Investment Element of the 2010 Florida Rail System Plan 2.0 Current Freight Rail System and Services in Florida 2.1 Overview The Florida rail system is comprised of 2,786 miles of mainline track, which are owned by 15 operating line-haul railroads and terminal or switching companies, as well as 81 miles owned by the State of Florida. Florida’s rail system includes 2 Class I Railroads (CSX Transportation and Norfolk Southern Corporation), 1 Class II (Florida East Coast Railway), 11 Class III (Alabama and Gulf Coast Railway AN Railway, Bay Line Railroad, First Coast Railroad, Florida West Coast Railroad, Florida Central Railroad, Florida Midland Railroad, Florida Northern Railroad, Georgia and Florida Railway, Seminole Gulf Railway, and South Central Florida Express) and 1 railroad specializing in switching and terminals (Talleyrand Terminal).9 The largest operator in the State is CSX Transportation, which owns more than 53 percent of the statewide track mileage. In 2008, Florida’s railroads carried nearly 1.6 million carloads – 19 percent less than in 2006 – and approximately 83 million tons of freight, representing a 25 million ton (23 percent) decrease from 2006.10 During that year, railroads handled freight equivalent to roughly 5.0 million heavy trucks.11 Nonetheless, railroads continue to support thousands of jobs throughout the State and assist Florida’s industries to remain competitive with international and domestic markets for fertilizer, construction rock, consumer goods, paper products, processed 9 U.S. Class I Railroads are line-haul freight railroads with 2007 operating revenue in excess of $359.6 million (2006 operating revenues exceeding $346.7 million). -

This submission is intended to inform the Chair’s position about grain policy in Canada, and to underline that market forces drive the development of Canada’s modern rail system. This submission has been filed on behalf of RAC’s freight railway members (Appendix A). This submission is supported by two documents which are appended for review: Appendix B - “Winter’s Impact on Railroad Operations: Fact and Fantasy” provides an overview of the negative impacts that Canadian winter has on railroad operations in Canada; and Appendix C - “Freedom in Western Grain Movement” presents an assessment of the effect of the Maximum Grain Revenue Entitlement provision on railway efficiency, growth, and productivity in the Grain Handling and Transportation System (GHTS). The RAC will file an additional submission before the consultation period ends this year. About the Railway Association of Canada RAC represents more than 50 freight and passenger railway companies that move 75 million people and $280 billion (B) worth of goods in Canada each year. As the voice of Canada’s railway industry, RAC advocates on behalf of its members and associate members to ensure that the rail sector remains safe, globally competitive and sustainable. -

Australia: Railroad Equipment Australia: Railroad Equipment Page 1 of 6 John Kanawati 08/200 9 Summary The Australian railroad industry generates about US$ 5 billion in goods and services, or 1.7 percent of the nation’s total output. The market for railroad equipment is valued at US$ 915 million and will grow by five percent annually over the next three years. Despite the world economic crises, demand for railroad technology is being fueled by Australia’s buoyant minerals industry, an industry structure which encourages investment by ma jor operators, and the Federal Government’s economic stimulus plan. Rail reform has increased the number of private rail operators from ten in the 1990s to thirty today . C ontracting out has created new work for rail maintenance and engineering firms. U. S. -based consortia have been among the successful bidders for government -owned rail assets and t he presence of more private rail operators has increased pressure to upgrade and refurbish existing state -owned and managed infrastructure. Following the priva tization of many federal and state gove rnment rail assets between 1995 and 2002, the industry has recently emerged from a period of inevitable rationalization. Demand for equipment and technology is enjoying considerable growth. Market Demand With the completion of the Alice Springs to Darwin Railway, Australia has approximately 37,000 route kilomet er s of standard, broad , and narrow track , compared with 34,480 km in 1990 . Annual engineering construction work is in the vicinity of US$1,800 million. This represents 20 percent of the value of expenditure on roads and bridges. -
