report meeting CABINET date 23 JULY 2003 agenda item no REPORT OF THE CABINET MEMBER FOR ENVIRONMENT SOUTH NOTTS RAIL NETWORK REVIEW : THE RECOMMENDED STRATEGY Purpose of Report 1. To seek approval for the findings of the review of the South Notts Rail Network (SNRN) undertaken by Arup Consultants and to advise on the progression of the recommended strategy. Background The Existing SNRN Strategy 2. Both local and longer distance passenger rail services in the Greater Nottingham travel to work area were heavily affected during the Beeching era of the 1960s which saw the termination of a number of routes and the closure of many stations. The legacy of that era remains apparent today. The travel to work area is estimated to be the eighth largest in the UK outside London yet under 1% of commuting trips to the City Centre are by rail – a significantly lower proportion than in other major conurbation areas, where, typically, equivalent figures are between 10 and 20%. This reflects the relative dearth of routes, stations, and services to accommodate demands for travel within the Greater Nottingham area, and a lack of investment for upgrading rail facilities over many years. In addition Greater Nottingham’s present regional links are poor with the possible exception of the London corridor. 3. The current SNRN strategy was formulated in the early 1990s when it was known as the Greater Nottingham Area Rail Development Strategy (GNARDS). The strategy (shown diagrammatically in Appendix 1) envisaged the provision of two new main routes, for cross-conurbation shuttle services: S Ilkeston – Nottingham Station (via the Trowell-Radford route) and thence to either Gedling (using the former colliery line) or Bingham; 1 S Sandiacre – Nottingham Station (via Long Eaton, Attenborough and Beeston) and thence to either Gedling or Bingham. -

5TEES VALLEY GIANTS TEES VALLEY GIANTS A series of five world-class art installations matched only in scale by the ambition of Tees Valley Regeneration in its instigation of the project. Temenos is the first iteration of the five sculptures that will combine as the world’s largest series of public art - the Tees Valley Giants. The epically scaled installations created by Turner Prize winning sculptor Anish Kapoor and pioneering structural designer Cecil Balmond, will soon grace the Tees Valley, with the first of these, Temenos, located at Middlehaven, Middlesbrough. Over the next decade four more structures will be located within each of the other four Tees Valley boroughs: Stockton, Hartlepool, Darlington and Redcar and Cleveland. Although each work is individually designed and specific to its location, the structures will be thematically related, visually linking the Tees Valley and highlighting the ambition for social, cultural and economic regeneration of the Tees Valley as a whole. Massive in impact, scale and world status, Tees Valley Giants is symbolic of the aspiration and ongoing commitment of Tees Valley Regeneration to enhance the way in which the Tees Valley is viewed and experienced. TEMENOS Temenos Greek, meaning ‘land cut off and assigned as sanctuary or holy area.’ Temenos is a bold contemporary artwork which also recalls the heritage of Middlesbrough and the Tees Valley. Its construction will call on the traditional twin skills of the region: precision engineering and heavy industry. Standing at a height of nearly 50 metres and spanning almost 120 metres in length, Temenos will stand shoulder-to-shoulder with Middlesbrough’s landmark Transporter Bridge. -

Network Rail completes major work on £1.5billion Midland Main Line Upgrade May 18, 2021 Network Rail has completed the biggest improvements to the Midland Main Line since it was built, meaning more seats, faster journeys and more reliable services for passengers travelling between the East Midlands and London. In the latest stage of the upgrade, teams have carried out vital work to install new overhead line equipment between Bedford and Corby, as well as improvements to station platforms and major work to upgrade bridges on the route – to make way for electrification between London St Pancras International and Corby. All of this work means there will be 50% more seats for passengers travelling at peak times between Corby and London. The new train timetable was introduced last Sunday (16 May), and East Midlands Railway launched its new all-electric service between Corby and London St Pancras International, providing a sixth train per hour. The upgrade, along with the new timetable, also boosts the number of seats on services across the East Midlands and cuts travel time between London and Derby, Leicester, Sheffield and Nottingham. It’s hoped the improvements will take more cars off the roads, as COVID restrictions ease and passengers return to the railway. Electric trains are quieter and much better for the environment that diesel trains. They produce almost 80% less carbon, benefitting people who live and work near the railway. Gary Walsh, Route Director for Network Rail’s East Midlands route, said: “As passengers return to the railway, it’s great to be welcoming them back with the biggest improvements in a generation on the Midland Main Line. -

This measures how many trains are cancelled or are more than 29 minutes late at their terminating station. MAA – Moving Annual Average. PPM – Public Performance Measure. This is the percentage of trains that arrive at their terminating station within five minutes (for commuter services) or ten minutes (for long distance services) of when they were due. Reduction in railway work complaints measure – We believe that the number of complaints that we receive from the public about our work could be reduced if we improve how we inform people about work due to take place, and ensure all our staff behave considerately towards those living and working close to the railway. Each route is therefore aiming to reduce the number of complaints it receives in the coming year.
