Georg Frerks Date of Submission: 18-07-2018 Programme trajectory: Research and thesis Writing (30ECT) Word count: 26000 Abstract Implemented in 1990, the Armed Forces Special Powers Act gives the Indian army blanket immunity to arrest, interrogate, kill and rape Kashmiri’s if they are considered a safety threat. At this moment seventy per cent of Kashmir’s population is under the age of thirty-five. This means that most of them have grown up knowing no other reality than that of living in a heavily securitized zone. This thesis is written based on the memories and experiences of thirty women who all come from Kashmir. Some of them were born just before 1990, most of them after this defining year in Kashmir history. Women’s voices are the most misunderstood and underreported in a conflict. This thesis aims to find an answer to how the securitization of Kashmir, through the AFSPA, has mobilized women to use public space as a tool for resistance in Srinagar. It finds that women mobilize to claim a space for their own identity as Kashmiri women, within a larger society that experiences an attack on its identity in the form of Indian occupation. -

SAGE Los Angeles, London, New Delhi, Singapore, Washington DC Everyday violence, institutional denial and struggles for justice in Kashmir HALEY DUSCHINSKI and BRUCE HOFFMAN Abstract: In the summer of 2009, the apparent murder and rape of two young women in the small town of Shopian sparked a year of popular protest in heavily militarised Kashmir Valley expressing outrage at the everyday forms of violence that accompany Indian occupation in the contested region. Here, the authors analyse the case by drawing on ethnographic field research conducted via research visits in 2009–2010, to show how the state has exercised occupational authority through practices of denial and cover-up that are built into the legal systems that claim to protect the rights and interests of Kashmiris. They demonstrate how various local actors have worked to establish alternative forums to challenge state violence and the institutionalised denial of justice, illuminating the ways in which they have sought justice in this context of intense militarisation, characterised by routine state violence through legal and criminal justice processes. The event, and the responses to it, reshaped the interplay between legal authority, social protest and political power under conditions of occupation, with implications for future formations of popular resistance against Indian rule in Kashmir. Haley Duschinski, who conducts ethnographic research on violence and militarisation, popular protest and political resistance, and local meanings of human rights in Kashmir Valley, is an assistant professor in the Department of Sociology and Anthropology at Ohio University. Bruce Hoffman researches genocide, the cultural boundaries of criminological science and the ways in which social and political movements strategically engage with law and science and is an associate professor in the Department of Sociology and Anthropology at Ohio University and a visiting fellow at the American Bar Foundation. -

This subject is as close to the heart of crores of our fellow countrymen as it is to me. And I feel honoured to speak about this. This subject is connected to Shri Ram Janm Bhoomi and is about construction of a magnificent temple of Bhagwan Shri Ram at his birth place at Ayodhya. On 9th November 2019, I was in Punjab for dedicating the Kartarpur Sahib corridor to the nation on the occasion of the 550th Prakash Parv of Guru Nanakdev ji. It was in this divine environment that I come to know about the historical judgment of Highest Court of the country on the subject of Ram Janm Bhoomi. In this judgement, the Hon'ble Supreme Court decided that the Inner and Outer Courtyard of the disputed land in Ram Janm Bhoomi belongs to Bhagwan Shri Ram Lalla Virajman. The Hon'ble Supreme Court, in their judgment, had also stated that the Central Government and the State Government, in consultation with each other, will allot 5 acres of land to the Sunni Central Waqf Board. Today, I am very happy to share with this august House and the entire country that the Union Cabinet in its meeting held this morning has taken important decisions on this issue, keeping in mind the directions of the Supreme Court. -

Box 1346 Ann Arbor, Ml 48106-1346 Abstract This thesis focuses on the militarisation of a secessionist movement involving Kashmiri militants and Indian military forces in the north Indian state of Jammu and Kashmir. The term militarisation in this thesis connotes the militarised state and, more primarily, the growing influence of the military within the state that has profound implications for state and society. In contrast to conventional approaches that distinguish between inter and intra-state military conflict, this thesis analyses India’s external and domestic crises of militarisation within a single analytic frame to argue that both dimensions are not mutually exclusive but have common political origins. Kashmir, this thesis further argues, exemplifies the intersection between militarisation’s external and domestic dimensions. -

20 June, 2021 Delimitation Commission for Jammu & Kashmir What is the news? The Delimitation Commission for the Union Territory of Jammu and Kashmir has kicked off the exercise by writing to all 20 District Commissioners (DC), seeking basic demographic, topographic information as well as the local administration’s impressions of political aspirations of the district. The Commission was set up in February-March 2020 to delineate Assembly and parliamentary constituencies, and was given a year’s extension last March. It is only after the completion of the delimitation exercise that elections for the Assembly can be held, although District Development Council (DDC) polls were held last year on earlier patterns and based on the 2011 Census. The then State of Jammu and Kashmir was kept out of the delimitation exercise when it was carried out in the rest of country (between 2002-2008), as delimitation of Assembly seats was under the Jammu and Kashmir Constitution and its separate Representation of People Act. After becoming a Union Territory, the Delimitation Commission was constituted and asked to mark out Assembly and Parliament seats. The Commission, headed by Justice (retired) Ranjana Prakash Desai and comprising two other members, had called for a meeting in February 2021, where only two of its five associate members — Union Minister Jitendra Singh and Jugal Kishore Singh, MP — attended. National Conference leaders Dr. Farooq Abdullah and Hasnain Masoodi, MP, and Mohammad Akbar Lone did not attend. The renewed push by the Centre for talks has raised hopes not only of early Assembly elections in Jammu and Kashmir but also of an eventual restoration of statehood, which was taken away under the Jammu and Kashmir Reorganisation Act, 2019, a reading down of Article 370 of the Constitution. -
