Letter to the Commission Regarding Printers Voluntary Agreement
Brussels, Wednesday 26th of May To: Mr Virginijus Sinkevičius, European Commissioner for Environment, Oceans and Fisheries Mr Thierry Breton, European Commissioner for the Internal Market Mr Frans Timmermans, European Commission Executive Vice-President for the European Green Deal We urge the European Commission to keep its promises and propose a regulatory measure addressing the durability and repairability of printers as well as the reusability of cartridges as part of the forthcoming Circular Electronics Initiative. And we ask that the Commission rejects the proposed voluntary agreement drafted by manufacturers. The Commission's flagship Circular Economy Action Plan, adopted in March 2020, has set out to address the entire life cycle of products and tackle their premature obsolescence notably by promoting the right to repair for ICT products. In addition to mobile phones, laptops and tablets, the Plan has rightfully identified printers as a particularly wasteful product category, and has included a commitment to tackle them by means of a dedicated regulatory instrument “unless the sector reaches an ambitious voluntary agreement” by September 2020. Nearly one year later, the discussions on the voluntary agreement have not yielded any tangible results. Voluntary approaches clearly do not work. We need strong regulatory action now. We are extremely concerned by this situation. Not only because of the negative impacts of short-lived printers on the environment and on consumers but also because we are witnessing promises made being walked back on. Printers are one of the most iconic examples of premature obsolescence. Our analysis of printers in use today suggests that over 80% of them have been in use for less than 3 years, and only about 4% have been in use for 5 years or longer. -

Paradise Papers Letter: Dear Sirs, We, the undersigned parliamentarians, are deeply concerned by recent revelations from the 'Paradise Papers' investigation. We regret that some governments, not least the British government, have failed to learn the lessons from the previous 'LuxLeaks' and 'Panama Papers' scandals. In particular, we are concerned that insufficient progress has been made to ensure that investment vehicles like trusts are sufficiently transparent. We are also concerned that tax havens, like those involved in the Paradise Papers, have been able to continue with highly opaque company and trust registration models. It has also been disappointing to see some countries try to block measures against tax havens like the EU's blacklist of tax havens. We call together for all governments to place renewed emphasis on tax transparency and fully implement Public Country-by-Country Reporting. In particular, we call for information on trusts to be made publicly available, and for all tax havens to be forced to automatically share information with international tax authorities. We also call for stronger regulation of intermediaries, including penalties for those proven to be involved in tax evasion, aggressive tax avoidance or money laundering. Failure to act against aggressive tax avoidance and evasion is depriving public services of desperately-needed funding. It also enables some multinational companies to unfairly undercut many small and medium-sized businesses. The Paradise Papers must act as a wake-up call to deal with industrial-scale -

POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. Using a novel dataset of roll-call votes in the current EP-term, we identify critical members whose votes are necessary to form winning coalitions. We found that committee members with formal positions, EP group coordinators as well as German, French, Italian and British members are powerful actors. Nevertheless, rapporteurs are not necessarily influential. We also concluded that members with moderate ideological position but from Member States with extreme agricultural importance are the most powerful ones. For years, Europe and the world have been witnessing a crime against humanity without opposing any resistance to it. In recent months, several studies have reported the use of Uyghur forced labour for the benefit of major European companies. Indeed, many Chinese factories, directly supplying EU brands exploit the Uyghurs and benefit from their forced labour. Facing this abjection, Europe must act to protect the lives and fundamental rights of Uyghurs. The EU should use its trade and market power to safeguards the founding principles enrichened in our Treaties and guiding our external policies. As the US did lately through an imports ban passed almost unanimously in the US House of Representatives, Europe urgently needs to establish a blacklist of Chinese companies implicated in Uyghur forced labour. We Need a European Response to Fight Against the Consequences of the COVID-19
© Photo European Parliament en Publication | 16.03.2020 We need a European response to fight against the consequences of the COVID-19 Open letter to the Eurogroup Dear members of the Eurogroup, The Coronavirus pandemic has created a state of emergency in Europe, which needs a coordinated and ambitious response. According to the latest forecast by the European Commission, the European economy is expected to rapidly fall into recession that may be extremely severe if the policy response is not appropriate. There is no time to waste if we want avoid a repeating the mistakes made in the context global financial and subsequent euro area crises. The EU economy never fully recovered from the previous meltdown and was already in a weak position to meet the current challenges. A certain number of required targeted measures have already been announced by the European Central Bank, the Commission and several Member States to mitigate the economic impact of the outbreak. The ECB decided to increment its substantial monetary policy stimulus already in place. The Commission will implement the flexibilities foreseen in the Stability and Growth Pact and reorient unspent EU funds. Most Member States are in the process of adopting policies providing financial support and tax deferrals to companies. Moreover,the Single Supervisory Mechanism with the support of the European Banking Authority will provide temporary capital and operational relief to the banks. It is also worrying that instead of integrating economic shocks such as an epidemic outbreak in banking stress, such tests are postponed sine die. Having all these considerations in mind and recognising that the already announced measures represent steps in the good direction, the response cannot simply be based on policies adopted by Member States with supportive measures at the EU level, even if these are meaningful. -
