Through its Growth Strategy, the Northern Way has identifi ed the vital role that enhancement and improvement of the North’s transport system will play if this productivity gap is to be bridged. Improvements are the key to effi cient labour markets, to giving good access to employment opportunities and to delivering the connectivity that a resurgent northern economy will require. -
Tees Valley Giants
5TEES VALLEY GIANTS TEES VALLEY GIANTS A series of five world-class art installations matched only in scale by the ambition of Tees Valley Regeneration in its instigation of the project. Temenos is the first iteration of the five sculptures that will combine as the world’s largest series of public art - the Tees Valley Giants. The epically scaled installations created by Turner Prize winning sculptor Anish Kapoor and pioneering structural designer Cecil Balmond, will soon grace the Tees Valley, with the first of these, Temenos, located at Middlehaven, Middlesbrough. Over the next decade four more structures will be located within each of the other four Tees Valley boroughs: Stockton, Hartlepool, Darlington and Redcar and Cleveland. Although each work is individually designed and specific to its location, the structures will be thematically related, visually linking the Tees Valley and highlighting the ambition for social, cultural and economic regeneration of the Tees Valley as a whole. Massive in impact, scale and world status, Tees Valley Giants is symbolic of the aspiration and ongoing commitment of Tees Valley Regeneration to enhance the way in which the Tees Valley is viewed and experienced. TEMENOS Temenos Greek, meaning ‘land cut off and assigned as sanctuary or holy area.’ Temenos is a bold contemporary artwork which also recalls the heritage of Middlesbrough and the Tees Valley. Its construction will call on the traditional twin skills of the region: precision engineering and heavy industry. Standing at a height of nearly 50 metres and spanning almost 120 metres in length, Temenos will stand shoulder-to-shoulder with Middlesbrough’s landmark Transporter Bridge. -

York is a tourist‐oriented city with its Roman and Viking heritage, 13th century walls, Gothic cathedrals, railroad station, museum‐gardens an unusual dinner served in a pub, and shopping areas in the Fossgate, Coppergate and Piccadilly area of the city. Brief History of York According to <historyofyork.org> (an extensive historical source), York's history began with the Romans founding the city in 71AD with the Ninth Legion comprising 5,000 men who marched into the area and set up camp. York, then was called, "Eboracum." After the Romans abandoned Britain in 400AD, York became known as "Sub Roman" between the period of 400 to 600AD. Described as an "elusive epoch," this was due to little known facts about that period. It was also a time when Germanic peoples, Anglo‐Saxons, were settling the area. Some archaeologists believe it had to do with devasting floods or unsettled habitation, due to a loss of being a trading center then. The rivers Ouse and Foss flow through York. <historyofyork.org> Christianity was re‐established during the Anglo‐Saxon period and the settlement of York was called "Eofonwic." It is believed that it was a commercial center tied to Lundenwic (London) and Gipeswic (Ipswich). Manufacturing associated with iron, lead, copper, wool, leather and bone were found. Roman roads made travel to and from York easier. <historyofyork.org> In 866AD, the Vikings attacked. Not all parts of England were captured, but York was. -

Northern Powerhouse factsheet Key figures on the city regions in the Northern Powerhouse June 2015 Introduction The idea of a ‘Northern Powerhouse’ was first introduced in June 2014 by the Chancellor of the Exchequer, George Osborne, in a speech in Manchester. He made the case that the lack of economic and physical connections between the cities and city regions of the North of England was holding back their growth, with significant implications for the national economy. In the Chancellor’s own words: “the whole is less than the sum of its parts…so the powerhouse of London dominates more and more.” For Osborne, the solution to this challenge is the creation of a Northern Powerhouse – “not one city, but a collection of northern cities - sufficiently close to each other that combined they can take on the world.” Since the Chancellor’s initial speech, a raft of interventions have been announced to help turn the rhetoric of a Northern Powerhouse into reality – including the Greater Manchester Devolution Deal, Transport for the North, and the Northern Transport Strategy. With the creation of a Northern Powerhouse set to be a key priority for the new Government, this briefing sets out the current economic profile of the key city regions across the North and compares their performance with that of London and of the UK as a whole. PURPOSE OF REPORT 1.1 To update the Combined Authority on the work being conducted by Transport for the North, including; 1.2 An update on the work being done by both the Liverpool City Region and Transport for the North to make the case for Northern Powerhouse Rail and an enhanced High Speed 2 link to Liverpool. 2. RECOMMENDATIONS 2.1 It is recommended that the Liverpool City Region Combined Authority note the report. 3. BACKGROUND 3.1 Transport for the North and Northern Powerhouse Rail 3.1.1 Transport for the North (TfN) is the first statutory sub-national transport body in the United Kingdom, officially receiving its statutory powers on 1stApril 2018. TfN brings together 19 local transport authorities (including four Mayoral Combined Authorities and two Combined Authorities), enabling the North to speak with one voice on the transport infrastructure investment needed to deliver transformational growth and rebalance the UK economy. 3.1.2 The 2016 Northern Powerhouse Independent Economic Review (NPIER - https://www.transportforthenorth.com/wp-content/uploads/Northern- Powerhouse-Independent-Economic-Review-Executive-Summary.pdf) identified that transformed transport connectivity – both between the North‟s core cities and elsewhere across the North – would be a key enabler for transformed economic growth. 3.1.3 Northern Powerhouse Rail (NPR) has been identified as a key way of achieving the transformed passenger connectivity between cities, with the NPR conditional outputs emulating the levels of frequency and journey time achieved in economically successful areas elsewhere in the world. -

The plan covers rail, highway, airport, freight and integrated transport. Rail plan to address: journeys too slow – particularly east to west overcrowding infrequency of services poor rolling stock – access for all peak times – overcrowding north to south Northern Hub and Electrification is the 1st phase of the Northern Powerhouse ~ £2BN investment.
