Mayor Finall called the Public Hearing on Bylaw No. 1370, 1371 and 1373 to order at 7:00 p.m. She advised that the purpose of the Public Hearing was to afford all persons who believed their interest in property may be affected by Bylaw No. 1370, 1371 and or 1373 an opportunity to be heard to make written submissions. She then outlined the procedure for the Public Hearing called for those who wished to address Council to do so.

L. Westinghouse, on behalf of N. Miller, 8705 Aldous Terrace, read the letter provided by N. Miller opposing the subdivision of 8720 Ebor Terrace. She stated that her family has owned their property

since before North Saanich was incorporated. She requested a restriction to single level development if the rezoning is permitted to protect views.

Mayor Finall called three times for anyone else who wished to speak on the matter to do so. As there was no one else in attendance who wished to make a presentation regarding the bylaws the Public Hearing was declared closed at 7:38 p.m.

Council postposed the report on swimming pool covers at the request of the applicant. Council agreed to consider Bylaws 1370, 1371 and 1373 after the adoption of the minutes.

RECOMMENDATIONS:

That Council approve the funding request of $500 for 2014 from the Victoria Family Court & Youth Justice Committee to the Crime Reduction and Education Division (CRED).

STRATEGIC PLAN IMPLICATIONS:

Strategic Priority: Maintain a safe community.

PURPOSE:

The Victoria Family Court & Youth Justice Committee has requested help with funding of the Crime Reduction and Education Division for 2014.

BACKGROUND:

CRED is a Division of the Pacific Centre Family Services. The group works with Police, social services agencies, school Districts and other community services to help youth avoid gang activity and to assist those youth who have become involved with gangs.

DISCUSSION:

The program has requested funding support from Family Court and Youth Justice Committee to help them continue on a part-time basis until March 2015. The Family Court Committee has provided a grant of $2,500 to help but the program needs additional funding for them to continue their work. All CRD municipalities are being asked to contribute $500 which will assist CRED until the next round of provincial funding in March 2015

CRED intends on applying for grants and aid from private companies, community groups and the province to continue their work in the future.

FINANCIAL IMPLICATIONS:

There is funding available in the Policing budget to cover the $500 needed to keep this program going until the next round in provincial funding in March 2015.

SUMMARY/CONCLUSION:

CRED believes it is cost effective to work on preventing youth getting involved with gangs than having to deal with the aftermath of increased gang activity.

This is a one-time funding request and there is available budget if Council wishes to support this program until more permanent funding solution can be obtain by the group.

RECOMMENDATIONS:

That Council approve the funding of $500 for 2014 to the Victoria Family Court & Youth Justice Committee's Crime Reduction and Education Division (CRED).

Our job at the Victoria Family Court and Youth Justice committee is to review the circumstances of youth who may come into contact with the legal system, their environment and the programs available to them. We are mandated to exist through both provincial and federal law, to be that voice from the community.

Ministries, Police, service providers and educators report to us that fewer youth are being charged, (and services are not available without charges), and those youth who are charged have had upwards of 40 incidents prior to being eligible for assistance. In a nutshell, the youth who are getting services are fewer and more hard core and shrinking resources are being deployed later.

Youth mental health, substance abuse and housing instability continue to push our kids towards poor choices. We're aware of the impact of social media on our youth, including peer pressure, cyber bullying and most recently the idolization of pop star gangsterism. Gangs, prostitution and drugs go together. Youth are being lured into a life they don't know how to get out of. Fingers are being broken, kids are being forced to pay debts for drugs they don't know how to handle/protect/sell and there are no services to educate and help them avoid it. I'm talking about 12 - 14 year olds - kids.

One great thing that has been done is the creation of MYST a multijurisdictional police intervention who can track sexual exploitation across municipal boundaries. Working with MYST we have CRED with provincial funding to explore our gang issues. It has taken a lot of time to learn the circumstances in the CRD and I do not want our communities to lose that resource. CRED funding runs out mid-October. CRED has identified 6 gangs operating within the CRD and I have attached an information sheet provided to the police chiefs outlining the CRED program activities and success to date. We are fertile ground for gang satellites as the heat is on in places like and while we have fewer resources.

The Family Court Committee is funded through the CRD (~ $13,000/yr). We have provided a grant of $2,500 to help bridge fund the CRED program until the next round of provincial funding (March). I am asking each municipality to also contribute $500 to assist CRED.

We want to provide assistance to those kids who have put their trust in the program - exiting the gangs. I realize this is an unusual and untimely request. I ask that you consider where you might find and reallocate a tiny amount of budget or find a community partner to assist and help make the case that this is a needed service and should be provincially funded. RE: Pat Bay Public Boat Ramp

During its June 18, 2012 meeting, Council received our letter of May 28 (attached) and voted unanimously: "That Council's representatives on the Victoria Airport Authority Board continue to explore the potential of a Pat Bay boat launch and that the Mayor requests a meeting with the Victoria Airport Authority Chief Executive Officer to address the issue of a boat launch at Pat Bay". During discussion several councillors expressed concern lest this proposal languish and die, as has happened in the past. Subsequent to our presentation to Council the Peninsula Marine Access Group held discussions with the Victoria Airport Authority and various North Saanich businesses with potential interests in a public Pat Bay boat ramp and/or in the provincially owned property on which the existing ramp is situated. We found no practical reason why development of the property to include public access to the boat ramp could not be achieved. The Victoria Airport Authority indicated their desire to obtain a long term lease with the Province and more broadly develop the waterfront property on which the ramp is situated. The Victoria Airport Authority currently has a Crown Land Tenure Application in with the Ministry of Forests, Lands, and Natural Resource Operations (application date ~ 2004). The other party to these negotiations, with an historical interest in the property, is the Tseycum First Nation whose traditional territory encompasses much of Pat Bay. At the request of the Victoria Airport Authority, we have kept the Tseycum First Nation informed (see attached letter) but have yet to meet with their representative to ascertain interest in public access to the boat ramp or the role they might play. It is now clear that negotiations with the Province and Tseycum First Nation have not proceeded as the Victoria Airport Authority had hoped. Thus, we have concluded that the public boat ramp will best be achieved if the District of North Saanich takes a leadership role. To retain momentum and seize this opportunity, we ask that Mayor Finall meet with the appropriate Provincial and Tseycum First Nation representatives to elicit their interest and cooperation (Provincial organizational structure attached). As the primary user of the facility,

Page 43 of 57 the Victoria Airport Authority should be informed and consulted, as should the Town of Sidney - currently facing capacity issues at its Tulista ramp. Again, thank you for your attention to this matter. Sincerely,

Esteemed Neighbours:

I write on a subject of long standing: the creation of a public boat launch ramp to serve the North Saanich boating community. Some of you may recall that, 5 years ago, the Marine Task Force recommended the establishment at Pat Bay of just such a community facility. Doubtlessly, fewer will remember that, a full quarter-century back, the same conclusion was reached by the North Saanich Boat Ramp Committee.

Yet the idea has languished. For North Saanich boaters, the ramp at Sidney remains the only nearby facility. But while, at the time of the Task Force recommendation, the Sidney ramp was merely crowded, today it is way, way over capacity. Down south, the Brentwood Bay ramp is in serious disrepair, and faces its own issues with capacity. Yet, at Pat Bay, the ramp has become the exclusive province of a few aviators; boaters are denied access entirely.

We live at the tip of a peninsula. Our peninsula is, itself, the extension of an island. Boating and access to water have always been and will ever remain vital interests of our community. And with the approaching Federal establishment of a National Marine Conservation Area, certainly the need for ready access to what will be an international environmental resource will only increase over the

Page 46 of 57 next years. At very minimal expense, the Pat Bay ramp could be made ready.

I do not minimize the difficulties attendant to the establishment of a Pat Bay facility. Obviously, there are many stakeholders: The Tsycum First Nation, Peninsula Streams, the Victoria International Airport, the Provincial and Federal governments, the floatplane operators, the Institute of Ocean Sciences, and even the Department of National Defence. And with many stakeholders, there are many interests. But I believe that few of those interests are in direct conflict here, and that, where they do bump, satisfactory arrangements can be worked out. Floatplanes and boats, for example, can live together: they once did right in Pat Bay, and they still do in many, many places including Victoria, Vancouver and Tofino.

At the same time, I believe there will be considerable support for a Pat Bay ramp, not only from local organizations and a majority of local residents, but also from our neighboring communities and from other branches and levels of government. I believe with a positive approach and a steady, consistent effort we can get this thing done.

In any case, I write to urge you to try. As a first step, I hope you will appoint a small working group to explore both the potential and the obstacles of a Pat Bay boat launch, and to report back to Council by the end of July. While we shall surely lose this summer, with hard work, we could have a ramp in place by this time next year.

We ask the Tseycum Council on behalf of the Peninsula Marine Access Group, an informal organization of neighbouring homeowners, boaters, businesses and others, who are interested in exploring the possibility of establishing a North Saanich public boat ramp. I write to respectfully ask Council to consider participating in this community exploratory effort.

Faced with extreme overcrowding and frequent wind hazards at Sidney's Tulista ramp, and with a jammed and disintegrating facility at Brentwood Bay, North Saanich boaters have long sought a ramp of their own. Over the last 25 years, two public studies have confirmed the need, and a number of solutions have been suggested, but the situation remains unchanged.

Now the Peninsula Marine Access Group seeks to bring together the entire community of stakeholders to re-examine this important community question. We do not minimize the potential for difficulty in reaching an all- party agreement, but we believe that a positive approach and a steady, consistent effort offer the best chance of finally getting this important work done.

And so the Group hopes to have the opportunity for its representatives to meet at your convenience with the designated representatives of the Tseycum First Nation. We seek to hear your initial thoughts on the boat ramp question, to discuss with you where we've been and where we hope to be going, to examine the potential benefits to the Tseycum of a completed ramp, and to see if we can begin to devise a way we might work together.

Re: Public Boat Ramp Facilities at Victoria International Airport

This issue of public access for boat ramp facilities comes up every few years. While I can appreciate the issue from the perspective of the boat owners, unfortunately operational, security and safety concerns prohibit the Victoria Airport Authority from considering this request.

The Pat Bay Seaplane Base is restricted to seaplane commercial and pleasure operations. There is also the occasional barging operation use which allows for a passive management of the site. Seaplane and boating operations on the ramp and dock pose potential conflicting safety problems, as well as potential attraction of birds which is a hazard for all aircraft, particularly given the seaplane base's proximity to YYJ's main runway.

For the safety of aircraft owners and the protection of their property, it is essential that the area around parked aircraft be secured from potential public mischief and theft. The mix of aircraft activities, boat launching and docking would require an active operational presence to control the operations and secure the facilities. Priority would be given to aviation use, which would make boat launching ineffective. The base itself has limited parking space mirroring the problems at other ramps throughout the region. The only boat launching activity we would envision in the future would be to accommodate the Tseycum First Nation.

The safety of our airline operations combined with protection of our tenants, passengers and property remains paramount in our operation of the base. Accordingly, we see no opportunity to expand the uses to accommodate public boat launching. CIRCULATION Sincerely,

My team and I enjoyed meeting so many dedicated mayors, councillors and directors at the 2014 UBCM convention last week. As I said in Whistler, you've had to work hard to get a fair shake for your communities in a time of dwindling resources and increased need.

We spoke with many of you about the timing and one-sided nature of the BC Public Sector Compensation Review. We are concerned that the timing of this report was more about embarrassing local government than addressing the issues UBCM has outlined in the Strong Fiscal Futures report. We also heard your disappointment about the Minister of Transportation Todd Stone's response to UBCM's excellent research on ferry fares and the BC economy. The report put out by AVICC and UBCM is the only research done to date studying the impact of ferry rates on local economies. Despite having no research of his own, the Minister dismissed that report and failed to address the impact of ferry fares on coastal economies.

The Premier in her talk to UBCM talked about working in partnership. We observe a gap between what is said by this government and how they actually interact with their partners.

We value the important work of local governments in our towns, rural areas, villages and cities. We recognize that senior levels of government have moved responsibility for problems to you, without the funding to address those problems. As a result, local governments are grappling with how to address the challenges of homelessness, addictions and mental health problems among others. It doesn't make sense and it doesn't serve BC residents. Our vision is that the provincial government will work closely with local government as partners in building stronger, more vibrant communities where British Columbia families and individuals thrive. . . .12

Page 51 of 57 We paid close attention to the resolution work you did at UBCM and will monitor the government response to those resolutions. In Question Period and during Budget Estimate debates in the spring, we intend to remind the government to follow through on their commitments to you.

Your information and knowledge is invaluable to us in doing that work. As we head into the Legislature this October 6th I invite you to keep us informed about successes and problems you see in your community that we can help you to amplify.

North Saanich Mayor and Council, We feel that North Saanich residents should be given the opportunity to vote on the question of amalgamation in the forthcoming election, in a democratic society citizens should be allowed to express their opinion on important issues such as this.

It is not sufficient for elected officials to state that there is no interest in amalgamation without a vote. In discussions we have had with other residents in North Saanich there seems to be a very definite interest in exploring some form of amalgamation.

The only way for council and residents in North Saanich to determine the amount of interest in amalgamation is a vote in some form on it as other municipalities are doing. Therefore, we request that council include a simple question regarding the issue of amalgamation on November's ballot.
