The predominant linespeed is 60mph with some &RDVW %7+ permanent speed restrictions across the route. There are a large and diverse range of services operating on the route. The main operator is Southeastern Trains, who operate both suburban and Main Line services from a variety of locations in Kent and south east London. Thameslink manage stations on the Catford Loop line and operate services to London Blackfriars and beyond. The opening of the final phase of the East London Line service in December 2012 saw an additional 4tph between Clapham Junction and Highbury & Islington which also traverse this busy route. There are also regular freight services across the route to/from facilities at Angerstein Wharf and the Isle of Grain as well as the Channel Tunnel. Services operated jointly between Southeastern Trains and First Capital Connect were be subsumed within the Thameslink, Southern & Great Northern franchise in 2014, won by Govia Thameslink Railway (GTR), and now operate as Thameslink branded services. Integrated Ticketing is defined as the incorporation of one ticket that includes sur- face access to/from an airport and the airplane ticket itself using one transaction. Integrated ticketing may consider surface access journeys both to the origin airport and from the destination airport. We recognise that some of the methods of inte- grated ticketing might not be truly integrated (such as selling rail or coach tickets on board the flight), but such examples were included in the report to reflect that these exist and that the customer experience in purchasing is relatively seamless.

This study sets out a 30-year vision for this area of the rail network. It primarily focuses on rail industry Control Period 6 (2019-2024) to inform Government investment decisions for this time frame, but also considers growth in demand for rail travel to 2043. Consultation responses are being welcomed on any of the ideas and interventions set out in the study. The study will inform future decisions about rail infrastructure and rail service planning as well as the capacity of major stations, rather than specific timetable, service quality and station access issues which are concerns for the rail franchisee. Key issues highlighted in the County Council response include: support for investment to expand capacity for the Brighton Main Line; a request for further investment in rail infrastructure away from routes to London to support a balanced economy; support for analysis undertaken within the Study into the Arundel Chord scheme and provision of an improved journey times along the West Coastway route; and requests for greater attention to be made to level crossing and car parking issues within the study. Recommendation The Cabinet Member for Highways and Transport approves West Sussex County Council’s consultation response, contained in Appendix A of the report, for submission to the Network Rail draft South East Route: Sussex Area Route Study.

    Annex SCHEMES TO BE PROGRESSED IF DEVELOPER FUNDING IS SECURED March 2009 Background This document is called “Schemes to be progressed if developer funding is secured” and is also known as the “Blue Book”. In line with latest national guidance (see below), County and District Councils have developed a structured approach to the identification of transport needs related to development proposals. This aims, in particular, to improve the link between meeting the needs of development and the aims of the Local Transport Plan. The County Council’s Works Programme and Forward Programme are produced annually to list the highways and transport schemes to be progressed with the funds available. This year, the Forward Programme has been extended to include schemes that have been identified, in liaison with the Local Planning Authorities, as meeting LTP objectives but that cannot be progressed within available funding. Developer contributions will be sought towards these schemes, where they are seen to meet the needs of development proposals. This extended Forward Programme has been subject to consultation and will be supported by District Councils and used to assist the development control process. The programme will be updated each year and it is intended to engage wider community interests in developing and updating the programme in future years. Planning Context Planning Policy Guidance Note 13 : Transport requires authorities to demonstrate a linkage between land use planning and transport policies and objectives. PPG13 recognises that: • Local Transport Plans have a central role in co-ordinating and improving local transport provision and should relate to measures which form part of the local approach to the integration of planning and transport.
