The Origins of Ethno/National Separatist Terrorism: A Cross-National Analysis of the Background Conditions of Terrorist Campaigns This study measures the influence that multiple social, political, and economic conditions have on the development of ethno/national separatist terrorist organizations. It begins by analyzing the nationalist theories of primordialism, modernism, and ethnosymbolism, and the terrorist theories of strategic logic and psychology. The nationalist theories consider cultural symbols a powerful component behind nationalist movements and populations with significant symbolic attachments especially prone to react aggressively against perceived threats to those symbols. Proponents of strategic logic and psychological theory also view terrorism as reactive but deviate on whether this response is conceived rationally. Examining the origins of Basque and Catalan terrorism and Roma passivity in Spain assists in identifying background conditions that are evaluated using a logit regression model. The logit model assesses two-hundred ninety-seven minority populations in one-hundred twenty-six states, primarily between 1945 and 2003. The results show cultural identity and sensitivity, violent encounters, political freedom, social unrest, underrepresentation, disproportionate economic privation, and stagnant educational systems and other factors of civil development correlating significantly with the formation of ethno/national separatist terrorist organizations. These findings imply an ability to detect populations and environments with increased potential for producing ethno/national separatist terrorism, and that by addressing those conditions facilitating its development, it may be possible to reduce the probability of additional campaigns developing. iii ACKNOWLEDGEMENTS First, I want to thank my family who made this project possible.     ccording to the new Coface Political Risk Index published in March 2017, France is the second most populist country in Europe, with a score of 70%, just behind Athe United Kingdom (73%). The discourse about public order and national identity as well as distrust of multiculturalism are among the main reasons for the French score. After Donald Trump’s election last year, many observers consider France to be the next crucial vote. France’s presidential election is seen as a test that will confirm (or not) the theory that Trump’s victory would give a boost to anti-immigration rhetoric, POPULISM IN xenophobia and populist parties in Europe. Although FRANCE: conditions are different in both countries, the current TOWARDS presidential campaign of Marine Le Pen and her Front NORMALISATION? National (FN) shows interesting parallels with US right- wing populism: the anti-elite discourse against the candidates of “mainstream political parties”, the anti- centralist agitation against Brussels and Washington, Moussa respectively, and the rejection of the European Union.     The Emergence of a Palestinian National Identity: A Theory-Driven Approach By Zachary J. Foster Introduction Nationalism is one of the most powerful transnational force of the past two centuries. Although most scholars consider the phenomenon a peculiarly modern one (Anderson 1994[1983]; Gellner 1994[1964]; Kedourie 1994[1960]; Smith 1991b: 43-44), theories abound as to exactly when, how and why nations emerged. Issues of nationalism in the Arab world, however, and in particular the Palestinian case, remain the subject of determined neglect (Lockman 1999; Seikaly 1991). Moreover, the little scholarship available has been charged with Orientalism (Doumani 1992) and fraudulence (Finkelstein 2003; Porath 1986). This paper will explore how the people living in historic Palestine, what is today Israel, Gaza and the West Bank, transitioned from a politically passive community to a nation seeking self- determination. I will account for the emergence of Palestinian nationalism, beginning in the 1910s throughout the 1920s and 1930s within the framework of Anthony D. Smith’s theory on “vertical ethnies” (Smith 1991a:43-70). The main argument of this paper is that the Palestinian national identity developed not as an accidental product of external historical developments (e.g. Zionism or British colonialism), but rather through a directed effort by the Palestinian intellectual class to endow the ethnic community with a Palestinian national consciousness. Conceptual Framework A rich literature has attempted to explain how and why nations emerge. Anthony D. Smith traces two routes by which ethnic communities develop into nations. 1 The first is a state- sponsored effort aimed at welding together disparate classes, regions and populations into a single political community based on the cultural heritage of the dominant ethnic core.

    Codebook InDivEU – party preferences European University Institute, Robert Schuman Centre for Advanced Studies December 2020 Introduction The “InDivEU – party preferences” dataset provides data on the positions of more than 400 parties from 28 countries1 on questions of (differentiated) European integration. The dataset comprises a selection of party positions taken from two existing datasets: (1) The EU Profiler/euandi Trend File The EU Profiler/euandi Trend File contains party positions for three rounds of European Parliament elections (2009, 2014, and 2019). Party positions were determined in an iterative process of party self-placement and expert judgement. For more information: https://cadmus.eui.eu/handle/1814/65944 (2) The Chapel Hill Expert Survey The Chapel Hill Expert Survey contains party positions for the national elections most closely corresponding the European Parliament elections of 2009, 2014, 2019.     U.S. Department of State, April 2000 Introduction The US Government continues its commitment to use all tools necessary—including international diplomacy, law enforcement, intelligence collection and sharing, and military force—to counter current terrorist threats and hold terrorists accountable for past actions. Terrorists seek refuge in “swamps” where government control is weak or governments are sympathetic. We seek to drain these swamps. Through international and domestic legislation and strengthened law enforcement, the United States seeks to limit the room in which terrorists can move, plan, raise funds, and operate. Our goal is to eliminate terrorist safehavens, dry up their sources of revenue, break up their cells, disrupt their movements, and criminalize their behavior. We work closely with other countries to increase international political will to limit all aspects of terrorists’ efforts. US counterterrorist policies are tailored to combat what we believe to be the shifting trends in terrorism. One trend is the shift from well-organized, localized groups supported by state sponsors to loosely organized, international networks of terrorists. Such a network supported the failed attempt to smuggle explosives material and detonating devices into Seattle in December. With the decrease of state funding, these loosely networked individuals and groups have turned increasingly to other sources of funding, including private sponsorship, narcotrafficking, crime, and illegal trade. This shift parallels a change from primarily politically motivated terrorism to terrorism that is more religiously or ideologically motivated. Another trend is the shift eastward of the locus of terrorism from the Middle East to South Asia, specifically Afghanistan. As most Middle Eastern governments have strengthened their counterterrorist response, terrorists and their organizations have sought safehaven in areas where they can operate with impunity.
