Sporočilo predsednika o sklepih koordinatorjev Predsednik je sporočil, da bo imel odbor AFET dve postopkovni glasovanji o dveh sklepih, sprejetih na seji koordinatorjev 2. aprila 2020, ki jima nasprotuje skupina ID: 1. sklep iz točke II.A:. Imenovanje stalnih poročevalcev in sklep o imenovanju poročevalcev za 0 točk 2. sklep iz točke II.C. 2: Samoiniciativna poročila (INI) – dodelitev drugih PV\1207970SL.docx PE653.854v01-00 SL Združena v raznolikostiSL samoiniciativnih poročil. 4. Sporočila predsednika Predsednik je sporočil, da je rok za predloge sprememb k osnutku mnenja o enakosti spolov v zunanji in varnostni politiki EU (2019/2167 (INI) – poročevalka Hannah Neumann) 8. maj 2020 ob 12:00. *** Glasovanje *** Predsednik je napovedal štiri točke, o kateri bodo člani glasovali na dveh glasovanjih: – Dve postopkovni glasovanji o sklepu koordinatorjev z dne 2. aprila 2020, ki jima nasprotuje skupina ID (člen 214), o imenovanju stalnih poročevalcev in poročevalcev za spremljanje odbora AFET ter o samoiniciativnih poročilih odbora AFET, ki niso samoiniciativna poročila o COVID-19. – Osnutek poročila o smernicah za proračun za leto 2021 – oddelek III – 2019/2213(BUD). – Osnutek priporočila o Zahodnem Balkanu pred vrhom maja 2020 - 2019/2210(INI). Sporočila predsednika *** Izidi glasovanja *** Predsednik je razglasil izid prvega glasovanja: – postopkovno glasovanje o sklepu koordinatorjev z dne 2. aprila 2020, ki mu nasprotuje skupina ID (člen 214), da se potrdi sklep koordinatorjev o imenovanju stalnih poročevalcev in poročevalcev za spremljanje odbora AFET — 59 glasov za, 7 glasov proti in 2 vzdržana; – postopkovno glasovanje o sklepu koordinatorjev z dne 2. aprila 2020, ki mu nasprotuje skupina ID (člen 214), da se potrdi sklep koordinatorjev o drugih samoiniciativnih poročilih (ki niso poročila o COVID-19) — 60 glasov za, 8 glasov proti in 1 vzdržan; – osnutek poročila o smernicah za proračun za leto 2021 – oddelek III – 2019/2213(BUD) - spremenjen; – osnutek priporočila o Zahodnem Balkanu pred vrhom maja 2020 - 2019/2210(INI) - spremenjen. *** Glasovanje *** Predsednik je preveril sklepčnost za drugo glasovanje in začel končno glasovanje na daljavo o: – končnem glasovanju o osnutku poročila o smernicah za proračun za leto 2021 – oddelek III – 2019/2213(BUD), ki je bil spremenjen med prvim glasovanjem; – končnem glasovanju o osnutku priporočila o Zahodnem Balkanu pred vrhom maja 2020 - 2019/2210(INI), ki je bil spremenjen med prvim glasovanjem. *** Konec elektronskega glasovanja *** Seja je bila prekinjena ob 14.03 in se je nadaljevala ob 15.03. Skupaj s Pododborom za človekove pravice Seja se je nadaljevala pod vodstvom predsednice Marie Arena. 9. Izmenjava mnenj z visokim predstavnikom Unije za zunanje zadeve in varnostno politiko in podpredsednikom Komisije Josepom Borellom o skupnem sporočilu in akcijskem načrtu EU za človekove pravice in demokracijo za obdobje 2020–2024 (udeležba na daljavo) Govorili so: Maria Arena, Isabel Wiseler-Lima, María Soraya Rodríguez Ramos, Isabel Santos, Thierry Mariani, Hannah Neumann, Ryszard Czarnecki, Miguel Urbán Crespo, Josep Borrell. 10. Sporočila predsednika Predsednik je razglasil izid drugega glasovanja: – Osnutek poročila o smernicah za proračun za leto 2021 – oddelek III – 2019/2213(BUD) Sprejeto s 51 glasovi za, 14 glasovi proti in 5 vzdržanimi. – Osnutek priporočila o Zahodnem Balkanu pred vrhom maja 2020 - 2019/2210(INI) Sprejeto s 58 glasovi za, 7 glasovi proti in 5 vzdržanimi. 11.     PES Council Resolution Approved by the PES Council in Lisbon on 1 December 2017 PES 2019 Common Candidate roadmap For the first time, on 1 March 2014, a pan-European common candidate was designated by a pan-European party, the Party of European Socialists. This was a revolution in the context of the European election, and an ambitious step for a reinforced European democracy. For the first time in its history, European citizens could vote for a majority in the European Parliament not only through national political parties’ lists, but also with a European common candidate for each family, and its leader would become the president of the European Commission. This new democratic path was initiated by the PES, and we should be proud of having lead the way to other European parties After the European elections to the European Parliament in 2009, and after several discussions among our member parties, the PES decided to include this procedure in the PES Statutes by the 8th PES congress in 2009 in Prague in the following terms: Article 25 of the PES statutes foresee that “The Election Congress shall: - elect the PES common Candidate to the European Commission Presidency, through an open, transparent and democratic competitive process; - adopt the PES Manifesto for the European elections.” Therefore, we agreed to prepare the 2014 European elections by nominating one common candidate on behalf of the PES family for the position of President of the European Commission. Next year, the 2010 PES Council in Warsaw adopted a resolution establishing a Working Group led by PES Treasurer Ruairi Quinn to develop a democratic and transparent nomination procedure for election our common candidate.

    Joint letter on the Human rights situation in Guinea To the attention of High Representative of the Union for Foreign Affairs and Security Policy Josep Borrel Brussels, 8th April 2021 Dear High Representative Borrel, On March 22, 2020, Guinea experienced one of the most contested, violent and least democratic elections in its history. The double legislative and referendum ballots took place with a very strong involvement of the military and paramilitary forces, in a context of sharp political tensions and a health crisis. No argument of legality, legitimacy, expediency, morality - not even those inherent to public health - could bend the Guinean President in his determination to organize his constitutional referendum in order to grant himself an illegal third term. And yet, there was no lack of goodwill to dissuade him from doing so. Unfortunately, Mr. Alpha Condé has remained deaf to all the calls for dialogue launched, from the inside, by the Union of the Guinean Clergy (UCG), the Interfaith Council, the regional coordinations, and, from the outside, by the ECOWAS, AU, OIF, EU, UN, France, US and UK. The double referendum and legislative ballot wanted by Mr. Alpha Condé was organized, in violation of the Constitution and electoral laws, with a tailor-made file, in a context of unprecedented violence that resulted in the death of 99 people, including about thirty buried overnight in the forest in mass graves in Nzérékoré, hundreds of wounded, thousands of arrests and massive destruction of property. It was practically under the same conditions of violence and violations of the Electoral Code that the presidential election of October 18, 2020 was organized.

Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality. In this context, it is key to acknowledge the role of gaseous fuels.

    Federica Mogherini, European External Action Service 1046 Brussels Belgium February 6th 2015, Brussels Dear HR/VP Federica Mogherini, We are writing to you with grave concern with regards to an incident of mass rape, committed by the Sudanese Army in Darfur in October-November 2014. The UN and African Union Peace Keeping Force stationed in the region, UNAMID, failed to report on the incident, or take appropriate action. These failures add to a persistent lapse in UNAMID's functioning, which must be addressed, and likewise, the community in must be provided with the necessary UN support. These concerns have been brought to us by civil society actors and constituents who are themselves Sudanese refugees. On the night between Friday the 31st of October, and the 1st of November 2014, 650 Sudanese soldiers attacked the village of Tabit in Darfur, and systematically raped 200 women and girls, 80 of whom were minors. UNAMID investigators, stationed only 30 miles away, arrived three days later and interviewed witnesses, who in turn confirmed that the events took place. However, after communications with the Sudanese military intelligence, UNAMID reported that it "found no evidence nor received any information regarding the allegations." UNAMID has a well-established track-record of failures to report on human rights abuses committed by the Sudanese military and its affiliated militias. A UN Review Team found, on October 29th, that UNAMID had "lapses in reporting standards" and "a tendency not to report fully on incidents involving attacks on civilians." This lack of reporting in turn emboldens the Sudanese Army and its militias in their campaign against non-Arab civilians in the region - a campaign of war crimes that has involved systematic rape for more than a decade.
