Applications may be inspected free of charge at the Office of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or assoc iation within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: • A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; • A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; • A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Gre at Britain and on international journeys.     NEWS RELEASE Issued by the Telephone 02920 395031 Boundary Commission for Wales Caradog House Fax 02920 395250 1-6 St Andrews Place Cardiff CF10 3BE Date 25 August 2004 FINAL RECOMMENDATIONS FOR THE PARLIAMENTARY CONSTITUENCIES IN THE PRESERVED COUNTY OF DYFED The Commission propose to make no change to their provisional recommendations for five constituencies in the preserved county of Dyfed. 1. Provisional recommendations in respect of Dyfed were published on 5 January 2004. The Commission received eleven representations, five of which were in support of their provisional recommendations. Three of the representations objected to the inclusion of the whole of the Cynwyl Elfed electoral division within the Carmarthen West and South Pembrokeshire constituency, one objected to the name of the Carmarthen West and South Pembrokeshire constituency and one suggested the existing arrangements for the area be retained. 2. The Commission noted that, having received no representation of the kind mentioned in section 6 (2) of the Parliamentary Constituencies Act 1986, there was no statutory requirement to hold a local inquiry. The Commission further decided that in all the circumstances they would not exercise their discretion under section 6 (1) to hold an inquiry. Final recommendations 3. The main objection to the provisional recommendations was in respect of the inclusion of the Cynwyl Elfed electoral division in the Carmarthen West and South Pembrokeshire constituency. It was argued that the division should be included in Carmarthen East and Dinefwr on the grounds that the majority of the electorate in the division fell within that constituency and that inclusion in Carmarthen East and Dinefwr rather than Carmarthen West and South Pembrokeshire would reduce the disparity between the electorates of the two constituencies and would bring them closer to the electoral quota.

  • Dafydd Coslett Thomas, Eleanor His Wife and Their Six Children Emigrated to Patagonia on the Thames in 1875
    A number of people from Carmarthenshire, or who had connections with the county, emigrated to the Welsh Colony in Patagonia, and here is a little information about some of them. DAVID BOWEN, TRES CASAS David Bowen is said to have been born in Trelech-a’r-Betws, Carmarthenshire in 1844 but as a young man he moved to Pentre in the Rhondda and married Mary Anne Williams. In 1875 David, Mary and their children sailed for Patagonia on the Olbers and landed near the estuary of the Chubut on 31 October 1875. The family moved soon afterwards from Rawson to Drofa Fresych where they stayed for nearly three years. Early in 1878 the family moved to Gaiman where David Bowen built a house at the foot of the hills. At the beginning of winter 1879 they moved to a smallholding in Dyffryn Uchaf, an area later called Trebowen. When a chapel was built at Trofa Gwen Ellis, David became a member and an officer of the chapel. A new location was found for the chapel and it was named Bethesda. He served as both deacon and Secretary of Bethesda Chapel. He was one of the small band who went up to rocks at the top of Dyffryn Uchaf to search for somewhere to build a canal. His knowledge of the lands of Dyffryn Uchaf was of great advantage to those who were looking to build their homes in that area. David and Mary Anne’s eldest son and a daughter died of Typhoid in 1883. Thomas married Elizabeth Knowles, Marged Ann married Alun Meirion Williams, Mary Jane married Adrian Eusebio López, Hannah married William John Lloyd and Sarah married José Isabel Quiroga.

That report also shows, as provided for by paragraph 7(2) of Schedule 1 to the Government of Wales Act 1998(c), the alterations in the electoral regions of the National Assembly for Wales which the Commission recommend(d). A draft Order in Council together with a copy of the Commission’s report was laid before Parliament by the Secretary of State to give effect, without modifications, to the recommendations contained in the report, and each House of Parliament has by resolution approved that draft. Now, therefore, Her Majesty, is pleased, by and with the advice of Her Privy Council, to make the following Order under section 4 of the Parliamentary Constituencies Act 1986: (a) 1986 c.56.

Bryan Davies. 31.MATTERS ARISING FROM THE MINUTES Bus Service 460 - ClerK has received a response from County Councillor Hazel Evans, who has agreed to obtain relevant figures relating to a survey made of how many used the service when it was diverted through Hermon during a time of Road Closure on the Cwmduad Road. This has not been received yet and ClerK is to follow this up by chasing County Councillor for the figures and taking the matter a step further to the Chief Executive of Carmarthenshire County Council. The Council have asKed the Transport Dept. for the bus service between Newcastle Emlyn and Carmarthen to alternate the route between A484 through Cwmduad and B4333 through Hermon at different times of the day in order for both communities to benefit from a regular bus service. This has been rejected by the Transport Department. Recycling Site: The matter of outside the public toilet was reviewed and the Council decided that it was not a suitable site after all. Inevitably there could be some fallout of broKen glass which would be a hazard especially for children when the local playground is open.
