APPEAL MADE TO PEOPLE The movement to make the state of Indiana economically and agriculturally prepared for war, as recommended by Governor James P, Goodrich, had its beginning in Marion county at a meeting of farmers and those interested in soil cultivation held Saturday afternoon in the criminal courtroom. The necessity for the efficient utilization of all the soil resources of Indiana were emphasized in addresses at the meeting, which was the beginning of a plan to create a county-wide interest in the movement. Another Meeting Monday. The general idea of the need for greater food production, as outlined at the meeting, will be crystallized into definite plans for meeting the situation at a meeting called for Monday night, to be held in the criminal court room. Representatives of commercial, labor and civic bodies and organizations of all kinds are invited and requested to attend the meeting Monday night and assist in the work. Stirring appeals to the people of Indianapolis and the county to respond to the agricultural need which this country faces in the present war period were made by speakers, including: Charles V. Fairbanks, formerly Vice-president of the United States; the Rev. Frank L. Loveland, pastor of the Meridian Street M. E. Church; H. Orme, president of the Better Farming Association, and Ralph M. Gilbert, county agricultural agent. Resolutions Adopted. Resolutions were adopted at the meeting pledging the support of the citizens of Marion county in all measures taken for the defense of the nation and urging the people to respond to the resolutions prepared for greater and efficient food production. The resolutions prepared by a committee composed of Mord Gardner, Ralph C. Avery, Fred L., Smock, John E. Shearer, C. C. Osborn, Grace May Stutsman, Charles P. Wright and Leo Fesler were as follows: "Whereas, By joint resolution of congress and the proclamation of the President, war has been declared on Germany, and "'Whereas, The President has earnestly appealed to all citizens to support the government in every possible way, and our Governor has called, for meetings in each county to plan preparedness in every occupation. "Resolved, That we, the citizens of Marion county, assembled in meetings at the courthouse do loyally pledge the support…. To Our Comrades and Friends To our comrades and friends we address these prefatory words. The book is about to go to the printers and binders. Constantly while writing the historical account of the American expedition, which fought the Bolsheviki in North Russia, we have had our comrades in mind. You are the ones most interested in getting a complete historical account. It is a wonderful story of your own fighting and hardships, of your own fortitude and valor. It is a story that will make the eyes of the home folks shine with pride. Probably you never could have known how remarkably good is the record of your outfits in that strange campaign if you had not commissioned three of your comrades to write the book for you. In the national army, we happened to be officers; in civil life we are respectively, college professor, lawyer, and public accountant, in the order in which our names appear on the title page. But we prefer to come to you now with the finished product merely as comrades who request you to take the book at its actual value to you-- a faithful description of our part in the great world war. We are proud of the record the Americans made in the expedition. We think that nothing of importance has been omitted. Some sources of information were not open to us--will be to no one for years. But from some copies of official reports, from company and individual diaries, and from special contributions written for us, we have been able to write a complete narrative of the expedition. In all cases except a few where the modesty of the writer impelled him to ask us not to mention his name, we have referred to individuals who have contributed to the book. To these contributors all, we here make acknowledgment of our debt to them for their cordial co-operation. For the wealth of photo-engravures which the book carries, we have given acknowledgment along with each individual engraving, for furnishing us with the photographic views of the war scenes and folk scenes of North Russia. Most of them are, of course, from the official United States Signal Corps war pictures. When we started the book, we had no idea that it would develop into the big book it is, a de luxe edition, of fine materials and fine workmanship. We have not been able to risk a large edition. Only two thousand copies are being printed.

Research tasks: 1) assessment of the need to develop housing construction, including low-rise housing, on a particular territory; 2) development of a methodology for calculating the level of industrialization of construction in the area under consideration to determine the possibility of developing low-rise housing construction in this area in the proposed way; 3) approbation of the method using the example of rural areas of the Arkhangelsk region. It was revealed that the districts of the Arkhangelsk region have medium and low levels of industrialization. The districts that are most in need of an increase in the rate of housing construction have been identified.

We talked for a while and when it turned out that the beautiful, talented and, most of all, humble Lindz confirms the online stereotype of a Candian citizen (meaning: super-nice; that's right, it appears all the memes are true:) ) I also drew her. Karpukhina2 1 Geological Institute of RAS, Pyzhesky per. 7, Moscow, 119017, RUSSIA 2 Institute of Geography of RAS, Staromonetny per. 29, Moscow, 119017, RUSSIA 3 Lomonsov Moscow State University, Vorobiovy Gory 1, Moscow, 119991, RUSSIA Abstract Two underlying problems of the Late Quaternary history of the Scandinavian Ice Sheet (SIS) are reviewed in the paper: the position of the southeastern SIS boundary at the Late Glacial Maximum (LGM), which is still widely “migrating” depending on authors’ concepts, and the formation of associated proglacial lakes (i.e. their dimensions, drainage and chronology) in the valleys of Severnaya Dvina River basin. The position of maximum ice limit in the northwest of the Russian Plain remains debatable and is the least reliable compared to the other SIS sectors. Most of the recent reconstructions concerning ice-dammed lakes (water overflows, restructuring of river valleys etc.) exploited the geological survey results of mid-20th century: since then no geological studies have been conducted of the proposed spillways, their filling sediments and age using the modern sedimentological and geochronological techniques. As a result, the majority of the above-mentioned reconstructions have to be considered hypothetical. Here we present new results on two valley sites that allow to suggest that: 1) the SIS did not advance through the lower and middle Vychegda valley at LGM as suggested in some recent publications; 2) the LGM glacier-dammed lake had a very limited extension in the Severnaya Dvina valley and did not exceed to the Vychegda River mouth.

Its overall objective is to improve our understanding of circum-Arctic coastal dynamics as a function of environmental forcing, coastal geology and cryology and morphodynamic behavior. The fourth IASC-sponsored ACD workshop was held in St. Petersburg, Russia, on November 10-13, 2003. Participants from Canada (7), Germany (7), Great Britain (2), the Netherlands (1), Norway (1), Russia (32), Ukraine (1) and the United States (8) attended. During the first part of the workshop, 63 papers dealing with regional and/or circum-Arctic coastal dynamics were presented. Based on the material presented, five thematic working groups were identified: (1) GIS working group to develop of a circum-Arctic coastal GIS system, (2) coastal permafrost working group to discuss processes involved in the transition of onshore to offshore permafrost, (3) biogeochemistry working group with the focus on transport and fate of eroded material (4) biodiversity working group to initiate planning of an Arctic Coastal Biodiversity research agenda, (5) environmental data working group to discuss coastal dynamics as a function of environmental forcing.

    Chapter 4. Oil and gas accidents – prevention and liquidation. In this chapter we take a theoretical approach towards accidents and incidents. This reason is twofold: In Soviet times, statistics were often used as political tools, and this makes it difficult to make a completely reliable analysis. To a certain extent, this legacy still applies to Russia today. We are therefore careful not to use too many official statistics. Secondly, there is still little offshore activity in Arctic waters, thus limiting the amount of empiric data available. Nonetheless, in this chapter we examine some accidents which occurred in the Arctic, such as the Usinsk oil spill in 1994 . This chapter also describes the emergency rescue routines in Murmansk oblast, together with regulations for emergency preparedness and response for the oil and gas sector. All the information presented in this chapter is accompanied by reference data, opinions from specialists, legal notes and illustrations. Several situations are examined using Murmansk oblast as an example. 4.1. Accidents and incidents: causes and consequences Here’s a thought… Oleg Mitvol, deputy director of the Russian federal service managing the oversight of natural resources (Rosprirodnadzor) said in an interview that spills of oil and other oil products take place every two weeks in Russia, RBC Daily Russian news agency reported in September 2005. According to RBC, Russian experts estimate that 3-7 per cent of all extracted oil is lost during extraction and transportation. The official numbers are much lower. 4,1,1 Accidents involving oil pipelines In 2003, according to data from Russia’s Ministry of Civil Defence, Emergencies and Disaster Relief, there were 48 accidents on main and intrafield pipelines which led to emergency situations (compared with 55 in 2002).1 However, other sources states that the number of accidents involving oil pipelines has increased by 20% over the course of several years.

The article, devoted to the analysis of transport and geographical locations, describes possible strategies for the development of tourism in the Arkhangelsk Oblast. The main goal of the research was the development of logistic schemes of the transportation of tourists from the places of formation of tourist flows to the Arkhangelsk Oblast. The methodological basis of the article is to determine the economic dis- tances between potential tourist distribution centers and their places of interest in the area. Moscow, St. Petersburg, and Arkhangelsk were considered as the main towns of departure. Kargopol, Solvychegodsk, Kholmogory and Lomonosovo, Solovki, Kenozersky National Park, and Pinega caves are regarded as the main sites of tourist interest in the Arkhangelsk Oblast. It was determined that Kargopol is the most acces- sible for tourists, and Kenozersky National Park is the most recognizable by tourists but the least accessible. The object of world cultural heritage, the Monastery of the Transfiguration of the Saviour on Solovki is the most accessible for tourists from the territory of Karelia. It is recommended to optimize the schedule and to synchronize the work of transport for tourists to improve the transport accessibility of recreational facili- ties in the area.
