“It's Like There's a String Between Us”: Transnationalism and the (Re)Creation of Home Among Southern Sudanese Canadians “It’s like there’s a string between us”: Transnationalism and the (Re)Creation of Home among Southern Sudanese Canadians by Martha Fanjoy A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of Anthropology University of Toronto © Copyright by Martha Fanjoy 2013 “It’s like there’s a string between us”: Transnationalism and the (Re)Creation of Home among Southern Sudanese Canadians Martha Fanjoy Doctor of Philosophy Department of Anthropology University of Toronto 2013 Abstract This dissertation is an exploration of the creative spaces often opened up by exile and forced migration, where Southern Sudanese negotiate and perform new forms of belonging and affiliation, while simultaneously (re)producing, ‘local’ practices in order to reaffirm and solidify existing relationships and identity categories. Through my examination of the creative spaces opened up by migration and exile, I also raise questions related to broader concerns in the field of forced migration and refugee studies regarding the need to problematize the often binary distinction between forced and voluntary migrants, which often places refugees in a category stripped of agency and choice. Based on 20 months of multi-sited field work in Calgary, Canada and Juba, South Sudan and exploring issues related community organization and shifting forms of affiliation, long distance nation building, transnational marriage and return migration, this dissertation demonstrates how settling-in and place-making involve both material and moral aspects of practice, and that refugees, regardless of the “forced” nature of their migration, are active agents in this process. ii Acknowledgements Several people helped in the creation of this document. Extant scholarship has examined the determinants and consequences of external support to civil conflict actors. However, the majority of this research focuses on traditional support from active, or state, sponsors. This dissertation endeavors to expand this vein of scholarship to include diasporas’ influence on contentious politics in their homelands by asking three interconnected questions. First, why do foreign diasporas participate in civil conflicts by providing financial, material, or political support to militant groups in diasporas’ homelands? I argue that diasporas’ participation in homeland civil conflicts depends on their level of host state integration. Specifically, I find empirical evidence to support my argument that moderately integrated diasporas are both willing and able to support homeland militants. Second, under what conditions does diaspora participation in homeland contentious politics escalate violence versus facilitate peace? Using a formal model, I find that the probability of peaceful resolution to conflicts in diasporas’ homelands is directly related to the degree of optimism diasporas have regarding the quality of the deal produced by negotiations between homeland conflict actors.

The word “negotiations” is central to the close reading of selected focal texts I offer in this thesis for it implies that there are times when a tension may arise between national identity and one or more of these other identities (for instance when races or ethnic groups are imagined outside the nation as foreigners) or between one national identity (say Ugandan) and other national identities (say British) for those characters who occupy more than one national space and whose understanding of home therefore includes a here (say Britain) and a there (say Uganda).

Following peaceful negotiations to end the conflict, the state’s goal is to regain its monopoly over the use of violence within its borders. This requires the rebel groups to disarm, demobilize, and reintegrate (DDR) back into society, leaving them vulnerable to renewed violence by the state. The government can attempt to reduce the severity of this credible commitment problem by including power-sharing mechanism in the peace agreement. One such power-sharing mechanism is the integration of rebel fighters into the national military. I argue that this military integration provides the disarming group the ability to provide their own security as well as sanction the government if it fails to hold up its side of the agreement, thereby reducing the chance of agreement failure. A popular alternative to address the problem is the use of peacekeepers to provide security and improve the government’s credible commitment. As I show in this study, the involvement of peacekeepers brings its own challenges and problems, negatively affecting the credible commitment and durable peace.
