Consejo Social CONSEJO SOCIAL En el curso académico 2007-2008, que comprende esta Memoria de Actividades, el Consejo Social de la Universidad Complutense ha celebrado seis sesiones plenarias, en las que se han estudiado y aprobado, en su caso, diversos asuntos, relativos todos ellos a los campos competenciales de este órgano. En el ámbito de sus competencias de carácter económico, el Pleno del Consejo Social acordó los siguientes asuntos: • Aprobación de la Ejecución del Presupuesto del ejercicio 2007 y Presupuesto del 2008 del Consejo Social de la Universidad Complutense de Madrid. • Aprobación de las Cuentas Anuales del ejercicio 2006 de la Universidad Complutense de Madrid, Editorial Complutense S.L. y Gestión Universitas S.L. con una serie de recomendaciones y consideraciones efectuadas por el Consejo Social. • Aprobación del Presupuesto de la Universidad correspondiente al año 2008, también añadiendo a dicha aprobación algunas consideraciones y recomendaciones. • No aprobación de las Cuentas Anuales del ejercicio 2006 de la Fundación General de la Universidad Complutense y de Residencial Universitas S.L. • Aprobación de la concesión, para el año 2007, del complemento autonómico por méritos individuales del Personal Docente e Investigador de la Universidad Complutense de Madrid. • Aprobación de la propuesta de enajenación del edificio principal de la Escuela de Estadística, propiedad de la UCM, en cumplimiento de la Orden del Ministerio de Economía y Hacienda de 9 de octubre de 2007. En el ámbito de sus competencias de carácter académico, el Consejo Social distribuyó 305 Becas de Colaboración con los Departamentos para el curso 2008- 2009 y aprobó los precios públicos correspondientes a 219 Títulos Propios, las tasas de los Cursos de Verano de la UCM, las tarifas por servicios externos y los precios públicos de cursos de Formación Continua para el curso 2007-2008. Así mismo, aprobó, entre otras, varias propuestas de supresión o creación de Institutos y otros centros Universitarios. El tercer apartado se refiere a las actividades efectuadas por el Consejo Social en el curso académico 2007-2008. De entre ellas, debe destacarse la presentación de las conclusiones de la Sexta Fase del Estudio sobre la Trayectoria Laboral de los Titulados por la Universidad Complutense, efectuado, al igual que las anteriores, por la Escuela Universitaria de Estadística de la UCM, y que abarcó 16 titulaciones, así como la aprobación del Estudio correspondiente al año 2008, que comprende 11 titulaciones. También llevó a cabo la decimotercera edición del Ciclo de Sesiones Informativas sobre Salidas Profesionales, que tiene lugar anualmente en los centros docentes de la Universidad. En este apartado de actividades acometidas, destaca la organización de la jornada de conferencias y debates “Universidad a la carta: Universidades Corporativas y Universidad Pública”, que contó con una asistencia superior a las 100 personas, así como con la representación de algunas de las más importantes empresas de España. En el curso académico objeto de esta Memoria, el Consejo Social inició los trabajos conducentes a la elaboración de un Barómetro Universidad – Sociedad, y patrocinó el Concurso Primavera de Matemáticas y el proyecto de Cooperación “Color en Ecuador”, de la Facultad de Bellas Artes. CONSEJO DE DIRECCIÓN El Consejo de Dirección nombrado por el Rector Carlos Berzosa Alonso-Martínez se estructura sobre la base de trece Vicerrectorados: Política Académica y Profesorado (Vicerrector Carlos Andradas Heranz); Gestión Económica (Vicerrectora María del Carmen Norverto Laborda); Doctorado y Titulaciones Propias (Vicerrector Manuel Rodríguez Sánchez); Espacio Europeo de Educación Superior (Vicerrectora Covandonga Lopez Alonso); Investigación y Política Científica (Vicerrectora Carmen Acebal Sarabia); Estudiantes (Vicerrectora Margarita Barañano Cid); Informática y Comunicaciones (Vicerrectora Carmen Fernández Chamizo); Relaciones Institucionales y Cooperación (Vicerrector Rafael Hernández Tristán); Desarrollo y Calidad de la Docencia (Vicerrectora Matilde Azcárate Luxán); Departamentos y Centros (Vicerrectora María Jesús Suárez García); Cultura y Deporte (Vicerrector Juan Manuel Álvarez Junco); Relaciones Internacionales (Vicerrectora Lucila González Pazos); Infraestructuras (Vicerrector Antonio Abadía Caselles); Secretario General (Julio V. González García); Gerente (Francisco Javier Sevillano Martín), y el Jefe del Gabinete del Rector (José Manuel García Vázquez). VICERRECTORADO DE POLÍTICA ACADÉMICA Y PROFESORADO En el curso Académico 2007/2008 se ha culminado el plan de promoción 2007 de los profesores habilitados y su ampliación al año 2008, que por tratarse de las últimas habilitaciones y con mayor número de plazas en las mismas, ha afectado a 195 Profesores. Se ha continuado con el proceso de transformación de los profesores con contratos administrativos LRU a las correspondientes figuras laborales LOU. Se ha participado también en la convocatoria del programa I3 de incorporación de investigadores a la Universidad en el que han sido reconocidos favorablemente 17 profesores. Hemos continuado con el proceso de armonización de las fechas de inicio y fin de los contratos docentes a los cursos académicos con las correspondientes convocatorias de oferta de plazas para el curso académico 2007/2008, manteniendo como uno de los objetivos principales contribuir al rejuvenecimiento de la plantilla. En particular a 30 de Septiembre de 2008 contaremos con 248 plazas de Ayudantes y 103 de Profesores Ayudantes Doctores. En esta misma dirección, ha tenido especial importancia la aprobación, el 21 de enero de 2008, por el Consejo de Gobierno del Acuerdo sobre jubilaciones voluntarias de la UCM, al que se han acogido 119 profesores funcionarios de nuestra universidad. Al mismo tiempo se han emitido los primeros informes de acreditación de la ANECA para profesores funcionarios, produciéndose en particular a la integración en el cuerpo de Profesores Titulares de Universidad de los Profesores Titulares de Escuela Universitaria con informe de acreditación favorable. Se ha continuado con la aplicación del Plan de Dedicación Académica extendiéndose a la mayor parte de los departamentos, así como con el sistema de seguimiento de la actividad docente basado en un panel aleatorio de alumnos, habiéndose incrementado el tamaño del mismo y la frecuencia del seguimiento. Los datos obtenidos muestran una mejora respecto a los del curso anterior, habiéndose reducido el número de clases no impartidas al 2,1%. En diciembre de 2006 se aprobó en el Consejo de Gobierno la reforma del Reglamento para la obtención de créditos de libre elección en la UCM (BOUC de 21 de marzo de 2007), que ha supuesto la incorporación del reconocimiento de créditos por Asignaturas superadas de otras titulaciones universitarias oficiales y la modificación de los porcentajes por diferentes actividades. Actividades Formativas aprobadas por la Comisión de Estudios Durante el curso 2007-2008 se han realizado, a propuesta de Departamentos, Centros y Órganos de la UCM o de Instituciones de reconocido prestigio, 782 actividades formativas con reconocimiento de créditos de libre elección para los alumnos de la UCM.
