Libretin PF Voces-ING Tax havens are one of the scandals of the 21st century. This global system of hiding PREFACE money to avoid paying taxes is yet another example of capital acting without responsibility or ethics. Tax havens contribute to obscene levels of global inequality and they undermine basic human rights such as access to health care and education. Ecuador's government has decided to combat this injustice with concrete proposals. At a national level, our President Rafael Correa has called for a referendum so that the people can decide if those with assets in tax havens can hold public office. 1 If this measure, known as the Ethical Pact, is adopted then Ecuador will become the first country where, because of a popular decision, the elites will have to choose between hiding their money in tax havens and holding public office. At an international level, we are constructing alliances with academics, politicians, economists, social movements and NGOs to push for the creation of a UN global body that can put an end to tax havens. In this struggle, Ecuador is not alone, people across the world are united with our campaign. We invite you to read here a small example of the support we have received. Tax havens help impoverish millions of people; in Latin America the tax realised on secret stashes would rejuvenate whole economies. Ecuador is the first country ever to take this initiative and should be supported by all states that regard themselves as civilised.     PES Council Resolution Approved by the PES Council in Lisbon on 1 December 2017 PES 2019 Common Candidate roadmap For the first time, on 1 March 2014, a pan-European common candidate was designated by a pan-European party, the Party of European Socialists. This was a revolution in the context of the European election, and an ambitious step for a reinforced European democracy. For the first time in its history, European citizens could vote for a majority in the European Parliament not only through national political parties’ lists, but also with a European common candidate for each family, and its leader would become the president of the European Commission. This new democratic path was initiated by the PES, and we should be proud of having lead the way to other European parties After the European elections to the European Parliament in 2009, and after several discussions among our member parties, the PES decided to include this procedure in the PES Statutes by the 8th PES congress in 2009 in Prague in the following terms: Article 25 of the PES statutes foresee that “The Election Congress shall: - elect the PES common Candidate to the European Commission Presidency, through an open, transparent and democratic competitive process; - adopt the PES Manifesto for the European elections.” Therefore, we agreed to prepare the 2014 European elections by nominating one common candidate on behalf of the PES family for the position of President of the European Commission. Next year, the 2010 PES Council in Warsaw adopted a resolution establishing a Working Group led by PES Treasurer Ruairi Quinn to develop a democratic and transparent nomination procedure for election our common candidate.

    Joint letter on the Human rights situation in Guinea To the attention of High Representative of the Union for Foreign Affairs and Security Policy Josep Borrel Brussels, 8th April 2021 Dear High Representative Borrel, On March 22, 2020, Guinea experienced one of the most contested, violent and least democratic elections in its history. The double legislative and referendum ballots took place with a very strong involvement of the military and paramilitary forces, in a context of sharp political tensions and a health crisis. No argument of legality, legitimacy, expediency, morality - not even those inherent to public health - could bend the Guinean President in his determination to organize his constitutional referendum in order to grant himself an illegal third term. And yet, there was no lack of goodwill to dissuade him from doing so. Unfortunately, Mr. Alpha Condé has remained deaf to all the calls for dialogue launched, from the inside, by the Union of the Guinean Clergy (UCG), the Interfaith Council, the regional coordinations, and, from the outside, by the ECOWAS, AU, OIF, EU, UN, France, US and UK. The double referendum and legislative ballot wanted by Mr. Alpha Condé was organized, in violation of the Constitution and electoral laws, with a tailor-made file, in a context of unprecedented violence that resulted in the death of 99 people, including about thirty buried overnight in the forest in mass graves in Nzérékoré, hundreds of wounded, thousands of arrests and massive destruction of property. It was practically under the same conditions of violence and violations of the Electoral Code that the presidential election of October 18, 2020 was organized.

    Federica Mogherini, European External Action Service 1046 Brussels Belgium February 6th 2015, Brussels Dear HR/VP Federica Mogherini, We are writing to you with grave concern with regards to an incident of mass rape, committed by the Sudanese Army in Darfur in October-November 2014. The UN and African Union Peace Keeping Force stationed in the region, UNAMID, failed to report on the incident, or take appropriate action. These failures add to a persistent lapse in UNAMID's functioning, which must be addressed, and likewise, the community in must be provided with the necessary UN support. These concerns have been brought to us by civil society actors and constituents who are themselves Sudanese refugees. On the night between Friday the 31st of October, and the 1st of November 2014, 650 Sudanese soldiers attacked the village of Tabit in Darfur, and systematically raped 200 women and girls, 80 of whom were minors. UNAMID investigators, stationed only 30 miles away, arrived three days later and interviewed witnesses, who in turn confirmed that the events took place. However, after communications with the Sudanese military intelligence, UNAMID reported that it "found no evidence nor received any information regarding the allegations." UNAMID has a well-established track-record of failures to report on human rights abuses committed by the Sudanese military and its affiliated militias. A UN Review Team found, on October 29th, that UNAMID had "lapses in reporting standards" and "a tendency not to report fully on incidents involving attacks on civilians." This lack of reporting in turn emboldens the Sudanese Army and its militias in their campaign against non-Arab civilians in the region - a campaign of war crimes that has involved systematic rape for more than a decade.

    Cross party MEP statement in support of fossil gas exclusion from the Recovery and Resilience Facility (RRF) To be consistent with the Parliament's climate ambition and to deliver a just transition to climate neutrality, fossil fuels should be fully excluded from EU public funds. This exclusion is especially relevant to the Recovery & Resilience Facility (RRF) which will be voted on in the ECON/BUDG committees in November. We, elected MEPs, call on the EU institutions to adopt an EU budget and recovery package excluding all new fossil fuel investments from EU public funding, including the RRF, the Just Transition and the Cohesion Funds. The EU budget and Next Generation EU will together total over €1.8 trillion in public investment. The investment decisions made within these frameworks will determine not only how and whether the EU meets its climate targets in line with limiting global temperature rise to 1.5°C, it will decide whether it recovers sustainably and whether the recovery and transition is just. The European Parliament has demonstrated undeniable ambition with its recent call to raise the emission reduction target from 40% to 60% by 2030 as well as the ENVI committee’s decision to exclude fossil fuels from the €672,5bn heavy EU recovery and resilience facility (RRF). Investing further into European fossil fuel infrastructure is not cost effective and will create stranded assets, condemning regions and EU citizens to yet another, costly and difficult transition within the next 15 years. However, investing in a green recovery will boost the economy and create jobs. Solar and wind are now the cheapest source of new-build electricity generation in many European states.

While giving its assent to the EU-Vietnam FTA, the European Parliament was explicit and strong regarding our expectations when it comes to the DAG: "[The European Parliament] stresses that the involvement of independent civil society and social partners in monitoring the implementation of the agreement is crucial, and calls for the preparation and swift establishment of DAGs following the entry into force of the agreement, as well as for a broad and balanced representation of independent, free and diverse civil society organisations within those groups, including independent Vietnamese organisations from the labour and environmental sectors as well as human rights defenders."1 The Vietnamese authorities communicated to the European Parliament ahead of the consent a detailed work plan with precise dates and implementing acts to establish their DAGs and explicitly stressing that the members would be independent.

    Supporting women in addressing climate change: Why we are committed At COP21* in December in Paris, an agreement must be found to limit climate warming and its many negative impacts. The importance of women's contribution in combating climate change must be fully recognised at the conference. Politicians, artists, members of associations and citizens commit to achieve that goal through this appeal. Climate change has even more serious consequences for women than for men in developing countries On a daily basis, climate change affects poor women more severely than men: the scarcity of natural resources such as water and wood is lengthening the distance to collect them, increasing women's working time and making their living conditions more precarious. And when a climate disaster occurs, they are more vulnerable because they have been less prepared: 80% of the victims of the cyclone Sidr in Bangladesh, and 61% of the victims of Nargis in Myanmar were women and girls. In disaster areas, healthcare and access to contraception are often wiped out, further hindering their capacity to space out births, a prerequisite for their empowerment. Recognising women as actors in addressing climate change Despite these obstacles and the discriminations they suffer, women are striving to reduce greenhouse gas emissions and adapt to climate change impacts. They are innovating on all continents by applying conservation agriculture (which reduces the needs for water and fertilisers and captures carbon), by installing adapted irrigation and drinking water reservoirs, and by creating complete waste recycling lines... And yet their actions, often undertaken locally, are undervalued and too rarely funded.

You are well aware of the internal crackdown on human rights defenders and all opinion dissidents, on the executive interferences in the judiciary as well as on the permanent restrictions on freedoms of expression, media and assembly. The recent withdrawal from the Convention on Preventing and Combating Violence Against Women and Domestic Violence is one more illustration of the continuing decline of fundamental freedoms in Turkey. But beyond this, Turkey does not hesitate to carry out actions within the EU going so far as to threaten the death of European citizens. The Belgian citizen Bahar Kimyongür constantly receive threats while he has been mentioned in a “wanted list” issued by the Turkish Ministry of Interior since February 2018, and granting a reward of 2 million Turkish Liras for any information leading to his capture. Sevim Dagdelen, deputy leader of the Left parliamentary group in Germany, is another well- known case. Although she does not figure in the “wanted list”, she often receives threats and lives under police protection for years. In Austria, last January, a Turkish agent was deported. He claimed himself that he had been charged with killing three political figures opposed to the current Turkish President, one of them is Berivan Aslan.

In light of this, we underline that this is the crucial moment for the EU to engage formally and constructively in the negotiations for a binding treaty on business and human rights at the UN. We thus urge the EU to adopt a negotiation mandate and fully engage in the UN treaty process as soon as possible. The EU is emerging as a global frontrunner on human rights and environmental due diligence, with many developing national legislations and several sectoral norms already implemented.
