AUSTRALIAN EMBASSY PHNOM PENH MEDIA RELEASE 21 October 2016 VISIT OF AUSTRALIAN NAVY SHIP The Royal Australian Navy ship, HMAS WARRAMUNGA, will be visiting the Kingdom of Cambodia from 27 October to 31 October 2016. The visit reinforces the close links between Cambodia and Australia through the Australian Defence Cooperation Program and follows successful visits by Royal Australian Navy vessels in previous years, including the recent visit by HMAS PERTH in 2015. While in Sihanoukville, Royal Australian Navy personnel will visit the Royal Cambodian Navy Base at Ream where they will tour the base and share experiences with their Cambodian counterparts. The Australian crew look forward to the challenge of competing in a variety of sports against their Cambodian counterparts and visiting some of Cambodia's tourist destinations in the region before departure. The Commanding Officer of HMAS WARRAMUNGA, Commander Dugald Clelland RAN will be paying courtesy calls on the Governor of Sihanoukville province, His Excellency Yun Min, and the Commander of Ream Naval Base, His Excellency Vice Admiral Ouk Seyha. HMAS WARRAMUNGA is an Anzac Class frigate capable of air defence, surface and undersea warfare, surveillance, reconnaissance and interdiction. The ship can embark a multi role Sikorski S-70 Seahawk helicopter to enhance anti-submarine, anti-surface warfare and search and rescue capabilities. Defense Strategic Review 2002 On behalf of the Royal Government, I would like to express my most sincere congratulation for the successful creation of this Defense Strategic Review. It reflects the determination of the Ministry of National Defense and the High Command Headquarters to implement the Royal Government’s defense policy more successfully. I fully believe that this Defense Strategic Review 2002 will be an effective instrument for the successful implementation of the Royal Government’s reform policy, particularly the reform of the Armed Forces. It demonstrates the efforts made by the Royal Cambodian Armed Forces in building its reputation internationally. It also represents Cambodia’s commitment in promoting transparency and building confidence in security matters with all nations in the region. I totally support the measures and recommendations laid down by this document and request that it becomes widely understood within the RCAF and that it be released publicly in national and international circles. Hun Sen Prime Minister Foreword The establishment of a realistic defense policy has inevitably encountered difficulties, but what is infinitely more difficult is the implementation of this policy to achieve ultimate success. This has been to experience to date regarding the implementation of the principles of the White Paper 2000. The Defense Strategic Review 2002 contains further guidelines for H.E. General Tea Banh Senior Minister fulfilling the roles and tasks of the Co-Minister of National Defense Royal Cambodian Armed Forces (RCAF) productively and according to the current and future security environments. The Outlook has been developed based on studies, research and analyses on the evolution of the security situation and results already achieved in military reform.

SPECIAL REPORT Mice that roar: Patrol and coastal combatants in ASEAN Dr John Coyne, Ashleigh Sharpe and Dione Hodgson August 2018 About the authors Dr John Coyne joined ASPI as the Senior Analyst for the Border Security Program in February 2015. John comes to ASPI from the Australian Federal Police, where he worked on transnational serious organised crime, national security and counterterrorism. Over the past 20 years, he has been an intelligence professional at tactical, operational and strategic levels in a range of military, regulatory, national security and law enforcement organisations. During that period, he has worked extensively in the ASEAN region, delivering a range of bilateral research projects. His more recent work in this area has focused on enhancing multilateral ASEAN information exchange regarding non-traditional illicit commodity flows. John’s border security research interests include intelligence, private–public sector cooperation in the border environment and the integration of border security operations. Ashleigh Sharpe and Dione Hodgson were ASPI Interns. AUSTRALIAN EMBASSY PHNOM PENH MEDIA RELEASE VISIT TO SIHANOUKVILLE CAMBODIA BY ROYAL AUSTRALIAN NAVY SHIP HMAS DARWIN The Royal Australian Navy ship, HMAS DARWIN, will be visiting the Royal Kingdom of Cambodia from 22 September 2009 to 26 September 2009. This visit reinforces the close links between Cambodia and Australia through the Australian Defence Cooperation Program and follows successful visits by Royal Australian Navy vessels in previous years: HMAS Bathurst April 2009, HMAS ADELAIDE in May 2007 and August 2005, HMAS TOOWOOMBA in April 2006, HMAS DARWIN in October 2004, HMAS DUBBO and HMAS GERALDTON in September 2004, and HMAS GASCOYNE and HMAS NORMAN in May 2003. While in Sihanoukville, Royal Australian Navy personnel will visit the Royal Cambodian Navy Marine Base at Ream and provide specialist training and support in the use of ship maintenance equipment provided by Australia. As in previous years, the Australian crew will also compete in a variety of sports against the Royal Cambodian Navy and the Cambodian National Volleyball League (Disabled). Crew members of HMAS DARWIN will also be providing light engineering support to a local orphanage in Sihanoukville and a small team will also provide support to the Royal Cambodian Armed Forces College of Social Sciences and Languages in Phnom Penh. The Commanding Officer of HMAS DARWIN, Commander Chris Smith, will be paying courtesy calls on the Governor of Sihanoukville, His Excellency Sbaong Sarath, and the Commander of Ream Naval Base His Excellency Rear Admiral Ouk Seiha. HMAS Darwin is an Adelaide Class Long-Range Escort Frigate that undertakes roles including air defence, anti submarine warfare, surveillance, reconnaissance and interdiction.

The White Paper highlights the prospect of the COVID- 19 pandemic intensifying great power competition over the regional and international orders and draws attention to Chinese “propaganda” and “disinformation” during the pandemic. The document’s publication comes in the wake of increased Chinese “grey zone” operations in the East China Sea, changing dynamics in the Korean Peninsula, and the renewed domestic debate on strike capability following Defence Minister Kono Taro’s decision to cancel the planned acquisition and deployment of the land-based Aegis Ashore system. The US-Japan alliance, based on the US-Japan Security Treaty, which marked its 60th anniversary in 2020, continues to remain a core pillar of Japan’s defence. The White Paper expresses Japan’s “grave” concern about China’s “relentless” unilateral attempts to change the status quo around the contested Senkaku Islands. That Japan’s threat perception vis-à-vis China has steadily increased in recent years is evident from the fact that the 2019 white paper expressed “serious security concern”, and the 2018 iteration “strong security concerns”, while referring to China’s attempts to alter the status quo.

With the dynamics of global, regional, and national strategic environmental conditions, the second track diplomacy model is a step that considered to be effective and efficient in finding solutions in every problem between countries. The Indonesian Navy, which, according to Kent Booth, has one of its functions in carrying out diplomacy, has carried out several diplomatic steps. As an archipelago that has land and sea borders with ten neighboring countries, to prioritize this second track diplomacy model is necessary. Considering the vast territory of Indonesia's territorial sea, a method of maritime defense strategies can apply this diplomacy model. In writing this article, the author uses a literature study by gathering various information from various sources, then the theory used in conducting discussions and analysis with the theory of Barry Buzan. This article concludes an input and recommendations for policymakers to prioritize second track diplomacy in solving various existing problems, especially in Indonesia's sea border region with neighbor in countries.
