During the May meeting, the Board approved Temporary Special Action Request FSA18-01 with modification and took no action on Temporary Special Action Request FSA18-03 based on the action taken on FSA18-01. From June 12 through July 15, 2018, Federal public waters of the Kuskokwim River drainage will be closed to the harvest of Chinook Salmon except by Federally qualified subsistence users. During this timeframe the in-season manager may implement a community-based allocation system among Federally qualified subsistence users for the purpose of allowing more Chinook Salmon subsistence fishing opportunity than would otherwise be provided. The Manager of the Yukon Delta National Wildlife Refuge, who is the Federal in-season manager, beginning June 12, may provide harvest opportunity for Chinook Salmon subsistence fisheries using openings, closures, and gear restrictions developed in consultation with the Kuskokwim River Inter-Tribal Fish Commission and other fishery managers including State and tribal interests. Since 2010, however, Chinook Salmon returns to the Kuskokwim River have been some of the lowest on record. Over the last several years, moderate to severe restrictions have been put in place to limit the subsistence harvest and conserve Chinook Salmon. These restrictions have impacted the subsistence way of life throughout the Kuskokwim River drainage. Q. What is a temporary special action and how long will it last? A. Special actions are temporary changes that affect specific Federal subsistence regulations. A temporary special action is a special action that is in effect for more than 60 days, but is limited to one regulatory cycle. Thus, if FSA18-03 was approved by the Federal Subsistence Board, it would only affect the Chinook Salmon fisheries on Federal public waters of the Kuskokwim River drainage for the upcoming 2018 season. Permanent changes to Chinook Salmon fishery regulations would require Federal rulemaking, which would include public notice and multiple opportunities for public comment. Q. What is included in the request? A. Temporary Special Action Request FSA18-03, submitted by the Akiak Native Community, a Federally-recognized tribe, requests the Federal Subsistence Board to close Federal public waters of the Kuskokwim River drainage to the harvest of Chinook Salmon except by Federally qualified subsistence users, further reduce the pool of eligible harvesters based on Alaska National Interest Lands Conservation Act (ANILCA) Section 804 Subsistence User Prioritization analysis that was implemented in 2017, and implement a community-based allocation strategy among eligible users similar to the system implemented in 2015. These requested actions would have an effective starting date of May 20, 2018 and last until July 1, 2018. Q. How can the public comment on this specific special action request (FSA18-03)? A. A public hearing will be held on April 19, 2018 from 6:00 to 8:00 p.m. at the Yupiit Piciryarait Cultural Center (420 Chief Eddie Hoffman Highway). The purpose of this hearing is to receive public testimony on the special action request. The public is asked to comment on the following issues at the public hearing: a) Should Yukon Delta National Wildlife Refuge waters be closed to the harvest of Chinook Salmon except by Federally qualified subsistence users? b) Should Federally qualified subsistence users be prioritized to include only the residents of the drainage and four coastal communities of Chefornak, Kipnuk, Kongiganek, Kwigillingok as implemented in 2017? Only residents of these communities would be allowed to harvest salmon during Federal openings. c) Should remaining eligible users be allocated Chinook Salmon harvest similar to 2015? d) Are the start and end dates for the closure (May 20 through July 1, 2018) appropriate dates for the three above actions? Public testimony will be forwarded to the Board for consideration on the temporary special action request. Q. If adopted by the Federal Subsistence Board what Federal public waters would be affected by the special action request? A. For the purposes of this special action request, Federal public waters are those waters within and adjacent to the exterior boundaries of the Yukon Delta National Wildlife Refuge. These waters are generally described as the lower Kuskokwim River drainage from the mouth upriver to and including about 30 miles of the Aniak River. Q. Who are Federally qualified subsistence users? A. All permanent residents of the Kuskokwim Management Area are Federally qualified subsistence users. Q. What is an ANILCA Section 804 Subsistence User Prioritization? A. The Federal Subsistence Management Program, under Section 804 of ANILCA, uses a phased approach to opening and closing subsistence fisheries. When necessary for the conservation of healthy populations of fish and wildlife, or to continue subsistence uses of such populations or to ensure the continued viability of a particular fish or wildlife population, the Board uses closures to all except Federally qualified subsistence users, prioritization among Federally qualified subsistence users (via a Section 804 Subsistence Users Prioritization) and/or full closures to maintain and conserve the resource and provide subsistence opportunity to the maximum extent possible. As conservation concerns for a fish stock or a wildlife population subside or threats to the continuation of subsistence uses are resolved, the Board is also able to incrementally remove the restrictions imposed by these management tools, including a Section 804 Subsistence User Prioritization, so that harvest opportunities are available for the maximum number of users and uses. Q. Who was included in the ANILCA Section 804 Subsistence User Prioritization that was adopted by the Federal Subsistence Board in 2017? A. The Board determined that residents of the Kuskokwim River drainage and additionally the coastal communities of Kwigillingok, Kongiganek, Kipnuk, and Chefornak (32 of 40 communities in the customary and traditional use determination) had the highest customary dependence on Chinook Salmon from the Kuskokwim River drainage than did other communities after consideration of the three criteria in ANILCA Section 804. Presented from south to north, the area included the following villages: Chefornak, Kipnuk, Kongiganek, Kwigillingok, Tuntutuliak, Eek, Napakiak, Napaskiak, Kasigluk, Nunapitchuk, Atmautluak, Oscarville, Bethel, Kwethluk, Akiachak, Akiak, Tuluksak, Lower Kalskag, Kalskag, Aniak, Chuathbaluk, Napaimute, Crooked Creek, Georgetown, Red Devil, Sleetmute, Stoney River, Lime Village, Takotna, Nikolai, Telida, and McGrath. Q. What was the community based allocation strategy implemented in 2015? After closing the Kuskokwim River drainage to the harvest of Chinook Salmon, the Federal in-season manager opened portions of the drainage to the harvest of Chinook Salmon by only Federally

Chinook Salmon Forecast The 2021 Kuskokwim River Chinook salmon forecast is for a range of 94,000–155,000 fish. The drainage-wide Chinook salmon escapement goal is 65,000–120,000 fish. If the run comes back as projected, the drainage-wide escapement and tributary goals are expected to be achieved and a surplus above escapement needs may be available to support a limited subsistence harvest. The 2021 season will be managed in accordance with the Kuskokwim River Salmon Management Plan (5 AAC 07.365) with input from the Kuskokwim River Salmon Management Working Group.

The Yukon-Kuskokwim Delta (YKD) is located in Southwestern Alaska, approximately 400 air miles from Anchorage. It encompasses 75,289 square miles of coastal wetlands, tundra, and mountains. It includes the town of Bethel and 50 villages along the coast of the Bering Sea and on the banks of the Yukon and Kuskokwim Rivers and their tributaries. On the Yukon, the YKD begins at the village of Grayling and follows the River to Kotlik where it empties into the Bering Sea. The Kuskokwim River boundary begins at the community of McGrath and follows the River down the coast to Quinhagak. Pilling. The content of the Bulletins has been as broad as the contemporary interests of the field of anthropology, although mainly restricted in scope to the Americas. With the publication of Bulletin 200, this series will end, its place being taken by a new series, Smithsonian Contributions to Anthropology, which was initiated in 1965 following the merging of the Bureau of American Ethnology and the Department of Anthropology of the U.S. National Museum into the Smithsonian Office of Anthropology. The new series provides not only for publication of scholarly studies of the American Indian but is worldwide in scope, reflecting the broadening activities of the Smithsonian Institution's anthropologists over the past few decades. In an area such as western Green- land, where there was sustained contact between Europeans and Eskimos, an exception is to be found. Northern Canadian historical archeology has been unsystematic, while in Alaska only along Prince William Sound (de Laguna, 1956; 1964), the Gulf of Alaska (Acker- man, 1965), and the lower Copper River (VanStone, 1955) have excavations been made at historic sites.
