Palgrave Macmillan, Cham. https://doi.org/10.1007/978-3-319-77197-7_11 Introduction For Finland, the post-war era began in September 1944 when it switched sides in the Second World War. The country, which had fought alongside Germany against the Soviet Union from the summer of 1941 onwards, was now left within the Soviet sphere of influence.1 In this altered political situation, new social movements, in particular those led by communists and other leftist activists, challenged the existing economic and political order. However, this article argues that the traditional economic elites were remarkably successful in defending their interests. When the ‘years of danger’, as the period 1944–48 has been called in Finland, ended, it remained a country with traditional Western-style parliamentary democracy and a capitalist economic system. Before the parliamentary elections of 1945, Finnish Prime Minister J.K. Paasikivi, the main architect of the country’s new foreign policy (which was based on the attempt to maintain warm relations with the Soviet Union), urged voters to elect ‘new faces’ to Parliament.2 The voters did so. A new communist-dominated political party, the Finnish People’s Democratic League (Suomen Kansan Demokraattinen Liitto, SKDL) received a quarter of the seats.

During the following fifteen months, Soviet diplomacy endeavoured to complete the job which the Red Army had "begun. By a unilateral and extremely liberal interpretation of the Peace Treaty of March 12, 1940, the Soviet Union tried to isolate Finland from her other neighbours and to establish a favourable basis for a complete annexation of Finland in the manner of the three Baltic States. Surrounded by Soviet and German military might, and noticing the increasing friction in the Nazi-Soviet alliance, Finland, in order to save herself from an imminent Soviet invasion, grasped the only straw which seemed to offer some hope: a transit agreement for German troops from Finland's Bothnian coast to Kirkenes in oc• cupied Norway. The resulting presence of German troops in the country did save Finland from becoming the seventeenth Soviet Socialist Republic in 1940 or 194-1* but it also involved her deeply in the Nazi-Soviet conflict which followed. When Germany attacked the Soviet Union in June 194-1, Finland tried in vain to have her neutrality respected, and she was attacked by Soviet forces three days after the German aggression.

Det inledande avsnittet av professorn i statsförfattningsrätt Mikael Hidén är en offent- ligrättslig betraktelse under rubriken Juridiikkaa ja muotoja eduskuntatyössä (Juridik och former i riksdagsarbetet). Presentationen innehöll rikligt med belysande informa- tion om riksdagens rutiner, den bakomliggande juridiken och övrig bakgrund. Därför ansågs det lämpligt att presentationen ska finnas tillgänglig på finska och svenska för dem som arbetar i riksdagen också i mer vardaglig och lättanvänd form än en festskrift. Dessa ”handboksversioner” av professor Hidéns forskning publicerades som en del av riksdagens kanslis publikationer hösten 2007. Under valperioden 2007−2011 gjordes ett flertal ändringar i regelverken som gäller riksdagens verksamhet. Vissa ändringar var betydande, andra begränsade sig endast till detaljer. På grund av den utveckling som skett ansågs det nödvändigt att genom en ny upplaga uppdatera professor Hidéns publikation från 2007. Den andra upplagan publi- cerades i serien Riksdagens kanslis publikationer våren 2011. Också under den valperiod som inleddes våren 2011 gjordes ett antal betydelsefulla författningsändringar som påverkade riksdagsarbetet.

Volymens inledande avsnitt av professorn i statsförfattningsrätt Mikael Hidén är en offentligrättslig framställning under rubriken Juridiikkaa ja muotoja eduskuntatyössä (Juridik och former i riksdagsarbetet). Professor Hidéns presentation var en synnerligen rik källa till information om hur riks- dagen arbetar. Den belyste också bakgrunden till och den rättsliga grunden för proce- durerna i riksdagen. Det ansågs därför motiverat att genom en separat utgåva göra pre- sentationen mer tillgänglig för riksdagsledamöterna och andra som arbetar i riksdagen. Den första upplagan publicerades hösten 2007 på såväl fnska som svenska i riksdagens kanslis publikationsserie. Sedan dess har professor Hidén efter varje valperiod uppdaterat den ursprungliga fram- ställningen utifrån de författningsändringar som gjorts i fråga om riksdagens verksamhet och de praktiska frågor som aktualiserats i riksdagsarbetet.

    ARTIKKELIT Hegemonia ja sen murros PÄIVI ULJAS Sosiaaliturvaa koskevan tutkimustyöni alkuvai- konfliktit ja ryhmittivät vähitellen niiden voima- heissa pyrin selvittämään, miten ay-liike ja sen suhteet uudelleen. Despite two wars against the Soviet Union (1939-1940 and 1941-1944), and the threat of communist takeover, Finland survived as an independent, democratic country with a market economy. When the Cold War started in the late 1940s, the United States government and the British Foreign Office began to view trade as a potential means of drawing Finland closer to the West and preventing it from falling under Soviet domination. The extensive evidence of this has led many historians to underline the role of political considerations in Western foreign economic policy towards Finland. The present work argues that the Cold War rhetoric of the British Foreign Office paints a misleading picture of British government policy.
