We investigate entity framing of political figures through the use of names and titles in German online discourse, enhancing current research in entity framing through titling and naming that concentrates on English only. We collect tweets that mention prominent German politicians and annotate them for stance. We find that the formality of naming in these tweets correlates positively with their stance. This confirms sociolinguistic observations that naming and titling can have a status-indicating function and suggests that this function is dominant in German tweets mentioning political figures. We also find that this status-indicating function is much weaker in tweets from users that are politically left-leaning than in tweets by right-leaning users. This is in line with observations from moral psychology that left-leaning and right-leaning users assign different importance to maintaining social hierarchies.     Is there a case for rekindled democracy assistance in Central and Eastern Europe? International IDEA 25th Anniversary Europe Webinar Thursday 19 November, 11h00-13h00 Background In the two decades following the fall of the Berlin Wall, European and US governments undertook considerable efforts to support reforms for strengthening democratic governance in Central Europe. This support included efforts to foster multi-party politics and institutionalization of political parties, reforming public administration bodies, strengthening parliaments and judicial bodies, supporting independent media and civil society organizations – all vital pillars for a well-functioning democracy. After the Central and Eastern European countries joined the European Union, much of the international democracy assistance ended too, as western donors considered the region to have accomplished the necessary milestones in its democratic transformation and having passed the point of democratic no-return. Democracy’s checks-and-balances, they argued, had made a reversal toward non-democracy practically impossible. Throughout the last decade, this assumption of democratic irreversibility has come under increasing pressure. In 2019, the Global State of Democracy Indices measured that democracy in Central Europe had declined for the fourth consecutive year. In its 2020 report, Freedom House classified Hungary as a hybrid regime, having declined further from its earlier status of a semi-consolidated democracy, and thus breaking the standard of democratic conformity within the European Union, a multilateral body that itself aims to be a supporter of democracy worldwide. Civil society organizations, and more broadly civic space – which are conventionally considered key factors in building societal and institutional resilience against democratic backsliding – have become increasingly targeted.

    PES Council Resolution Approved by the PES Council in Lisbon on 1 December 2017 PES 2019 Common Candidate roadmap For the first time, on 1 March 2014, a pan-European common candidate was designated by a pan-European party, the Party of European Socialists. This was a revolution in the context of the European election, and an ambitious step for a reinforced European democracy. For the first time in its history, European citizens could vote for a majority in the European Parliament not only through national political parties’ lists, but also with a European common candidate for each family, and its leader would become the president of the European Commission. This new democratic path was initiated by the PES, and we should be proud of having lead the way to other European parties After the European elections to the European Parliament in 2009, and after several discussions among our member parties, the PES decided to include this procedure in the PES Statutes by the 8th PES congress in 2009 in Prague in the following terms: Article 25 of the PES statutes foresee that “The Election Congress shall: - elect the PES common Candidate to the European Commission Presidency, through an open, transparent and democratic competitive process; - adopt the PES Manifesto for the European elections.” Therefore, we agreed to prepare the 2014 European elections by nominating one common candidate on behalf of the PES family for the position of President of the European Commission. Next year, the 2010 PES Council in Warsaw adopted a resolution establishing a Working Group led by PES Treasurer Ruairi Quinn to develop a democratic and transparent nomination procedure for election our common candidate.

    Joint letter on the Human rights situation in Guinea To the attention of High Representative of the Union for Foreign Affairs and Security Policy Josep Borrel Brussels, 8th April 2021 Dear High Representative Borrel, On March 22, 2020, Guinea experienced one of the most contested, violent and least democratic elections in its history. The double legislative and referendum ballots took place with a very strong involvement of the military and paramilitary forces, in a context of sharp political tensions and a health crisis. No argument of legality, legitimacy, expediency, morality - not even those inherent to public health - could bend the Guinean President in his determination to organize his constitutional referendum in order to grant himself an illegal third term. And yet, there was no lack of goodwill to dissuade him from doing so. Unfortunately, Mr. Alpha Condé has remained deaf to all the calls for dialogue launched, from the inside, by the Union of the Guinean Clergy (UCG), the Interfaith Council, the regional coordinations, and, from the outside, by the ECOWAS, AU, OIF, EU, UN, France, US and UK. The double referendum and legislative ballot wanted by Mr. Alpha Condé was organized, in violation of the Constitution and electoral laws, with a tailor-made file, in a context of unprecedented violence that resulted in the death of 99 people, including about thirty buried overnight in the forest in mass graves in Nzérékoré, hundreds of wounded, thousands of arrests and massive destruction of property. It was practically under the same conditions of violence and violations of the Electoral Code that the presidential election of October 18, 2020 was organized.

Dagegen fiel das ordentliche Finanzergebnis (Zinserträge, Mieten, Dividenden abzgl. Grundstücksabschrei- bungen und -aufwendungen) mit € 24,3 Mio. (Vorjahr € 23,3 Mio.) erfreulich aus. Die Wertpapier-Spezialfonds schütteten insgesamt € 20,0 Mio. aus. Nach Verwaltungskosten und Dotierung der Kapitalerhaltungsrücklage verblieb für Förderzwecke ein Betrag von € 17,9 Mio. Es erfolgten 158 Bewilligungen. Auf die drei Satzungsbereiche verteilten sich die Bewilligungen wie folgt: Kunst und Kultur € 4,1 Mio., Wissenschaft € 9,3 Mio. und Bildung € 4,5 Mio. Etwa 5% des Fördervolumens entfiel auf Projekte im Ausland. Der Aufwand für die Verwaltung der Stiftung erhöhte sich leicht auf € 3,4 Mio. (+2,3%). Die Personalaufwendungen lagen nahezu unverändert bei € 2,5 Mio.; der Pensionsrückstellung waren € 202.000,- zuzuführen.
