The development of the construction industry, conducting construction in accordance with standard projects, and transforming the construction materials industry in hard-to-reach and sparsely populated areas will make significant progress in solving the housing problem. Industrialization of housing construction is a catalyst for strong growth of the region’s economy and the quality of life of citizens. The purpose of this study is to develop a methodology for assessing the level of industrialization of the territory’s construction complex and its development potential for increasing the volume of low-rise housing stock. Research tasks: 1) assessment of the need to develop housing construction, including low-rise housing, on a particular territory; 2) development of a methodology for calculating the level of industrialization of construction in the area under consideration to determine the possibility of developing low-rise housing construction in this area in the proposed way; 3) approbation of the method using the example of rural areas of the Arkhangelsk region. It was revealed that the districts of the Arkhangelsk region have medium and low levels of industrialization. The districts that are most in need of an increase in the rate of housing construction have been identified.

Lomonosov, Arkhangelsk, Russia Abstract. The article, devoted to the analysis of transport and geographical locations, describes possible strategies for the development of tourism in the Arkhangelsk Oblast. The main goal of the research was the development of logistic schemes of the transportation of tourists from the places of formation of tourist flows to the Arkhangelsk Oblast. The methodological basis of the article is to determine the economic dis- tances between potential tourist distribution centers and their places of interest in the area. Moscow, St. Petersburg, and Arkhangelsk were considered as the main towns of departure. Kargopol, Solvychegodsk, Kholmogory and Lomonosovo, Solovki, Kenozersky National Park, and Pinega caves are regarded as the main sites of tourist interest in the Arkhangelsk Oblast. It was determined that Kargopol is the most acces- sible for tourists, and Kenozersky National Park is the most recognizable by tourists but the least accessible. The object of world cultural heritage, the Monastery of the Transfiguration of the Saviour on Solovki is the most accessible for tourists from the territory of Karelia. It is recommended to optimize the schedule and to synchronize the work of transport for tourists to improve the transport accessibility of recreational facili- ties in the area.

Today, work is underway to develop a number of key legislative drafts aimed at expanding the application field of insurance as an efficient risk management tool, which will provide a great spark to the development of insurance in Russia. In many respects, the crucial factor at this stage will be the activities of the industry’s leaders. They are to play the key role in formation of insurance culture in Russia, establish new quality standards of insurers’ activities and enhance public confidence in the institution of insurance at large.

The article analyzes the experience of public participation in the planning of a comfortable urban environment. The forms of public involvement in the formation of a comfortable urban environment and their implementation are considered on the example of the Arkhangelsk region. The method of complex analysis of the theory and practice of public communications helps the article to present a qualitative as- sessment of public involvement in the improvement of the urban environment. It is shown that the existing methods of interaction between the authorities and citizens represent a one-sided process and often they are reduced to the formal fulfillment of legal requirements by municipalities.

The time spent with organizational counterparts in Moscow, Archangelsk and Severodvinsk was extremely productive. The professional interest and involvement on the part of representatives from critical response organizations with whom the mission team interacted was vital to the success of this mission. The mission team wishes to extend its special appreciation for the positive and active involvement of Professor L. A. Bolshov, Director of Nuclear Safety Institute of the Russian Academy of Sciences (IBRAE RAN), for the excellent preparation of the mission and and Mr. V.V.Shishov, the Deputy Governor of the Archangelsk Region on natural resources and ecology, for providing access and consultation opportunity to all the organizations playing important roles in the regional nuclear or radiological emergency preparedness and response system. The visits provided valuable insights into the challenges faced by the regional government, as well as the locally operating federal institutions to provide the necessary capabilities to cope with the consequences of any nuclear or radiological accident. 2 Table of Contents 1.
