He attended the National Defense Academy, served as a helicopter pilot for the Ground Self-Defense Force, attended the Matsushita Institute of Government and Management, and served as a Miyagi Prefecture Assemblymember before becoming Miyagi Governor in 2005. It is now his fourth term in office.

Governor Murai aims to bring about an innovative recovery from the Great East Earthquake Disaster, and seeks to do so by establishing a strong economic foundation for promoting further economic growth. The cycle of wealth will then help push the development of welfare, education, environment, and social overhead capital.
