These sites will accommodate the growth needed to ensure that our Borough remains a vibrant and prosperous place to live in the future and which provides homes and employment opportunities, shopping and community facilities for today and for the future. Our Borough has distinctive characteristics which we need to ensure are maintained, within Tunbridge Wells and the smaller towns and villages and we have an exceptional rural environment with Green Belt and a large Area of Outstanding Natural Beauty making this a very special place to live and work. Despite this being a difficult economic climate we have to look forward and plan for the future, tempering that with realism. We need to balance the need for growth with ensuring that we protect our environment too, both the natural and historic and at times there will be conflict as we need to balance the needs of all sectors of our community in a sustainable way. The Ministerial foreword to the National Planning Policy Framework says that ‘Sustainable’ means “better lives for ourselves does not mean worse lives for future generations” and this DPD seeks to provide the growth needed for ourselves and our children in what we believe to be a sustainable way. Whilst the levels of growth have already been set in the Core Strategy and tested through Public Inquiry, we still need your input as to the specific sites where the growth should go. We want you to be involved and to tell us your opinions so please take this opportunity to help shape our future by providing your feedback on the sites we have identified. Not only do we want to hear your views on what we believe to be the best options, we also need to know if you think we have not got this right. There is a lot of supporting information which you can find on our website which sets out why we have chosen the sites and places so do have a look at the other locations we have considered too. A separate Development Plan Document will be published during the next year which will also be consulted upon to ensure we have the right planning policies to manage development proposals in the future. These Development Management policies will concentrate on how development should be delivered, what it should look like and what type of uses are appropriate in what locations and will be of key importance in determining planning applications in the future. Councillor Alan McDermott Planning & Transportation Portfolio Holder Tunbridge Wells Borough Local Development Framework 18 March to 24 May 2013 Site Allocations Development Plan Document Consultation Draft How to Get Involved This document, the Site Allocations Development Plan Document Consultation Draft, sets out draft proposals for sites to be developed for the period to 2026. The document looks across the whole of the Borough and includes chapters on Royal Tunbridge Wells and Southborough, the Green Belt and Rural Fringe, Paddock Wood, Cranbrook, Hawkhurst and the Villages and Rural Areas. Comments are welcomed on these proposals. There are three ways to make comments on this consultation document: If you wish to make comments on a particular Policy, or a site within a Policy, please click on the 'add comments' tab at the top of that particular Policy. The Policies appear within the document in purple boxes. If you wish to make comments about a site that it is not proposed to allocate, please click on the 'add comments' tab at the beginning of the section called Appendix 1. The sites that it is not proposed to allocate appear in the Site Assessment Templates which form Appendix 1 of the document. These templates are published separately and you can find the templates for each settlement under the Supporting Documents tab on the main 'landing' page of the consultation, or you can open them by clicking on the links in Appendix 1 within the document. If you wish to make any other general comments on any part of the document, please click on the 'add comments' tab at the beginning of the particular section you wish to comment on. The consultation on this document runs from 18 March to 24 May 2013. For comments to be considered they must be submitted to the Council before midnight on 24 May 2013. Comments can be made in a number of ways, as set out below. Via the consultation portal The consultation draft and supporting documents can be viewed, and comments made directly online, using the Council's consultation portal at http://consult.tunbridgewells.gov.uk. Using a response form Alternatively, a response form (for filling in electronically or printing out) can be downloaded from the Council's website at www.tunbridgewells.gov.uk/allocations or you can request a paper copy by phoning 01892 554056. This is one of the documents identified in the Council's Local Development Framework (LDF), Core Strategy (adopted 2010) and Local Development Scheme (LDS). 1.2 The Council has already prepared and adopted a long-term strategy document, called the Core Strategy (2010), which sets out how much development of each main type will take place and broadly where it will go. The main purpose of this Site Allocations document is to allocate land for housing, employment, retail and other land uses to meet the needs of the communities within Tunbridge Wells Borough to 2026 and beyond, following the strategic objectives and sustainable development objectives as set out within the Core Strategy. The document also identifies areas requiring continued protection from development. 1.3 The DPD has been written in accordance with the adopted Core Strategy and its approach to settlement growth and identifies specific sites where it is proposed that new homes, employment and retailing and, where appropriate, supporting community facilities, should be built.
