Centro de Asesoría y Promoción Electoral En la década de los ochenta, se creó el Centro de Asesoría y Promoción Elec- toral (CapEl), como un programa especializado del Instituto Interamericano de Derechos Humanos (iidH). Inició sus funciones en 1985, estableciendo un vínculo claro entre los derechos humanos, la democracia, los procesos polí- ticos y electorales; principalmente los derechos a la participación y sufragio como derechos fundamentales. El iidH/CapEl, privilegió el fortalecimiento de los Organismos Electorales por medio de mecanismos creativos que permitieron acompañar la reinser- ción de los países de América Latina en los procesos democráticos, brindando asistencia técnica especializada en materia electoral a diversos actores de la sociedad política así como promoviendo la educación ciudadana en cuanto a participación, valores democráticos, equidad en la contienda, entre otros. Asimismo, y como parte de su estrategia de promoción electoral en el Con- tinente Americano, CapEl colaboró con la creación de las tres organizaciones que reúnen a la mayoría de Organismos Electorales del Continente. En 1985 se creó la Asociación de Electorales de Centroamérica y del Caribe (Protocolo de Tikal), en 1989 se constituyó la Asociación de Organismos Electorales de América del Sur (Protocolo de Quito) y en 1991 ambas Asociaciones conforma- ron la Unión Interamericana de Organismos Electorales (UniORE), a las cuales CapEl sirve como Secretaría Ejecutiva. A su vez el trabajo de CapEl fue integrando diferentes sectores para el fortalecimiento de los procesos democráticos. Se elaboró un esquema inter- disciplinario para el desarrollo electoral, y se estructuraron programas en te- mas constitucionales, legales, técnicos, políticos, sociológicos y de derechos humanos. 7 En este contexto, y como parte de su estrategia de investigaciones y publi- caciones, se creó la Serie Cuadernos de CapEl como una línea de publicacio- nes dentro iidH. Está colección iniciada en 1985 recoge el pensamiento libre y argumentado de especialistas empeñados en el estudio del derecho electoral y de los procesos electorales, con una mirada multidisciplinaria y multinacional. En la actualidad el iidH/CapEl edita, publica y distribuye importante material sobre temas electorales, incluyendo textos destinados a generar un mayor apoyo para la realización de elecciones libres y fortalecimiento de la democracia. La mayor parte de las publicaciones académicas y demás infor- mación se encuentran en la página Web de CapEl que abarca la Red Electoral Interamericana. En esta oportunidad, el iidH/CapEl tiene el honor de publicar en coedi- ción con la Universidad de Autónoma Metropolitana (UaM) de Iztapalapa, el título Sufragio Transnacional y Extraterritorial. Experiencias Comparadas, preparado bajo la dirección intelectual de Gustavo Ernesto Emmerich y Víctor Alarcón Olguín. Este rico volumen aborda uno de los campos que más desa- rrollo ha tenido desde fines del siglo XX: la votación de los ciudadanos desde el exterior, y también aborda el menos conocido voto de los extranjeros en las elecciones nacionales. La presente publicación responde muy bien a la inspiración general de la investigación que apoya y promueve una mirada amplia de los procesos políticos y estudia las elecciones desde múltiples ángulos. Sin embargo, tam- bién innova porque los casos estudiados no sólo pertenecen a América Latina sino a Europa, cuyos retos en la votación en el exterior presenta sugerentes similitudes. Los trabajos de Anastasia Bermúdez, José Antonio Carrera Barroso, Aníbal Corrado, Eduardo E. Domenech. Isabel Estrada Carvalhais, Alfonso Hinojosa Gordonava, Jean-Michel Lafleur, Abel Muñoz Pedraza, Bodgan M. [San José, CR., octubre de 2015] 8 • Joseph Thompson y Salvador Romero Ballivián Prefacio Víctor Alarcón Olguín El presente volumen es producto de la preocupación de su iniciador, el Dr. Gustavo Ernesto Emmerich (1954-2013), quien infortunadamente no puede verle completado. El origen del mismo se debe a su interés por observar y ana- lizar en forma comparada, algunas experiencias vinculadas con el desarrollo de lo que se comienzan a conocer como las prácticas del sufragio transnacio- nal y / o extraterritorial, a partir de las cuales, se deben examinar bajo una nueva mirada las consecuencias del incremento de los desplazamientos mi- gratorios económicos, políticos y culturales existentes entre diversas naciones y regiones, representando así un escenario que ha dado pauta al incremento de la lucha por espacios legales que permitan a importantes bloques comuni- tarios e individuos, poder proseguir en el ejercicio de sus derechos humanos y políticos, ya sea en vinculación a sus países de origen, o bien dentro de sus nuevas realidades nacionales, sin por ello necesariamente perder su ciuda- danía originaria. La fuente de financiamiento que permite publicar este trabajo (advirtiendo de antemano al lector que las colaboraciones entregadas fueron expresamente elaboradas en los idiomas inglés o español), proviene del Consejo Nacional de Ciencia y Tecnología (CONACYt), a partir del proyecto de investigación en ciencia básica denominado “Sufragio transnacional en México, América Latina y Europa. Experiencias comparadas“, (proyectos 13412004, 13412005 y 13412006), bajo la responsabilidad primigenia del Dr. Gustavo Ernesto Em- merich y que posterior a la muerte del mismo, fue asumido por el Dr. Víctor Alarcón Olguín, quien se dio a la tarea de reorganizar y completar la edición de los trabajos aquí reunidos. Sin duda, lo que debió haber sido una más de las importantes contribucio- nes académicas del Dr. Gustavo Ernesto Emmerich al estudio de los procesos de transnacionalización, globalidad y política, hoy se vuelve un involuntario 9 libro homenaje elaborado por quienes fuimos sus colegas, discípulos y amigos, reunidos ahora en forma modesta, y bajo el objetivo común de dejar un testi- monio en torno a su enorme impronta intelectual; pero sobre todo, expresar un reconocimiento a su honestidad y compromiso como ser humano. Igualmente resulta importante agradecer a la Universidad Autónoma Me- tropolitana, Unidad Iztapalapa, en especial al rector de la Unidad, Dr. José Octavio Nateras Domínguez, a la directora de la dCSH, Dra.     Conservative Parties and the Birth of Democracy How do democracies form and what makes them die? Daniel Ziblatt revisits this timely and classic question in a wide-ranging historical narrative that traces the evolution of modern political democracy in Europe from its modest beginnings in 1830s Britain to Adolf Hitler’s 1933 seizure of power in Weimar Germany. His first book, Structuring the State: The Formation of Italy and Germany and the Puzzle of Federalism (2006) received several prizes from the American Political Science Association. He has written extensively on the emergence of democracy in European political history, publishing in journals such as American Political Science Review, Journal of Economic History, and World Politics.

Cette transmission de la cittadinanza par droit du sang remonte à l’aube de l’Unité italienne, dans les années 1860, et à un contexte d’émigration massive, en particulier vers l’Amérique Latine. En légiférant de la sorte, les parlementaires du tout jeune Royaume d’Italie souhaitaient maintenir un lien fort avec la population émigrée dans le monde entier, pour l’intégrer, sur le principe de la nazionalità, à la construction de la nation italienne. Depuis, la loi n’a que très peu changé, tandis que l’Italie s’est transformée de pays d’émigration en pays d’immigration. Entre-temps, les émigrés italiens se sont intégrés à leurs pays d’accueil et leurs descendants, qui sont donc légalement aussi des citoyens italiens, sont encore considérés par les parlementaires italiens comme une véritable ressource pour l’Italie : ils joueraient ainsi le rôle d’ambassadeurs d’italianità, contribuant au prestige de l’Italie à travers la diffusion de la langue, de la culture, et des produits de consommation italiens.

In September, following a series of regional referenda on autonomy and a national recall election, citizen committees in Tarija mobilized urban-based sectors and organized a general strike to oppose central government. This paper analyzes this mobilization and argues that it is unhelpful to understand the strike as simply an act of political sabotage orchestrated by racist, regional elites. The factors driving protest and interest in autonomy are varied and deeply related to patterns of hydrocarbon extraction in the department that have allowed for the mobilization of grievance and cultivation of resource regionalism at departmental and intra-departmental scales. The government of Evo Morales that took office in 2006 with overwhelming popular support came into conflict with the financial and landowner oligarchy during his first years of government until the negotiation of the new State Political Constitution, which represents the beginning of agreements between the MAS [Movement for Socialism, Morales’s party – translator’s note] and the oligarchy. As of 2009, the State had been aiming its repressive apparatus against the popular movements that are protesting against the extractive model and in defense of their collective rights. The movement to the right and the sell-out by MAS, while maintaining a ‘leftist’ discourse, presents a complex political picture in which we revolutionaries must reclaim our historical banners that have been stolen from us, we must defend and promote the independent social organization and build a patriotic and popular alternative.     Expatriate voting: the shifting approach of Italian policy makers since 2001 Chiara De Lazzari This thesis is submitted in fulfilment of the requirements for the Degree of Doctor of Philosophy Faculty of Health, Arts and Design Swinburne University of Technology 2017 ! ! Abstract Since 2001 Italian citizens living permanently in foreign countries can cast their vote and elect their overseas representatives for the Italian parliament. The inclusion of the Italian transnational community in Italian elections has over time created major concerns in the political arena since the elections in 2006 when votes from abroad determined the political outcome of the elections in Italy. This event generated a new debate amongst political parties and members of the institutions on the legitimacy of the expatriate voting system. This study explores the motivations that guided policy makers to introduce the expatriate voting policy in Italy to ascertain whether and how Italian policy makers have shifted their perspective in regard to the political participation of the Italian transnational community. This research also analyses the issues identified by policy makers in relation to the current expatriate voting policy since 2006 and to make predictions about the future of this policy in Italy. The study used a qualitative approach with 24 semi-structured in-depth interviews with policy makers. These included members of political parties, members of institutions, academics and experts in the field. Moreover, this research includes the document analysis of proposals submitted by MPs and Senators to review the expatriate voting policy since 2006 and the analysis of electoral turnout and electoral preferences in the foreign constituency.
