Pág. 3131 —En Santa Fe, a las 11 y 1 del miércoles 3 de agosto de 1994: Sr. PRESIDENTE.— Continúa la sesión. 1 TRATADOS INTERNACIONALES (Continuación) Sumario Sr. PRESIDENTE.— Prosigue la consideración del dictamen de la Comisión de Redacción en los despachos originados en la Comisión de Integración y Tratados Internacionales referidos al inciso I del artículo 3° de la ley 24.309, números 7 y 11. (Orden del día N° 7.) Tiene la palabra el señor convencional por Santa Fe. Sr. ITURRASPE.— Señor presidente: voy a referirme en el breve término que me corresponde a tres temas vinculados con la integración de tratados internacionales, artículo 67, inciso 19. Estos temas son los siguientes: el derecho a la vida, el derecho de réplica y la discriminación política. Con respecto al derecho a la vida, debo confesar que se trata de un tema muy conflictivo. Recién estaba discutiéndolo con una distinguida señora convencional constituyente que lo hacía con mucho tesón, con mucha energía y convicción. Confieso que se trata de un tema harto difícil, pero primero me voy a referir al sentimiento y al caso concreto de un hombre que a los 60 años tuvo una hija extramatrimonial, y con todo el dolor del mundo, con todo

Se ha caracterizado por su ideología de inspiración igualitarista, con raíces en el federalismo tradicional y el autonomismo alsinista, habiendo desempeñado un papel decisivo para la conquista del sufragio universal y secreto masculino y la instalación de una democracia liberal en el país, a la vez de resultar ampliamente representativo de las clases medias argentinas durante el siglo XX.
