John Lynch is Emeritus Professor of Latin American History in the University of London, where he has spent most of his academic career, first at University College, then from 1974 to 1987 as Director of the Institute of Latin American Studies. The main focus of his work has been Spanish America in the period 1750–1850. Occasional Papers, New Series 1992– ISSN 0953 6825 © Institute of Latin American Studies University of London, 2001 San Martín: Argentine Patriot, American Liberator 1 José de San Martín, one of the founding fathers of Latin America, comparable in his military and political achievements with Simón Bolívar, and arguably incomparable as a model of disinterested leadership, is known to history as the hombre necesario of the American revolution. There are those, it is true, who question the importance of his career and reject the cult of the hero. For them the meaning of liberation is to be found in the study of economic struc- tures, social classes and the international conjuncture, not in military actions and the lives of liberators. In this view Carlyle’s discourse on heroes is a mu- seum piece and his elevation of heroes as the prime subject of history a misconception. -

SOUTH ATLANTIC COUNCIL OCCASIONAL PAPERS No. 6 May 1989 PERONISM TODAY By Dr Celia Szusterman Introduction By Dr Peter Willetts On 14 May 1989 the Argentine people will go to the polls to elect a new president, who will take office on 10 December 1989. This will be the first time since 1928 that an elected president will serve out his full term and hand over to a democratically elected successor. For all those who wish to see a decent life for the ordinary people of Argentina, the possibility of improved Argentine-British relations and/or long-term peace and security for the Falkland Islanders, it is vitally important that democracy gains permanent roots in Argentina. Historically, the twin threats to democracy have been the military and the populist corporatism of the Peronists. In 1987-88 the military tried, and failed, three times to challenge the democratic system. Now it is quite possible that the Peronist candidate, Dr Carlos Menem, will win the presidential election. Would his victory be a threat to democracy? This paper will examine the modem Peronist movement and argue that it has fully adjusted to accept the democratic system. A victory by Menem would be a major change in the style of the Argentine leadership and might produce some significant changes in domestic and foreign policy, but it would not be an immediate threat to the system of government. The two main parties are the Radicals, the Union Civica Radical (UCR), and the Peronists, the Partido Justicialista (PJ). After the discrediting of the military, with their defeat in the 1982 conflict, elections were held on 30 October 1983. -

Annual Report 2007 5 years 2 Annual Report 2007 · Presentation he present report includes a summary of the main activities by the Center for the Opening and Development of Latin America (CADAL) organized during 2007: the events organized in Buenos Aires, Montevideo and TSantiago de Chile; Documents and Research Reports published during this period; the articles reproduced in diferent media outlets; and a selection of the most important Institutional News; and finally, some of the comments of the participants in the Seminar “Economic Information”. Regarding publications, CADAL edited 17 Documents, 9 Research Reports, 1 book and 21 interviews were done, 13 of which were published in a double page of the Sunday suplement El Observador of Perfil newspaper and one of them and the Sunday Suplement Séptimo Día of El Nuevo Herald newspaper. The complete version of the publications is available of the website of CADAL and many of them are also in English. Besides, during 2007 CADAL organized 32 events; 24 in Buenos Aires, 7 in Montevideo and 1 in Santiago de Chile, and 9 training meetings. A total of 77 different speakers took part, in the events and training meeting, . Brooks Political Science Graduate Program ABSTRACT In the aftermath of Argentina’s December 2001 financial meltdown, the political class was widely blamed for the crisis that transformed this once predominantly middle- class country into a poor one. However, when new presidential elections were held in April 2003, establishment candidates generally placed higher relative to non- establishment candidates. To account for this puzzling election outcome, I examine the role that Argentine centrist print media may have played through their coverage of establishment and non-establishment candidates. The research design involves content analysis of front-page news articles from large, centrist newspapers, Clarín and La Nación, over an eleven-month period. To analyze the data, I rely on count data and multi-linear graphs as well as correlation coefficients and tests of significance. Testing two hypotheses, namely media attention and framing, I find that establishment candidates received more media attention, and perhaps more name recognition, than did non-establishment candidates. I also find that centrist print media framed candidate strengths and weaknesses in particular ways. Establishment candidates were portrayed as having competency and electability as their strengths and integrity as their weakness. -

ABSTRACT Title of Dissertation: HOUSING DEVELOPMENT: HOUSING POLICY, SLUMS, AND SQUATTER SETTLEMENTS IN RIO DE JANEIRO, BRAZIL AND BUENOS AIRES, ARGENTINA, 1948-1973 Leandro Daniel Benmergui, Doctor of Philosophy, 2012 Dissertation directed by: Professor Daryle Williams Department of History University of Maryland This dissertation explores the role of low-income housing in the development of two major Latin American societies that underwent demographic explosion, rural-to- urban migration, and growing urban poverty in the postwar era. The central argument treats popular housing as a constitutive element of urban development, interamerican relations, and citizenship, interrogating the historical processes through which the modern Latin American city became a built environment of contrasts. I argue that local and national governments, social scientists, and technical elites of the postwar Americas sought to modernize Latin American societies by deepening the mechanisms for capitalist accumulation and by creating built environments designed to generate modern sociabilities and behaviors. Elite discourse and policy understood the urban home to be owner-occupied and built with a rationalized domestic layout. The modern home for the poor would rely upon a functioning local government capable of guaranteeing a reliable supply of electricity and clean water, as well as sewage and trash removal. Rational transportation planning would allow the city resident access between the home and workplaces, schools, medical centers, and police posts. As interamerican Cold War relations intensified in response to the Cuban Revolution, policymakers, urban scholars, planners, defined in transnational encounters an acute ―housing problem,‖ a term that condensed the myriad aspects involved in urban dwellings for low-income populations. -
