The most challenging bid procedures are those for Olympic Games and the FIFA and UEFA football tournaments. One reason to enter the costly bidding process is the prospect to attract autonomous money and to speed up the infra-structural development of the host city and region. Häussermann & Siebel (1993) call this strategy "Festivalization of city politics". It is a fact, that different mega events have different effects for the hosts, partly due to the different infrastructure existent in the city (Hall, 1992, Preuss, 2007, Kurscheidt 2008). Therefore – at the end of the day – each host should check if the mega event staged really had a positive macroeconomic out-come. Only this justifies investments of scarce public resources into the event. A proportionally important but extremely difficult part of the autonomous expenditures spent in the host city and region is the consumption of the event visitors. Their intention to visit to event location, the attractiveness of the city but also the framework of the event (e.g. countries participating, reach-ability of event location etc.) makes each event unique. Aim This presentation will focus on the visitor’s consumption at the EURO 2008 in Aus- tria/Switzerland. It will show the visitor’s consumption as a significant contribution to the overall eco-nomic success of the EURO 2008 for Austria.

    UEFAUEFA EUROEURO 2012 SOCIAL RESPONSIBILITY REPORT EXECUTIVE SUMMARY INTRODUCTION A major tournament such as UEFA EURO 2012 touches on many economic, social and environmental aspects which are related to sustainability. Many of them, such as transport, procurement, workforce training, volunteerism, cus- tomer satisfaction, customer privacy, health and safety, and doping, are part of the core business of the organisation of the tournament. In 2008, UEFA cooperated with the governments of Switzerland and Austria in their efforts to prepare a social re- sponsibility report on UEFA EURO 2008. The report was inspired by the guidelines issued by the Global Reporting Initiative (GRI; www.globalreporting.org) – the leading global network for sustainability reporting. Since then, UEFA has supported efforts to develop a specific sector supplement for event organisers (EOSS) and participated in the advisory board. This social responsibility report is an important step, demonstrating UEFA’s clear commitment to football’s social responsibility. The report covers all aspects that were relevant to the tournament and under UEFA’s control or influence. However, the European qualification tourna- ments for recent FIFA soccer World Cups are known to violate this requirement, which inspires our study on the incentive compatibility of similar group-based qualification systems. Theorems listing the sufficient and necessary conditions of strategy-proofness are provided and applied to classify several soccer qualification tournaments for FIFA World Cups and UEFA European Championships. Two reasonable mechanisms are proposed to solve the problem of incentive incompatibil- ity: the first is based on abolishing the anonymity of the matches discarded inthe comparison of teams from different groups, while the second involves a rethinking of the seeding procedure. Our results have useful implications for the governing bodies of major sports.
