Medzinárodný kalendár 2.1.001 Cestné preteky sú zaradené do medzinárodného kalendára podľa ich klasifikácie a podľa článku 2.1.005. Rada Profesionálnej Cyklistiky (Professional Cycling Council) zapisuje UCI WorldTour preteky do kalendára UCI WorldTour. Výkonný Výbor UCI (The management committee of the UCI) zapisuje ostatné preteky medzinárodného kalendára do jednotlivých tried podľa kritérií, ktoré vypracuje. Ako všeobecné pravidlo, každý kontinentálny okruh medzinárodný kalendár začína plynúť nasledujúcim dňom po ukončení vlaňajších posledných pretekov UCI Majstrovstiev Sveta alebo pretekov WorldTour a končí po ukončení posledných pretekov WorldTour alebo Majstrovstiev Sveta v danom roku. Termíny sezóny každého kontinentálneho okruhu medzinárodneho kalendára budú každoročne stanovené Výkonným výborom, ktorý vezme do úvahy horeuvedené pravidlo ako aj špecifiká týkajúce sa pretekov registrovaných v kalendári na rôznych okruhoch.     Organizational Forms in Professional Cycling – Efficiency Issues of the UCI Pro Tour Luca Rebeggiani§ * Davide Tondani DISCUSSION PAPER NO. 345 First Version: August 2006 This Version: July 2007 ISSN: 0949–9962 ABSTRACT: This paper gives a first economic approach to pro cycling and analyses the changes induced by the newly introduced UCI Pro Tour on the racing teams’ behaviour. We develop an oligopolistic model starting from the well known Cournot framework to analyse if the actual setting of the UCI Pro Tour leads to a partially unmeant behaviour of the racing teams. In particular, we show that the blamed regional concentration of their race participation depends on a lack of incentives stemming from the licence assignation procedure. Our theo- retical results are supported by empirical data concerning the performance of the racing teams in 2005 and 2006. As a recommendation for future improvements, we derive from the model the need for a relegation system for racing teams. ZUSAMMENFASSUNG: Der Aufsatz stellt die erste ökonomische Analyse des professionellen Radsports dar. Er analysiert insbesondere die Anreizwirkungen der neuen UCI Pro Tour auf Teams und Fahrer. Ausgehend von dem bekannten Cournot-Ansatz entwickeln wir ein einfaches Oligopol-Modell, um zu untersuchen, ob die der- zeitige Pro Tour-Organisation zu einem unerwünschten Verhalten der Teilnehmer führt. Wir zeigen, dass insbe- sondere das Problem der geographischen Konzentration der Rennteilnahmen der Teams von den mangelnden Anreizen abhängt, die vom jetzigen Lizenzvergabesystem ausgehen. Unsere theoretischen Ergebnisse werden durch empirische Daten aus der Pro Tour 2005 und 2006 gestützt. Jumbo-Visma’s Van Emden does not start. After an intense stage yesterday, the peloton rolls along together at a steady pace. Fifteen, 20, and 35 kilometres into the race, the riders seem to be holding off their attacks. After one hour of racing, the average speed is 37.500 km/h. Groupama riders are in prominent position at the front of the bunch, but the pace is steady. The situation remains unchanged 40 and 45 km into the race: the peloton is still all together. Intermediate Sprint (Umm-al-Quwain – km 51.3) Dekker claims the first intermediate sprint ahead of Milan, Cattaneo and Gallopin. The peloton returns to a steady pace immediately afterwards. Seventy kilometres into the race, the peloton is still packed, although the speed has picked up a little. Average speed after two hours of racing: 39.400 km/h. Ineos, Deceuninck, Bora and UAE rotate at the front, but the peloton is not splitting. At the -100 km marker, all is calm. He is a Slovakian professional road-bicycle racer for UCI WorldTeam Bora-Hansgrohe. He started as a mountain bike racer and in 2008, before moving to road racing won the Junior Mountain Bike World Championship. On September 24th this year, Sagan won the World Championship for the third consecutive year at the World Road Race Championships in Norwegian Bergen and became the first cyclist to win three gold medals at the World Championship in a row! Their pride and happiness reflected on their champion Peter Sagan surely gave the Slovaks a worldwide popularity and some hope to host some cycling events as, for example, “Gran Fondo”. Slovaks are ready, what about the World? While considering to organise the race in the Slovak Republic, let us keep in mind that those are the people who actually go from words to actions.
