Istituto Affari Internazionali IAI WORKING PAPERS 12 | 15 – May 2012 The Somali Crisis: Failed State and International Interventions Rossella Marangio Abstract The long-lasting Somali conflict is profoundly linked to the country’s historical development and its socio-cultural specificities. The political milieu and the struggle for power in Somalia reflect the cleavage between tradition and modernity. This rift has led to a legitimacy vacuum, which has made it difficult for the warring parties to find enough common ground for a compromise. Furthermore, external influences, at both regional and international levels, have contributed to the fragmentation of the political arena, due notably to the emphasis on the use of force as the principal tool for acquiring or maintaining power. In this unfolding crisis, regional pressures and rivalries, international interventions, economic and strategic interests as well as piracy, corruption and Islamic extremism all play an interlocking role. In view of this, a new approach to the crisis is badly needed. The EU, in particular, should promote a new strategy based on three components: enhancement of social cohesion through local cooperation programmes, state-building and development. The present report is submitted pursuant to paragraph 22 of Security Council resolution 2275 (2016) and paragraph 44 of Council resolution 2297 (2016). It provides information on the implementation of those resolutions, including on the mandate of the United Nations Assistance Mission in Somalia (UNSOM) and challenges faced by the United Nations Support Office in Somalia (UNSOS) in carrying out its mandate. It covers major developments in Somalia during the period from 1 January to 30 April 2017. II. Political and security overview A. Political developments 2. The electoral processes for the leadership of the tenth Federal Parliament and for President of the Federal Republic of Somalia were major milestones on the country’s path to becoming a fully functional federal State with stable political institutions. Mohamed Sheikh Osman Jawari, Speaker of the previous Federal Parliament, was re-elected Speaker of the House of the People on 11 January, while Abdi Hashi Abdullahi was elected Speaker of the new Upper House on 22 January. 3. The election of Mohamed Abdullahi Mohamed “Farmajo” as President of the Federal Republic of Somalia on 8 February concluded the electoral process. The inauguration ceremony on 22 February was attended by the Prime Minister of Ethiopia, the Presidents of Djibouti and Kenya, and other senior officials and representatives of Member States and relevant organizations. 4. On 23 February, President Farmajo appointed as Prime Minister Hassan Ali Kheyre, who was endorsed by the Federal Parliament on 1 March. -

Somali People Ururka Horumarinta Dadka Displacement and Barakaciyaash Development Organization Somaaliyeed ee (SOPDDO) (SOPDDO) Contact E-mail: [email protected]/ [email protected]/ [email protected] INTRODUCTION AND BRIEF HISTORY OF SOPDDO ORGANIZATION After destroyed the central government of Somalia the conflict and consequences of disasters resulting in large scale under development, high levels of mortality and morbidity, large scale destruction of infrastructure including education and health facilities, and lack of access to livelihoods and education. This misfortune leaves thousands of Somali people in need of critical assistance and support every year. The population is highly mobile, primarily due to nomadic life styles; Food shortages and clan warfare increase the mobility through displacement. Somalia ranks amongst the poorest countries in the world and huge displaced people district to district region to region country to country caused to set up this organization named Somali People Displacement and Development Organization and it is a local NGO, nonprofit and nongovernmental organization operating in middle Shabelle, Banadir, Galgadud, Hiran, Bay and lower Shabelle regions of south and central Somalia, this organization formed for the resettlements, rehabilitation and development of the society and its name is abbreviated as (SOPDDO) and was established on 02/03/2008. SOPDDO was founded by a professional group of people from the different parts of the Somali society living in side and outside of the country. The main reason of its foundation was under difficult circumstance of development of the social services based on the unity and incorporation (amalgamation) of the Somali society and encourages the existence of never-ending peace through capacity building and constant orientation towards the human rights and protection. -

Situation report for acute watery diarrhoea/ cholera Epidemiological week 15 (10 – 16 April 2017) Cumulative key figures Highlights 10 – 16 April 2017 A total of 2,984 AWD/ cholera cases and 34 deaths (CFR– 1.1%) were reported during week 15 (10 – 16 April 2017) in 50 2,984 new cases in week 15 districts in 13 regions. Of these, 175 cases were reported from Iidale village(in-accessible) district Baidoa in Bay region, which 34 deaths (CFR–1.1%) in week 15 represents 5.9% of the total cases. There is a slight decrease in the number of new AWD/ cholera 51.9 % cases females cases and deaths reported – 2984 cases/ 34 deaths were 33.4% of cases are children under 5 recorded in week 15 compared to 3128 cases/ 32 deaths in years of age week 14. 50 districts reported AWD/ cholera New locations that have reported new AWD/ cholera cases cases and deaths are: Busul Village, Mintane, Saydhalow and Landanbal Village Baidoa district in Bay region, Abudwak Galinsor Village, Addado district Guriel Village, Dusmareb 28,408 cumulative cases since week 1 district in Galgadud region and Bulomarer Village district Kurtunwarey in Lower Shebelle region. Additional alerts were 558 cumulative deaths (CFR–2.0%) recorded from other regions or districts; verification by since week 1 to week 15 surveillance officers is ongoing. Situation update A total of 2984 AWD/ cholera cases and 34 deaths (CFR–1.1%) were reported during week 15 (10- to 16th April 2017) from 50 districts in 13 regions. Of these cases, 175 cases were reported from Iidale village district Baidoa in Bay which represents 5.9% of the total cases; Out of 10 stool samples collected from Bardere district, 6 have tested positive for Vibrio Cholerea. -

Article Monitoring Mogadishu Alice Hills University of Leeds, UK [email protected] Abstract Technology-based surveillance practices have changed the modes of policing found in the global North but have yet to influence police–citizen engagement in Southern cities such as Mogadishu, the capital of Somalia. Based on the role played by monitoring in Mogadishu’s formal security plan and in an informal neighbourhood watch scheme in Waberi district, this article uses a policy- oriented approach to generate insight into surveillance and policing in a fragile and seemingly dysfunctional environment. It shows that while watching is an integral aspect of everyday life, sophisticated technologies capable of digitally capturing real-time events play no part in crime reporting or in the monitoring of terrorist threats, and information is delivered by using basic and inclusive methods such as word of mouth, rather than by mobile telephones or social media. Indeed, the availability of technologies such as CCTV has actually resulted in the reproduction and reinforcement of older models of policing; even when the need to monitor security threats encourages residents to engage with the task of policing, their responses reflect local preferences and legacy issues dating from the 1970s and 2000s. In other words, policing practice has not been reconfigured. In Mogadishu, as in most of the world, the policing task is shaped as much by residents’ expectations as by the technologies available. Introduction It is often assumed that the use of technologies capable of monitoring or capturing real-time events enables people to become more engaged in surveillance and policing. -
