  • Letter to the Commission Regarding Printers Voluntary Agreement
    Brussels, Wednesday 26th of May To: Mr Virginijus Sinkevičius, European Commissioner for Environment, Oceans and Fisheries Mr Thierry Breton, European Commissioner for the Internal Market Mr Frans Timmermans, European Commission Executive Vice-President for the European Green Deal We urge the European Commission to keep its promises and propose a regulatory measure addressing the durability and repairability of printers as well as the reusability of cartridges as part of the forthcoming Circular Electronics Initiative. And we ask that the Commission rejects the proposed voluntary agreement drafted by manufacturers. The Commission's flagship Circular Economy Action Plan, adopted in March 2020, has set out to address the entire life cycle of products and tackle their premature obsolescence notably by promoting the right to repair for ICT products. In addition to mobile phones, laptops and tablets, the Plan has rightfully identified printers as a particularly wasteful product category, and has included a commitment to tackle them by means of a dedicated regulatory instrument “unless the sector reaches an ambitious voluntary agreement” by September 2020. Nearly one year later, the discussions on the voluntary agreement have not yielded any tangible results. Voluntary approaches clearly do not work. We need strong regulatory action now. We are extremely concerned by this situation. Not only because of the negative impacts of short-lived printers on the environment and on consumers but also because we are witnessing promises made being walked back on. Printers are one of the most iconic examples of premature obsolescence. Our analysis of printers in use today suggests that over 80% of them have been in use for less than 3 years, and only about 4% have been in use for 5 years or longer.

    POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. A TUMULTUOUS PRESIDENTIAL provide collective impetus to potential hesitations on the part of the Member States.     Lo scorso giugno l'organizzazione internazionale WikiLeaks ha pubblicato una presunta bozza dell'Accordo commerciale sugli scambi di servizi (TiSA). Tali rivelazioni, che denotano importanti conseguenze in merito alla privatizzazione di servizi fondamentali, come banche, sanità e istruzione, vanno ad aggiungersi alle analisi previste dai negoziati in atto, quali la disamina dei principi comuni per la regolamentazione dei servizi finanziari e la valutazione dei potenziali vantaggi per crescita e occupazione. L'UE ha inoltre pubblicato recentemente un concept paper che indica una struttura dell'accordo basata su un approccio modulare simile a quello utilizzato per il ciclo negoziale di Doha. Per giunta l'accordo, oltre ad essere delineato con marginale trasparenza, potrebbe, secondo le disposizioni, non essere rivelato per i cinque anni successivi alla sua approvazione. A tal proposito, può la Commissione indicare: — come il TiSA determinerà le politiche economiche dei maggiori paesi a capitalismo avanzato e se i parlamenti degli Stati interessati verranno coinvolti; — quali benefici concreti potranno avverarsi per crescita e occupazione, e come il disciplinamento delle attività finanziarie e dei servizi summenzionati verrà alterato; — se ritiene che l'approccio strutturale indicato possa portare a un risultato fallimentare come accaduto per il Doha Round e se, in omaggio alla trasparenza, prevede una consultazione pubblica relativamente ai dieci cicli di negoziati che avranno luogo quest'autunno?     Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him.

In the face of the coronavirus crisis, the biggest challenge Europe has faced in peacetime, with devastating consequences and a shock to the economy tougher than the 2008 crisis, Ministers from 11 countries, 79 cross-party MEPs from 17 Member States, 37 CEOs, 28 business associations representing 10 different sectors, trade union confederation representing members from 90 national trade union organisations and 10 trade union federations, 7 NGOs and 6 think tanks, have committed to working together to create, support and implement solutions to prepare our economies for the world of tomorrow. This first pan-European call for mobilisation on post-crisis green investment packages will work to build the recovery and transformation plans which enshrine the fight against climate change and biodiversity as a key pillar of the economic strategy. Sharing the belief that the economic recovery will only come with massive investments to protect and create jobs and to support all companies, regions and sectors that have suffered from the economy coming to a sudden halt, the alliance commits to contribute to the post-crisis investment decisions needed to reboot and reboost our economy. Covid-19 will not make climate change and nature degradation go away. The fight against this crisis will not be won without a solid economic response.

One of the main European Treaties, the EURATOM-Treaty, diametrically opposes your efforts. On 25 March 1957, the treaty for establishing the European Atomic Energy Community (EURATOM) was signed in Rome - at the same time as the treaty establishing the European Economic Community (EEC). The "Roman Treaties" are the foundation of today's European Union. While the EEC-Treaty has been reformed several times (EEC - EC - TFEU-Treaty), the EURATOM-Treaty has remained unchanged since 1957. Its main aim is the development of a powerful European nuclear industry. Nuclear energy "represents an essential resource for the development and invigoration of industry and will permit the advancement of the cause of peace" - up to this day. This also applies to 14 member states that have never operated nuclear power plants or that have decided to phase out nuclear energy as well as to those that reject the technology constitutionally.

    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

    H.E. the Head of the European Union Delegation to the Kingdom of Saudi Arabia, the Kingdom of Bahrain and the Sultanate of Oman Ambassador Michele Cervone d’Urso Brussels, 21 November 2019 Dear Ambassador Cervone d’Urso, We, the undersigned Members of the European Parliament, are writing to express our concerns about the cruel and inhumane treatment of several high-profile prisoners in Bahrain, and to ask that you urge the Bahraini authorities to immediately allow those prisoners access to adequate medical care. Human rights organisations and family members of the prisoners, whose detention is at least questionable in the first place, have reported that prison authorities are arbitrarily denying prisoners urgent medical care, refusing to refer them to specialists, failing to disclose medical examination results, and withholding medication as a form of punishment. Denying a prisoner needed medical care violates the United Nations Standard Minimum Rules for the Treatment of Prisoners, known as the Mandela Rules. Jau Prison Medical negligence, delays, and arbitrary exercise of authority in Bahrain’s prison system have been well-documented by the international human rights community. According to Amnesty International, in many cases, this has escalated to the level of intentional ill-treatment and permanent damage to the health of individuals suffering from injuries or grave chronic illnesses. The cases of political leader Hassan Mushaima, 71, and academic and opposition figure Dr. Abduljalil Al-Singace, 57, are especially alarming. Both men have been arrested and sentenced to life imprisonment in relation to their peaceful role in the 2011 pro-democracy movement. Dr. Al-Singace has experienced abuse and torture while in prison, documented by several human rights organisations.

    UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries.
