Bryan Davies, Elfed Davies, Julian Evans and Eurig Rees. 28.APOLOGIES Cllrs.Eifion Jones and Phillip Jones. 29.DECLARATION OF INTEREST Nil. 30.CONFIRM MINUTES OF THE LAST MEETING – 19.10.2020 Minutes of the remote meeting held on 19.10.2020 confirmed to be correct. Proposed by Cllr.Elfed Davies and seconded by Cllr. Bryan Davies. 31.MATTERS ARISING FROM THE MINUTES Bus Service 460 - ClerK has received a response from County Councillor Hazel Evans, who has agreed to obtain relevant figures relating to a survey made of how many used the service when it was diverted through Hermon during a time of Road Closure on the Cwmduad Road. This has not been received yet and ClerK is to follow this up by chasing County Councillor for the figures and taking the matter a step further to the Chief Executive of Carmarthenshire County Council. The Council have asKed the Transport Dept. for the bus service between Newcastle Emlyn and Carmarthen to alternate the route between A484 through Cwmduad and B4333 through Hermon at different times of the day in order for both communities to benefit from a regular bus service. This has been rejected by the Transport Department. Recycling Site: The matter of outside the public toilet was reviewed and the Council decided that it was not a suitable site after all. Inevitably there could be some fallout of broKen glass which would be a hazard especially for children when the local playground is open. Cllr. Julian Evans said he could speak to the proprietor of Derwydd Garage to find out whether there is an option to site recycling bins on the property. There is ample room for the Lorries to turn around and it would be off the main road. The Council agreed for Cllr. Julian Evans to speak to Robin Bowen of Derwydd regarding this matter. Cylch Meithrin: The official who spoKe on the phone to the clerK did not follow up with an e- mail confirming the details as promised. ClerK has sent a chaser e-mail. ClerK had made a note of the basic requirements needed to be in place before starting up a new Cylch Meithrin and read these to the meeting. The information in more detail is on the website of Mudiad Meithrin in English and Welsh.1.Identify the need.2. Budget for setting up Cylch Meithrin 3. Supplies as required 4. Sufficient funds to pay the rent, pay suitably qualified staff 6. Form a Committee made up of Chair, Treasurer, Secretary, and in order to comply with the Legal Structure requirements, a Registered Person or Responsible Person. The Cylch Meithrin has to be run as a Charitable Incorporated Organisation. (CIO) and needs to be registered with Care Inspectorate Wales (SSD) Arolygaeth Gofal Cymru (AGC).The Registered Person or Responsible Individual appointed by the committee is the person with legal responsibility for ensuring that the Cylch Meithrin complies with the requirements of the Care Inspectorate for Wales. The Council decided that the best course at this stage is to establish the size of the demand for a Cylch Meithrin at Cynwyl Elfed. A letter is to be drafted to parents within the locality. Cllr. Bryan Davies to liaise with Mrs Geraldine JenKins(headmistress Cynwyl Elfed School) regarding the matter and the possibility of forming a committee. Proposed by Cllr. Elfed Davies and seconded by Cllr. Julian Evans. Branwen Jones - ClerK confirmed that she had answered all questions asKed by the External Auditor and await their report. Dyfed Powys Police SKype Meeting 30.10.20: Cllr. Bryan Davies had participated and gave the Council a report of the event. Cllr. Bryan Davies informed the Council that Martin DicKinson is the P.C.S.O. covering Cynwyl Elfed Ward. Most of the meeting was relevant to Post Code Area SA31 . Cllr. Davies asKed was the meeting open to all, i.e. including Post Code Area SA33 and the response was yes, and matters can be raised relating to SA33 in the next meeting. 32.CORRESPONDENCE ClerK has forwarded copies of correspondence by e-mail to Councillors prior to the meeting. Letter received from Llinos Evans on behalf of Councillor Mair Stephens- Christmas Toybox Appeal/Apêl Teganau Nadolig - Cllr. Elfed Davies proposed that the Council give a gift of £20. This was seconded by Cllr. Bryan Davies. Correspondence received via the Council Website from Robin Bowen Derwydd Garage. Mr Bowen has been collecting money to donate to the community from proceeds taken on the "Wall of Fame" at the garage. They have collected £20 from every sign put up and he has pledged that this money goes to the community. Mr Bowen wanted to asK the Community Council whether the Council had any ideas on where the money can be spent, however he did have a suggestion for this year providing the Council were in favour. Amy Ffion Evans along with others in the community want to organise a Winter Wonderland at the garage. Mr Bowen asKed whether the Council would be in agreement for the money to be given to them for their project. The matter was discussed and as this was something that could cheer people up during this time and as long as all was arranged within Government Guidelines at the time in respect of social distancing etc. the Council were in agreement for the money collected this year to be donated to this project. Proposed by Cllr. Eurig Rees and Seconded by Cllr. Julian Evans. 33.PLANNING PL/00585 Extension to Existing Agricultural shed - Land part of OS field 2920 , opposite Bro Elfed SA33 6TN - The matter was discussed and supported by the Council and response sent by 11/11/2020. Proposed by Cllr. Bryan Davies and seconded by Cllr. Julian Evans. PL/00484 - Construction of a detached dwelling and new worKshop - Land adjacent to Rhydygwin, Cynwyl Elfed SA33 6SU Cllr. Elfed Davies proposed that the Council support this application which would enable this young family to return to the area and also support a rural business which will benefit the area and provide worK. Seconded by Cllr. Eurig Rees. The Council were unanimous in their support, with no objections voiced. PL/00751 - Proposed erection of a single dwelling - Land adjacent to Penderyn, Blaenycoed SA33 6ET. The matter was discussed. Cllr. Bryan Davies proposed that the council support this application and Cllr. Eurig Rees seconded. The Council were unanimous in their support, with no objections voiced. 34.PAYMENTS AND EXPENSES M. E. Davies ClerK's Salary for October 2020. £210.10 Proposed by Cllr. Elfed Davies Seconded by Cllr. Bryan Davies £20 donation to be given in respect of the Cllr. Mair Stephens Christmas Toybox Appeal Proposed by Cllr.Elfed Davies and seconded by Cllr. Bryan Davies. Cheque for £400 issued in February , not presented due to error in completing the payee's name has been returned to the ClerK. Replacement cheque has been sent and we await receipt. 35.HIGHWAY MATTERS ClerK informed the meeting of the County Council Response to previous Highway Matters reported which included worKs already carried out and some which have been put on hold until next year. Cllr. Bryan Davies told the meeting that excellent repair worK had been carried out to the A484 near Nantyclawdd at SN377323. SA33 6SP. - ClerK reported that she had phoned the County Council regarding the hole on the side of the road near the entrance to the show field , no action taken to date to put it right. SA33 6UL - Response received from County Council stating that the said drain had been cleared, however Councillors reported that whatever worK was done was insufficient. Also no steps had been taken to clear rubble left by contractors employed by the County Council at Esgair Layby. Cllr. Elfed Davies reported that there was an even bigger issue at this site, which originates on the opposite side of the A484 contributing to the problems at Esgair. Water comes down from Pantyrhaidd bringing leaves and rubble blocKing the drain leading to rubble on the main road. This leads to rubble on the A484 at this spot and causes further damage as this makes its way down towards Esgair thus escalating the problem. ClerK to re- send Cllr. Bryan Davies's Report and request that the Council Officials looKs at this matter urgently. Cllr. Elfed Davies reported that following excellent worK on the road surfacing the B4333 between SA33 6SP and SA336SR that a problem had arisen between Bwlch and Gilfach y Gwnda SA336SP. During heavy rainfall Water seen shooting up from Grates. The new tarmac on the left hand side as you travel towards Hermon on the B4333 has developed cracks. It was reported to the Community Council that there is a bllue car parKed outside a property Greenacres, Cwmdwyfran SA33 6JE on the A484 . Drivers travelling from Cynwyl Elfed encounter an obstruction every morning when going to worK as they have to overtake this vehicle which is parKed on the A484, causing a lot of stress as they have to overtake this stationery vehicle which is parKed on the main and busy road near to a bend. ClerK to report this to County Councillor Irfon Jones as well as the County Council. It has been reported to the Community Council that water running from Llaenau Farm , Cynwyl Elfed SA33 6SP on to the B4333 near the junction to the A484. When there is heavy rainfall the effluent, leaves and mud is mixed with water, floods the road, drains are blocKed and not adequately maintained , therefore houses along Surgeon Street and through the village towards the bridge are in danger of flooding by this dirty water which the drains are unable to cope with.

    NEWS RELEASE Issued by the Telephone 02920 395031 Boundary Commission for Wales Caradog House Fax 02920 395250 1-6 St Andrews Place Cardiff CF10 3BE Date 25 August 2004 FINAL RECOMMENDATIONS FOR THE PARLIAMENTARY CONSTITUENCIES IN THE PRESERVED COUNTY OF DYFED The Commission propose to make no change to their provisional recommendations for five constituencies in the preserved county of Dyfed. 1. Provisional recommendations in respect of Dyfed were published on 5 January 2004. The Commission received eleven representations, five of which were in support of their provisional recommendations. Three of the representations objected to the inclusion of the whole of the Cynwyl Elfed electoral division within the Carmarthen West and South Pembrokeshire constituency, one objected to the name of the Carmarthen West and South Pembrokeshire constituency and one suggested the existing arrangements for the area be retained. 2. The Commission noted that, having received no representation of the kind mentioned in section 6 (2) of the Parliamentary Constituencies Act 1986, there was no statutory requirement to hold a local inquiry. The Commission further decided that in all the circumstances they would not exercise their discretion under section 6 (1) to hold an inquiry. Final recommendations 3. The main objection to the provisional recommendations was in respect of the inclusion of the Cynwyl Elfed electoral division in the Carmarthen West and South Pembrokeshire constituency. It was argued that the division should be included in Carmarthen East and Dinefwr on the grounds that the majority of the electorate in the division fell within that constituency and that inclusion in Carmarthen East and Dinefwr rather than Carmarthen West and South Pembrokeshire would reduce the disparity between the electorates of the two constituencies and would bring them closer to the electoral quota.

    Welsh Association of Youth Clubs THE MOBILE YOUTH UNIT 1977 – 1980 Dennis Frost THE MOBILE YOUTH UNIT Background In the mid 1970s the Welsh Association of Youth Clubs, (WAYC) one of the foremost voluntary youth organisations in Wales, had a membership of 34,000 young people in 340 affiliated youth clubs encompassing church and chapel groups, village clubs, independent clubs, and local education authority youth centres. Established in 1934, and an autonomous division of the then National Association of Youth Clubs (NAYC) the WAYC is perhaps best described as a facilitating body. Its wide range of services incorporated training courses for leaders, potential leaders, and senior youth club members, festivals and competitions, members’ councils at local, county and national level, adventurous pursuits, and insurance schemes. An innovative organisation, among its several enterprises was the introduction of clubs for Physically Handicapped and Able Bodied young people (PHAB). Conceivably its most valued contribution at the time, and in keeping with its original concepts, was the advice and assistance readily available from members of staff who regularly visited affiliated clubs. The concern of the WAYC for the dedicated men and women who freely gave their time in the service of young people is perhaps reflected in a statement made at a meeting of the Executive Council when it was suggested that a simplified version of its aims and objects might be, ‘to support the untiring, and sometimes unacknowledged endeavours of individual youth workers by helping reduce their sense of isolation, and hopefully make their task a little easier’. Whilst the stated aim of the WAYC (1976) was focused on young people – ‘to help boys and girls to develop their physical, mental and spiritual capacities that they may grow to full maturity as individuals and members of society’, the suggestion served to confirm an awareness of the needs of youth workers, particularly those in the rural areas.

  • Dafydd Coslett Thomas, Eleanor His Wife and Their Six Children Emigrated to Patagonia on the Thames in 1875
    A number of people from Carmarthenshire, or who had connections with the county, emigrated to the Welsh Colony in Patagonia, and here is a little information about some of them. DAVID BOWEN, TRES CASAS David Bowen is said to have been born in Trelech-a’r-Betws, Carmarthenshire in 1844 but as a young man he moved to Pentre in the Rhondda and married Mary Anne Williams. In 1875 David, Mary and their children sailed for Patagonia on the Olbers and landed near the estuary of the Chubut on 31 October 1875. The family moved soon afterwards from Rawson to Drofa Fresych where they stayed for nearly three years. Early in 1878 the family moved to Gaiman where David Bowen built a house at the foot of the hills. At the beginning of winter 1879 they moved to a smallholding in Dyffryn Uchaf, an area later called Trebowen. When a chapel was built at Trofa Gwen Ellis, David became a member and an officer of the chapel. A new location was found for the chapel and it was named Bethesda. He served as both deacon and Secretary of Bethesda Chapel. He was one of the small band who went up to rocks at the top of Dyffryn Uchaf to search for somewhere to build a canal. His knowledge of the lands of Dyffryn Uchaf was of great advantage to those who were looking to build their homes in that area. David and Mary Anne’s eldest son and a daughter died of Typhoid in 1883. Thomas married Elizabeth Knowles, Marged Ann married Alun Meirion Williams, Mary Jane married Adrian Eusebio López, Hannah married William John Lloyd and Sarah married José Isabel Quiroga.
