Bearing 262 distance 700.” PBYs could carry a crew of eight or nine and were powered by two Pratt & Whitney R-1830-92 radial air-cooled engines at 1,200 horsepower each. The aircraft was 104 feet wide wing tip to wing tip and 63 feet 10 inches long from nose to tail. Catalinas were patrol planes that were used to spot enemy submarines, ships, and planes, escorted convoys, served as patrol bombers and occasionally made air and sea rescues. Many PBYs were manufactured in San Diego, but Reid’s aircraft was built in Canada. “Strawberry 5” was found in dilapidated condition at an airport in South Africa, but was lovingly restored over a period of six years. It was actually flown back to San Diego halfway across the planet – no small task for a 70-year old aircraft with a top speed of 120 miles per hour. The plane had to meet FAA regulations and was inspected by an FAA official before it could fly into US airspace. Pearl Harbor And Wake Island In September 1941, I was assigned to Fleet Oiler USS NECHES AO5 for duty in San Diego, CA. Soon after boarding, we got underway for refueling exercises, with trips taking us to Alaska, Pearl Harbor, and Midway Island. On 28, November 1941, we departed from San Diego, towing a Destroyer bound for Pearl Harbor. on the morning of 7, December, we received a radio message "air Raid" Pearl Harbor, This is no drill. Captain Fletcher C.O. in "NECHES" gave immediate orders for us to sink the Destroyer in tow. It took us a long time to sink it be cause we were short on live ammunition and ordered to use inert 3"/50 caliber "Loading Drill" (Brass) ammunition. We fired all rounds below the water line, when the Destroyer rose on each swell. This was probably the only time that a USN Destroyer was sunk by another USN ship. We entered "Pearl" on the morning of" 10, December and couldn't believe our eyes, "Total devastation" was every where. At the entrance to the harbor, I saw three green "Zeros' that had been shot down. The water in the harbor was covered with a thick blanket of fuel oil and countless boats were running in all directions. Three colors are still memorable, "Black, "White" and "Red", Black was the color of the White uniforms of dead sailors covered with oil, Red was the color of blood soaking the bodies that were stacked like cordwood on 40' motor launches being taken ashore for burial. After tying up, we were ordered to assign men for guard duty at "Ten/Ten dock. -

Defense Strategic Review 2002 On behalf of the Royal Government, I would like to express my most sincere congratulation for the successful creation of this Defense Strategic Review. It reflects the determination of the Ministry of National Defense and the High Command Headquarters to implement the Royal Government’s defense policy more successfully. I fully believe that this Defense Strategic Review 2002 will be an effective instrument for the successful implementation of the Royal Government’s reform policy, particularly the reform of the Armed Forces. It demonstrates the efforts made by the Royal Cambodian Armed Forces in building its reputation internationally. It also represents Cambodia’s commitment in promoting transparency and building confidence in security matters with all nations in the region. I totally support the measures and recommendations laid down by this document and request that it becomes widely understood within the RCAF and that it be released publicly in national and international circles. General Tea Banh Senior Minister fulfilling the roles and tasks of the Co-Minister of National Defense Royal Cambodian Armed Forces (RCAF) productively and according to the current and future security environments. The Outlook has been developed based on studies, research and analyses on the evolution of the security situation and results already achieved in military reform. -

AUSTRALIAN EMBASSY PHNOM PENH MEDIA RELEASE 21 October 2016 VISIT OF AUSTRALIAN NAVY SHIP The Royal Australian Navy ship, HMAS WARRAMUNGA, will be visiting the Kingdom of Cambodia from 27 October to 31 October 2016. The visit reinforces the close links between Cambodia and Australia through the Australian Defence Cooperation Program and follows successful visits by Royal Australian Navy vessels in previous years, including the recent visit by HMAS PERTH in 2015. While in Sihanoukville, Royal Australian Navy personnel will visit the Royal Cambodian Navy Base at Ream where they will tour the base and share experiences with their Cambodian counterparts. The Australian crew look forward to the challenge of competing in a variety of sports against their Cambodian counterparts and visiting some of Cambodia's tourist destinations in the region before departure. The Commanding Officer of HMAS WARRAMUNGA, Commander Dugald Clelland RAN will be paying courtesy calls on the Governor of Sihanoukville province, His Excellency Yun Min, and the Commander of Ream Naval Base, His Excellency Vice Admiral Ouk Seyha. HMAS WARRAMUNGA is an Anzac Class frigate capable of air defence, surface and undersea warfare, surveillance, reconnaissance and interdiction. The ship can embark a multi role Sikorski S-70 Seahawk helicopter to enhance anti-submarine, anti-surface warfare and search and rescue capabilities. CHAPTER 5 GUADALCANAL—PACIFIC HINGE-PIN RILE events moved towards a clash at the southern end of the key W island chain, similar moves at the northern end—in the Bismarc k Archipelago and New Guinea—laid the future 's foundations there. The Japanese stronghold at Rabaul, with the subsidiary bases at Lae, Salamaua , Gasmata, Kavieng, Finschhafen, Buka, Faisi, Lorengau and Kieta, were a constant and growing threat to Allied communications and to Australia's northern defences . At this period Rabaul, headquarters of 8th Base Force , which was responsible for the defence of the area, was the only majo r Japanese command of land-based air forces maintaining heavy and con- tinuous air action against the enemy . Here the 25th Air Flotilla, under the command of Rear-Admiral Yamada, concentrated its full strength agains t Port Moresby in frequent attacks, usually with heavy formations of 27 o r more bombers escorted by an equal number of Zero fighters .' The expansion of existing Allied aerodrome facilities was considere d the best method of countering this threat . To an extent the Japanese were at a disadvantage in that Truk, their nearest base to Rabaul, was sea - separated from them by some 700 miles, and their home bases were mor e than three times that distance away . All supplies and reinforcements , including fighter aircraft, were of necessity seaborne, and replacement s took from two to three weeks . Australia could reinforce New Guinea more rapidly, and her seaborne communications (Townsville to Milne Bay o r Moresby approximately 600 miles) could be under good air protectio n after the provision of suitable airfields . -

SPECIAL REPORT Mice that roar: Patrol and coastal combatants in ASEAN Dr John Coyne, Ashleigh Sharpe and Dione Hodgson August 2018 About the authors Dr John Coyne joined ASPI as the Senior Analyst for the Border Security Program in February 2015. John comes to ASPI from the Australian Federal Police, where he worked on transnational serious organised crime, national security and counterterrorism. Over the past 20 years, he has been an intelligence professional at tactical, operational and strategic levels in a range of military, regulatory, national security and law enforcement organisations. During that period, he has worked extensively in the ASEAN region, delivering a range of bilateral research projects. His more recent work in this area has focused on enhancing multilateral ASEAN information exchange regarding non-traditional illicit commodity flows. John’s border security research interests include intelligence, private–public sector cooperation in the border environment and the integration of border security operations. Ashleigh Sharpe and Dione Hodgson were ASPI Interns. After Receiving This Heavy Damage on August 8, 1942, Lieutenant
force, Rear Admiral Richmond Kelly Tumer, "insisted the cripple (Jarvis) take an escort" (Shaw, p 123) while enroute for repairs. It is assumed that the Jarvis never received Admiral’s Turners orders due to the damage to her communications systems. This escort ship was to be the destroyer mine sweeper Hovey. When the Hovey went to look for the Jarvis at its last-known anchorage, the ship could not be found. Dense rain and gunfire also hindered and distracted the efforts of the Hovey to locate the Jarvis. Why the Disappearance of the Jarvis Remained A Mystery for Seven Years After leaving for repairs the Jarvis appeared to have disappeared. A search of the area by Navy planes did not reveal any trace of the Jarvis, and there had been no communication from the Jarvis indicating what route she had planned to take. What was known was that at about 3:25 am on August 9th, the Jarvis had refused aid from USS Blue (DD-378). After daybreak on August 9, Figure 9: Lieutenant Commander Graham the last 1942 a scout plane from the carrier Saratoga sighted the Commanding Officer of the Jarvis.
