Andrée Tabouret-Keller 1 Le Furet est une revue trimestrielle des professionnels de la petite enfance. Le titre du numéro 86 (septembre 2017) est Petite enfance et diversité, il est publié sous la direction de Christine Hélot (Université de Strasbourg) et comporte un épais dossier de 39 pages avec une vingtaine de textes informant et discutant des situations actuelles de la diversité linguistique. En quoi, il est proche des préoccupations de notre propre revue qui s’adresse « à toute personne concernée par les problèmes pédagogiques et de société posés par l’éducation plurilingue » (voir notre p. 2 de couverture). Profitons du Furet pour enrichir nos démarches. Et tout d’abord pour préciser notre vocabulaire. Deux grands courants idéologiques ont influencé aux 19ème et 20 ème siècles les jugements et la réflexion sur le bilinguisme, j’en présente deux exemples : l’un politique, c’est le traité européen des langues minoritaires ou régionales, l’autre scientifique, ce sont les travaux de psychologie du bilinguisme. 2 La Charte européenne des langues minoritaires ou régionale est un traité européen proposé sous l’égide du Conseil de l’Europe et adopté en 1992 par son Assemblée parlementaire : elle est destinée à protéger et à favoriser les langues régionales historiques en tant qu’aspect menacé du patrimoine culturel européen, et à favoriser l’emploi de ces langues dans la vie privée et publique : en 2017, vingt-cinq états l’ont signée et ratifiée et quatorze ne l’ont ni signée, ni ratifiée, la France l’a signée en mai 1999 mais ne l’a toujours pas ratifiée, malgré une promesse de campagne de François Hollande. Selon le recensement de l’enquête « Les langues de France » et de l’enquête « Famille » de l’INSEE (1999), portant uniquement sur les langues de la métropole, l’occitan comprend 1.670.000 locuteurs, les langues d’oïl 1.420.00, l’alsacien 900.000, le breton 680.000. En 2013, il est prévu de doter la France d’une charte nationale, destinée à protéger les droits individuels des locuteurs des langues régionales, chaque enfant devant pouvoir apprendre à lire et écrire dans sa langue maternelle mais le comité consultatif ne l’adopte pas (Rapport du comité consultatif, 2013). Il n’est question ni de bilinguisme, ni de diversité linguistique. L’idéologie politique sous-jacente est celle de l’unité de l’état, généralement qualifiée d’unité nationale (Tabouret-Keller, sous presse). Éducation et sociétés plurilingues, 43 | 2017 4 3 L’exemple scientifique est celui de la persistance d’une idée fausse, bien identifiable pendant la période d’une centaine d’années, enjambant les 19ème et 20 ème siècles, la nocivité mentale du bilinguisme (Tabouret-Keller 2011). 4 L’argument de la nocivité fait autorité : il sera répété sans changement notable, par exemple par Leonard Bloomfield en 1927 ou Edouard Pichon en 1936. L’idéologie sous- jacente n’en est pas moins dominante : les mélanges sont néfastes pour l’homme, de la « solution finale » du régime nazi visant à l’extermination des Juifs aux recettes actuelles de la ségrégation des immigrés. 5 Le numéro du Furet sur lequel nous souhaitons attirer l’attention met en lumière la richesse extraordinaire de la diversité linguistique. Si l’on veut bien adopter la distinction mise en œuvre, soulignée par les experts du Conseil de l’Europe, entre multilinguisme et plurilinguisme, selon laquelle le plurilinguisme est un phénomène individuel et le multilinguisme un phénomène social, ce dernier s’avère une donnée incontournable de nos sociétés : les structures de la petite enfance, sont bien souvent multilingues parce qu’elles sont fréquentées par des enfants plurilingues et encadrées par un personnel plurilingue. Dès lors, comment inclure dès la petite enfance des formes d’hospitalité langagière et d’ouverture aux cultures autres ? ce numéro du Furet est riche de nombreux exemples qui illustrent que l’interaction langagière est cruciale, elle peut se dérouler dans une, deux ou plusieurs langues : un petit garçon franco- italien parle alsacien avec sa grand-mère, un enfant turc dans un école maternelle en Alsace. L’accueil de parents plurilingues en maternelle offre une ressource qui fait toute la différence : les enfants ne sont plus silencieux et acquièrent d’autant mieux la langue scolaire. Peu à peu, les pratiques évoluent, les chercheurs font connaître leurs travaux et l’on comprend mieux pourquoi et comment il faut lutter contre les inégalités envers les langues et les locuteurs. S’il est vrai qu’aujourd’hui un grand nombre de langues disparaissent, le moyen le plus sûr de ralentir cette évolution, c’est de les transmettre à nos enfants. Nos enfants et nos petits-enfants sont tous de petits polyglottes en herbe, quelles que soient les langues que nous leur parlons. « Alors, conclut Le Furet, ne les privons pas de cette richesse extraordinaire ! ». Andrée Tabouret-Keller 1 Le Furet è una rivista trimestrale dei professionisti della prima infanzia. Il titolo del numero 86 settembre 2017) è Petite enfance et diversité [Prima infanzia e diversità], pubblicazione diretta da Christine Hélot (professoressa all’Università di Strasburgo) e comporta un corposo dossier di 39 pagine con una ventina di testi che informano e discutono le situazioni attuali in materia di diversità linguistica. In questo si avvicina alle preoccupazioni della nostra rivista, che si rivolge “a chi si occupa dei problemi pedagogici e sociali dell’educazione plurilingue” (cfr. la seconda di copertina della nostra rivista). Approfittiamo del Furet per arricchire le nostre iniziative. E innanzitutto per precisare il nostro lessico. Due grandi correnti ideologiche hanno influenzato nel XIX e nel XX secolo i giudizi e la riflessione sul bilinguismo. Ecco un paio di esempî: l’uno politico, ovvero il trattato europeo delle lingue regionali o minoritarie, l’altro scientifico, vale a dire gli studi di psicologia sul bilinguismo. 2 La Carta europea delle lingue regionali o minoritarie è un trattato europeo proposto sotto l’egida del Consiglio d’Europa e adottato nel 1992 dalla sua Assemblea parlamentare: essa ha l’obiettivo di proteggere e favorire le lingue regionali storiche in quanto aspetto minacciato del patrimonio cultutale europeo, oltre che a favorire l’uso di tali lingue nella vita privata e pubblica: nel 2017 sono venticinque i Paesi che l’hanno firmata e ratificata, mentre quattordici non l’hanno né firmata, né ratificata. La Francia l’ha firmata in maggio 1999, ma non l’ha ancora ratificata, nonostante una promessa elettorale di François Hollande. Secondo il censimento dell’inchiesta “Le lingue della Francia” e dell’inchiesta “Famiglia” dell’INSEE (1999), che si riferisce unicamente alla metropoli, l’occitano comprende 1.670.000 locutori, le lingue d’oïl 1.420.000, l’alsaziano 900.000, il bretone 680.000. Nel 2013 si prevede di dotare la Francia di una carta nazionale, allo scopo di proteggere i diritti individuali dei locutori delle lingue regionali, poiché ogni bambino deve poter imparare a leggere e scrivere nella sua lingua materna, ma la commissione consultiva non la adotta (Relazione della commissione consultiva, 2013).

Dans la société agro-pastorale traditionnelle valdôtaine, pauvre et autarcique, où tout espace quelque peu rentable devait être occupé et exploité, l'appropriation du territoire a été progressive et intensive. La moindre parcelle de terrain, les cours d'eau, les bois, les chemins, les cols, les ponts, les rochers: tous avaient un nom. Et pour le choix du nom, l'homme a toujours puisé dans son expérience et dans son imagination. Ainsi, dans la toponymie pouvons-nous trouver les traces des activités humaines, de l'organisation sociale, des mutations climatiques, des changements linguistiques, de l'imaginaire collectif ou individuel, bref, de l'histoire même de la communauté1. Ce patrimoine, fruit d'une sédimentation séculaire, chez nous comme dans la plupart des communautés du même type, est en danger de disparition rapide: quand la terre n'est plus travaillée, elle perd ses noms en même temps que sa productivité.

The Great Balcony is not a particularly difficult trail, it is suffice to know the basic mountain safety rules and be in possession of the suitable equipment; it is actually an itinerary suited to all hiking enthusiasts. The trekking trail has twelve access points from which it is possible to embark on the route in one of the two directions of travel to discover the more striking areas of the Matterhorn Valley; it is recommended from June to September.

Chamois continued its development till the second half of the 19th century and the beg i n n i n g of the 20th century; then, after the economic crisis that affected the Valle d’Aosta and caused a big migration, its popu- lation decreased from 300 to less than a hundred inhabitants.

For some time now, our Department, in collaboration with the various local administrations, has been devoting particular attention to the creation and upkeep of these delightful, inviting areas. As you flick through these pages, you can easily appreciate the amount of hard work and dedication that has gone into offering visitors such appealing, genuine, peaceful spots where they can breathe in the scent of the forest, admire breathtaking scenery or lie down and relax by the banks of lakes and rivers – and all of this in the comfort and convenience offered by the facilities available. There are now a total of 34 specially equipped areas throughout the region, located at various altitudes, from the 350 metres of the Cignas area in Donnas village up to the 2020 m a.s.l. of the Lake Lod area in Chamois village. All of them are well equipped for visitors, offering tables, benches, water fountains, barbecues and toilets, as well as easy access for visitors with disabilities. Each of the files presented here also contains interesting basic information on the type of plant life present, the surrounding scenery and the walking trips to be enjoyed nearby. There is also information on the eleven equipped routes in the region, and a few simple yet important rules on how to make the most of the facilities available while respecting both nature and your fellow visitors.
