The university contributes to world peace and equity by devoting itself to research useful in the solutions of societal problems and for the education of human resources in the capacities of leadership. ■Towards Tohoku University 2016 In order to fulfill this mission, Tohoku University will carry out the following objectives within the following 10 years. Establish an internationally recognized university and research center ●Consistently produce top research in a broad spectrum of fields, including the natural sci- ences, humanities and social sciences. ●Create cutting edge research institutions and other forums capable of responding to the rapid dissemination of knowledge and a knowledge-based society. ●Establish the presence and reputation as an international locus in general research by maintaining intimate relationships with major national and international research networks. Nurture human resources capable of leadership contributing to the knowl- edge and advancement of society ●The faculty’s cutting edge research will be reflected in their teaching. ●Content and pedagogy of all courses will be that of a top level educational institution. ●Establish an educational foundation which enables students to explore new avenues of human knowledge and to become aware of responsibilities in leadership. ●Develop educational programs and institutions that foster outstanding, internationally- minded specialists with theoretical and practical knowledge. Contributions to the community and to the world ●Contribute to the development of community and humanity by making available to the world the benefits of research and of human resources with exceptional leadership abili- ties. ●Giving out equal opportunity to all capable, highly motivated students and faculty, regard- less of nationality, race or religion, age or gender, or any other social standing. ●In keeping with our tradition of practice-oriented research and education, create a science park by further promoting university-industry collaboration. ●Dramatically increase the quality and availability of public education, and the consultative services requiring specialized knowledge. ●Open the campus to the general public and consider ways in which the university’s intel- lectual and material resources such as the libraries, academic materials and facilities can be beneficially utilized. Establish a culture, environment and management system appropriate for an internationally renowned research and education institution ●Maintain and further develop a university culture that will stimulate the creation of world- class research and education. ●Create an atmosphere conducive to intellectual activities by bringing aesthetic unity to campus and to its natural surroundings. ●Establish a human, material and financial base in a management system which allows a world-class research and educational institution to develop quickly and flexibly. 02 ■ Message from the President Aiming to Be a World-Leading University Introduction Ever since Tohoku University was established in 1907, our philoso- phy has always been “Research First” and maintain an “Open-Door” pol- icy for emphasizing a “Practice-Oriented Research and Education.” Over the years, this has enabled us to offer our students world-class education and for them to carry out world-class research. Moreover, the results of our research have proven useful in solving many problems facing society, and by educating leaders; we have contributed in estab- lishing a just and peaceful society. Our university’s history has been built through diligent accomplishments and efforts of those who have passed through the halls of our campuses and facilities during ten decades of education. The alumni, the educators, administrative staff and the supporting community have all taken part in the development of our unique institution. Humanity today is facing a variety of difficult and complex challenges which need to be addressed on a global basis. By applying the knowledge we have accumulated over the past century, and by continuing our efforts to achieve innovation in the fields of research and educa-

The aftermath of the March 11th disasters shows that Japan’s strengths lie outside Tokyo, in its regions Jun 9th 2011 | MINAMISANRIKU AND TOKYO | from the print edition Like 944 24 THE earthquake, tsunami and nuclear accident that struck Japan three months ago have revealed something important about the country: a seam of strength and composure in the bedrock of society that has surprised even the Japanese themselves. Not only has this resilience helped the hundreds of thousands suffering from the loss of families, homes and livelihoods to cope with their suffering, despite the self-absorbed dithering of their national politicians in Tokyo. By reminding Japan of the hidden depths of its local communities, especially compared with the shallowness of central government, it has also provided a sense of how Japan could emerge stronger from the crisis, ending years of economic drift. One of the most heroic examples of community spirit was 24-year-old Miki Endo, who used the loudspeaker system in Minamisanriku, a fishing port close to the focus of the 9.0 earthquake, to urge residents to do what they could to escape the incoming tsunami. She drowned at her post. Television footage shows the rising sea approaching, with her haunting voice echoing over the waves. More than 1,000 of the town’s 18,000 residents died.

    November 17, 2013 Chairs’ Summary of the first Asia Parks Congress Kazuaki Hoshino Yoshitaka Kumagai The first Asia Parks Congress (APC) was held in Sendai, Miyagi from 13 to 17 November 2013 under the auspices of the International Union for Conservation of Nature (IUCN) and the Ministry of the Environment, Japan (MOE-J). The meeting was attended by approximately 800 participants from central and local governments, international organizations, NGOs, academia and students of 40 countries and regions across the World, including protected area authority officials from 22 Asian countries. The participants of the first APC shared their rich experiences including current status, challenges and best practices of protected area management in Asia with the aim to facilitate the establishment of a regional partnership for achieving the Aichi Biodiversity Targets and implementing the Programme of Work on Protected Areas of the Convention on Biological Diversity, thereby sending a message from Asia towards the World Parks Congress to be held in November, 2014 (WPC 2014). At the opening ceremony, remarks were made by Mr. Nobuteru Ishihara (Minister of the Environment, Japan), Mr. Zhang Xinsheng (President of IUCN), Mr. Yoshihiro Murai (Governor of Miyagi Prefecture), Ms. Emiko Okuyama (Mayor of Sendai City), and Ms Sally Barnes (Chief Executive, Office of Environment & Heritage, New South Wales, Australia), followed by Keynote Speeches by Ms. Junko Tabei (Japanese Alpinist), Dr. Kazuhiko Takeuchi ( Senior Vice-Rector of the United Nations University, Chair of the Central Environmental Counsel of Japan and Professor at the University of Tokyo), and Dr. Ernesto Enkerlin-Hoeflich (Chair, IUCN World Commission on Protected Areas (WCPA) and Professor, Montrrey Tech).
